MINUTES OF THE SPECIAL SESSION OF JANUARY 31, 2002
The City Council of the City of Port Townsend met in regular session this thirty-first day of
January, 2002, at 6:30 p.m. in the Port Townsend Council Chambers of City Hall, Mayor Kees
Kolffpresiding.
ROLL CALL
Councilmembers present at roll call were Joe Finnie, Freida Fenn, Kees Kolff, Geoff Masci,
Catharine Robinson, Michelle Sandoval. Alan Youse was excused. Staff members present
were City Manager David Timmons, City Attorney John Watts, and City Clerk Pam Kolacy.
COMMITTEE ASSIGNMENTS
Mayor Kolff noted that a revised schedule of committee assignments was before the Council
members. He stated that he had made some changes from the first draft presented, that all requests
could not be filled but that he had attempted to balance the requests of members with the
representation needs of the various committees. He added that some assignments were presented
with question marks as he had been unable to confirm this with the members involved.
Public comment:
None
Motion: Ms. Fenn moved to adopt the Mayor's recommendations as presented. Ms. Sandoval
seconded.
Ms. Fenn then asked if the council wished to resolve the assignments marked with question
marks. Consensus was to resolve those if possible before the vote. It was noted at that time
that Council member Youse has not yet been reached for confirmation of his proposed
assignments and that Mayor Kolff would do this as soon as possible.
Mr. Finnie volunteered to be named as liaison to the Library Board. Ms. Robinson agreed.
Mr. Masci stated that he has recently been named Vice-Chair of the Transit Board and would
like to retain that assignment. He added that he had been the lead person on the BRFSS grant
and would also like to remain as the representative to the BRFSS Data Steering Committee. He
also indicated interest in continuing as LEOFF Board representative.
Mr. Finnie commented that he had advised the mayor that he would like to be named as a
representative to the Transit Board but not at the expense of Mr. Masci's seat. He said that he
has represented the interests of local merchants within many groups and believes that
transportation issues are key to the interests of local merchants.

Mayor Kolff stated that others have come forward with views of how to serve the interests of
merchants and other stakeholders. He noted that Ms. Fenn is also a local business owner and
can bring that perspective to the Transit Board.
Ms. Robinson then stated she would be willing to give up her Transit Board assignment to either
Mr. Masci or Mr. Finnie.
Neither accepted the offer, but replied that the mayor should make that decision.
Amendment: Ms. Robinson offered a friendly amendment to specify Mr. Finnie as liaison to the
Library Board. It was accepted by the maker and seconder of the motion.
Amendment: Mayor Kolff offered a friendly amendment to appoint Mr. Masci to the LEOFF
Board (instead of himself) and to confirm that Mr. Masci wouM represent the City on the Drug
and Substance Abuse Committee and that Mr. Masci would be the liaison to the Civil Service
Commission. The amendment was accepted by the maker and seconder of the motion.
Vote: the main motion as amended carried, 4-2, with Mr. Masci and Mr. Finnie opposed.
The final committee assignments are shown on Attachment "A" to these minutes.
COUNCIL SEATING CONFIGURATION
This item was not discussed.

There being no further business, the special meeting was adjourned at 6:58 p.m.
