CITY COUNCIL LEADERSHIP WORKSHOP, JUNE 5, 2003
The City Council of the City of Port To-amsend met for a leadership workshop on the fifth
day of June, 2003, at 1:00 p.m. at the Pope Marine Building. Jeanne Harris was present
as the meeting facilitator.
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Council members present were Freida Fenn, Joe Finnie, Kees Kolff, Michelle Sandoval,
and Catharine Robinson. GeoffMasci arrived at 3:00 p.m. Alan Youse was absent.
Staff present: City Manager David Timmons, Public Works Director Ken Clow, Senior
Planner Judy Surber, City Clerk Pam Kolacy
Ms. Harris presented models of leader behavior and engaged the group in discussion of
the various models and the way groups and leaders interact, with emphasis on leadership
in a team environment.
The Port Townsend Gateway Plan was used as an example of a project needing
implementation, with discussion focusing on how successful implementation can take
place within a group dynamic and on the roles and responsibilities of those involved.
Issues included
Possible provision of up to $120,000 be added to the capital budget to provide water lines
for fire flow on Upper Sims Way.
Transportation: affects access to many businesses, staff and council will need to work
with business owners on issues of controlled access and parking re-design.
Stoplight: where should a stoplight be placed on Sims Way; how does the presence of
the Business Park affect traffic; the City's role in facilitation and project management.
What is the regional picture - would developing Howard Street effectively remove
significant traffic from Sims Way?
How can the city define a manageable piece of the Gateway Plan implementation which
would have an immediate payoff?.
Inclusion of owners of currently vacant land will be important; staff needs to cOnnect for
conversation and return to council with new information.
Can the City develop a project which can be put forward for funding from County
Infrastructure funds?

Ms. Fenn disclosed for the record that she has a possible financial interest in a property
on Thomas Street.
The Council may wish to identify an area for a traffic light warrant study. Staff could
provide a plan for the improvement and installation of water lines to provide fire flow for
upper Sims and begin a project submission for funding from the County Infrastructure
Fund.
The meeting ending with additional discussion about the "ACHIEVE" model.
The meeting was adjourned at 4:15 p.m.
