MINUTES OF THE SPECIAL SESSION OF MAY 29, 2002
The City Council of the City of Port Townsend met in regular session this twenty-ninth
day of May, 2002, at 6:30 p.m. in the Port Townsend Council Chambers of City Hall,
Mayor Kees Kolff presiding.
ROLL CALL
Councilmembers present at roll call were Freida Fenn, Kees Kolff, Geoff Masci,
Michelle Sandoval and Catharine Robinson. Mr. Finnie and Mr. Mr. Youse were
excused. Staff members present were City Manager David Timmons, City Attorney John
Watts, Public Works Director Ken Clow and City Clerk Pam Kolacy.
GLEN COVE PROCESS
Mr. Watts stated the subject of the special meeting is to receive direction frm the Council
as to the form of the upcoming workshop on Glen Cove, particularly in regard to who
should facilitate the workshop and what presenters and/or topics should there be.
Mr. Watts noted that an e-mail from county planner Randy Kline has been received
asking that the county staffhave an opportunity to present their position at the meeting.
Mayor Kolff also noted receipt of an e-mail from Larry Dennison which is relevant to
LAMIRD and Glen Cove issues but does not directly address the workshop process.
Public comment:
Nancy Dorgan: criticized the county for not providing further information on UDC
changes until the day of the city workshop; stated the negotiation process has become
unilateral even though Council members claim negotiations are proceeding according to
the MOU. She sated that the town meeting would be better focused on something that
would be useful to the Comp Plan such as how the FUGA policy got into the Port
Townsend Comp Plan and stated this would be an excellent opportunity to educate
people who are interested in what is happening in Glen Cove.
Dennis Schultz: read from a letter which he presented into the record. Comments
regarded encouraging the City Council to work with the Port regarding the development
of Point Hudson rather than focusing on dictating to the County Commissioners how to
plan for the County's future.
Dean Mook: a local blacksmith, stated that he had not realized the meeting tonight was a
meeting talking about what to talk about. He strongly supported the expansion of the
Glen Cove LAMIRD, to provide the room local artists and small companies need in order
to do their business. He said there is no place in the city for them to go and they need the
city to sanction the expansion for the health of small businesses who have outgrown the

city. He asked the council to move forward hard and fast and provide a place for us to
work.
Motion: Ms. Fenn moved to refer the details of the upcoming workshop to an ad hoc
committee of council members to work out the details for the June 10 agenda and
meeting. Ms. Robinson seconded
Mr. Masci made comments about the draft agenda; he thanked the mayor for inviting him
to participate on the ad hoc committee but has declined; he stated he is not in favor of the
process and believes that the public can comment sufficiently during public comment at
council meetings. He also noted that the council had not specifically authorized a
"facilitated workshop" and said that should be done formally.
Ms. Sandoval stated that the suggested agenda questions are too broad and feels the
conversation should be more directed to avoid creating polarization. She said the council
has homework to do whether the county goes forward or not and that homework is to get
public comment. She stated that the focus should be on the particular decision that is
before the Council.
Ms. Robinson noted she has been thinking along the same lines; toward giving
information to people and getting comments back about the current Glen Cove LAMIRD
issue, not soliciting a vision for the long-term future of Glen Cove.
Ms. Fenn stated the county's proposal won't be announced until the moming of the
workshop so it will be difficult to be very specific. She said she likes open-ended
questions which don't box citizens too much into where there comments will be most
welcome. She would like to accommodate questions that don't fit a narrow scope.
Vote: motion carried, 4-1, by voice vote, Masci opposed
Motion: Mr. Kolff moved to assign Ms. Robinson, Ms. Sandoval and Ms. Fenn to work
with the administration on pulling the workshop together. Ms. Fenn seconded The
motion carried, with 4 in favor, Mr. Masci abstaining.
Motion: Mr. Masci moved that the council authorize a facilitated workshop on the issue
of Glen Cove. Ms. Robinson seconded Motion carried, 4-1, by voice vote, with Masci
opposed

The meeting was adjourned at 7:05 p.m.
