ADJOURN ".. . ., e e PLANNING COMMISSION MINUTES Workshop on Draft Zoning, Subdivision, PUD Standards March 6, 1997 1. ROLL CALL The meeting was called to order at 7:00 p.m. by Chair Cindy Thayer. Other members in attendance were Lois Sherwood, Lisa Enarson, Karen Erickson, Linda Clifton, Cindy Thayer and John Boles. Staff members present were Judy Surber, Tim McMahan and Tim McHarg. n. COMMUNICA nONS: Current Mail Thayer noted she had received a copy of Title 20. Sherwood reported on the minutes of October 24, 1996 and expressed her displeasure with the content of the minutes being recorded The discussion was tabled for another time. IV. OLD BUSINESS A. Title 17, PTMC (Zoning) . McMahan discussed the memorandum to City Council trom him and Bob Wheeler dated February 26, 1997, regarding the scheduled meetings for Phase 2 Development Regulations. Concern was expressed about doing a good job and getting engineering standards through Council while also working with Title 17 and Title 18. Due to this concern, design standards were broken off into a different track, and will go to Counci1later. Design standards are scheduled for final adoption on April 21 s1. . McMahan said DCTED assured the City's eligibilitY for Public Works trust funds would not be hindered so long as Title 17 and Title 18 are adopted by April 7th and effective by the end of the month, by the time the design standards are adopted. McMahan reported Title 12 (streets) and Title 13 (water and sewer) have been revised and are in final draft form. He indicated the Design Standards Manual is a notebook- sized document and is also available. McMahan distributed the remaining edits and revisions trom Eric Toews. CHAPTER 17.08, Definitions -- (Continuation from 2/27) Efficiency Dwellin& Unit Surber reported efficiency dwelling units (EDUs) are generally tiny homes that differ from accessory dwelling units (ADUs) in that they are the primary structure, not accessory to a residence. McMahan indicated this is a more precise definition from a tiny single family dwelling. The definition of ED Us has been included because the Comp Plan policy that allows for alternative housing types includes them. Use tables do not list zones where EDUs are permitted. Consensus: Allow EDUs in R-I, R-ll, and R-ID Zones Floor ~rea Checked by Jan Zimmer. This is to Enarson's satisfaction, and she withdrew her objection. Surber pointed out different terms: floor area, floor area ratio, floor area usable, gross floor area. Codes are being researched to see how the terms are being used to make sure the definition is correct. Surber said as a minimum, gross floor area should be included.
