AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING
SECTION 2.72.020, COMPOSITION, CHAPTER 2.72, HISTORIC
PRESERVATION COMMITTEE, OF THE PORT TOWNSEND
MUNICIPAL CODE, TO CHANGE RESIDENCY REQUIREMENTS FOR
HPC MEMBERS, ALLOWING A MAXIMUM OF TWO NON-CITY
RESIDENTS TO SERVE ON THE COMMITTEE.
WHEREAS, in Ordinance 2522, the City Council amended PTMC 2.72 to revise the role
of the City's Historic Preservation Committee (HPC) to conform with the requirements of the
Regulatory Reform Act, Chapter 36.70B RCW; and
WHEREAS, in Ordinance 2522, the Council changed the residency requirements for HPC
members, restricting the HPC membership to residents of the city of Port Townsend; and
WHEREAS, the Council now finds that Ordinance 2522 unduly restricted the residency
requirements of the HPC, disqualifying from service non-residents of Port Townsend who own
property within Port Townsend, and members of professional disciplines who can significantly
contribute to the mission of the HPC to ensure the preservation of historic structures and the
integrity of Port Townsend's historic districts; and
WHEREAS, the Council hereby amends PTMC 2.72 to empower the Mayor to appoint
a maximum of two non-city residents to serve on the HPC,
NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as
follows:
~. Chapter 2.72, Historic Preservation Committee, of the Port Townsend
Municipal Code is hereby amended to read as follows:
2.72.020 Composition.
A. The Port Townsend historic preservation committee shall consist of not less than five
members and not more than seven members. Members of the Port Townsend historic preservation
committee shall be appointed by the mayor and approved by the city council and shall be residents
of the city, except as otherwise provided in this chapter. The members of the committee shall
include but not be limited to members of history or preservation-related organizations such as
historical societies, museums, heritage groups, neighborhood organizations and civic groups
involved in historical and architectural development of the city, as well as members of
professional bodies such as architects, historians, attorneys, realtors, and financiers. An exception
to the residency requirements for a maximum of two committee members may be granted by the
mayor and city council in order to obtain representatives from these disciplines,
B. All members of the committee must have demonstrated interest in and knowledge of
the historical or architectural development of the city. In making appointment, the mayor may
consider names submitted from any source, but the mayor shall notify history and city
development-related organizations of vacancies so that names of interested and qualified
individuals may be submitted by such organizations for consideration along with names from any

S~ion 2. Severability. If any provision of this ordinance or its application to any person
or circumstance is held invalid, the remainder of the ordinance, or the application of the provision
to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
Read for the first, second, and third times and passed by the City Council of the City of
Port Townsend, Washington, at a regular meeting thereof, held this 7th day of April, 1997.
