MINUTES OF THE WORKSHOP SESSION OF APRIL 29, 2002
The City Council of the City of Port Townsend met for a workshop session this twenty-ninth day
of April 2002, at 6:30 p.m. in the Port Townsend Council Chambers of City Hall, Mayor Kees
Kolff presiding.
ROLLCALL
Councilmembers present at roll call were Kees Kolff, Freida Fenn, Joe Finnie, Geoff Masci,
Catharine Robinson and Michelle Sandoval. Mr. Youse was excused, and Mr. Finnie announced
that he would be leaving at 7:30 due to a prior engagement. Staff members present were City
Manager David Timmons, City Attorney John Watts, Public Works Director Ken Clow, Building
& Community Development Director Jeff Randall and Finance Director Michael Legarsky.
WATER SYSTEM CAPITAL PLANS AND FINANCING
As the second in a series of briefings on water issues facing the City, Mr. Clow presented an
overview of the needs as identified in the Water Utility Plan as amended in response to new
issues.
Council Finnie left the meeting at 7:40 p.m. A short break occurred in the meeting.
Councilor Masci stated that Councilor Finnie would recuse himself, as he has in the past, on
matters pertaining to the Northwest Maritime Center.
NORTHWEST MARITIME CENTER
Dave Robison, Executive Director of the Northwest Maritime Center, presented a status report
and overview of the project in anticipation of several business items being presented to the
Council for action at the May 6 council meeting:
· Authorization to the City Manager to award a contract for the demolition and
environmental remediation cleanup. The City Council authorized advertisement for bids
at the April 1, 2002 meeting.
· Resolution authorizing the City Manager to enter into an agreement with NWMC to
manage the demolition contract.
· Resolution authorizing the City Manager to enter into a loan fund agreement for
$1,000,000 with the State Office of Community Development (OCD).
· Ordinance establishing a new budget fund to account for loan proceeds and
disbursements.

GENERAL ITEMS
There was consensus to schedule the following meetings:
May 13, 2002, City Council Special Business Meeting, for a closed record appeal on the Lincoln
Beach Shoreline Substantial Development Permit; and
May 15, 2002, at 7:00 p.m., City Council/Planning Commission Joint Workshop Meeting to
discuss the Comprehensive Plan.
ADJOURN
There being no further business, the meeting was adjourned at 8:40 p.m.
