AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING THE PORT
TOWNSEND MUNICIPAL CODE CHAPTER 2.12, CITY TREASURER, TO
ABROGATE THE POSITION OF CITY TREASURER AND REPEAL CHAPTER 2.12
EFFECTIVE FEBRUARY 28, 1998; ADDING A NEW CHAPTER 2.11, FINANCE
DIRECTOR; AND CREATING THE POSITION OF CITY FINANCE DIRECTOR
WI~AS, in 1994, the City Council established the position of City Treasurer separate
from the previous clerk-treasurer position; and
W]tEREAS, the Council has determined that the needs of the City and the responsibilities
of the City Treasurer position have grown to encompass departmental management, customer
financial services, and the overall direction and planning of City financial matters, thereby
requiring upgrading the position to that of Finance Director; and
WHEREAS, the position of Finance Director will provide the City with greater flexibility
and management responsibilities and should attract candidates with skills necessary to deliver the
best possible financial services to the public,
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as follows:
SECTION I. Section 2.12.010 of Chapter 2.12, City Treasurer, of the Port Townsend
Municipal Code is hereby amended, and a new section 2.12.060, Repeal, is hereby adopted to
read as follows:

2.12.010 Position created - Effective date.
The position of city treasurer is established and created, effective as of January 1, 1995. The
position of city treasurer shall sunset and shall be abrogated effective February. 28, 1998. The
city treasurer shall be appointed by the mayor, subject to confirmation of a majority vote of
the city council, to serve at the pleasure of the mayor; provided however, that until such time
as a city treasurer is appointed and confirmed, or in the absence or vacancy of the city
treasurer position, the mayor may appoint an acting city treasurer to perform all the duties of
the city treasurer. (Ord. ~ § 1, 1997; Ord. 2426 § 1, 1994).
2.12.020 Qualifications.
The person so appointed shall have a minimum of three years of management experience in
duties related to the responsibilities of the position, and a bachelor's degree in finance,
accounting, public administration, or equivalent experience and specialized training. (Ord.
2426 § 1, 1994).
2.12.030 Powers and duties.
The powers, duties and responsibilities of the city treasurer shall be subject to the direction and
supervision of the city administrator, and shall include, without limitation, the following:
A. Receive and safely keep all money and other negotiable instruments which come
into the city treasury, and follow all laws of the state of Washington regarding the
accountability therefor;
B. Keep such books, accounts, and make such reports as may be required by the
division of municipal corporations of the office of the State Auditor;
C. Exercise the duties of the city treasurer as provided in RCW Title 35, including
without limitation, RCW 35.23.131;
D. Exercise the duties and authorities of auditing officer as provided in RCW
42.24.080, as applicable to the city;
E. Perform such other duties as directed by the city administrator, mayor, or city
council, or as provided by city ordinance or state law. (Ord. 2426 § 1, 1994).
2.12.040 Compensation.
The compensation to be paid the city treasurer shall be fixed by the city council in the yearly
budget. (Ord. 2426 § 1, 1994).
2.12.050 Separate office - Effective date.
The combined office of clerk-treasurer in effect beginning January 1, 1974 shall cease as of
January 1, 1995, and separate offices of the city clerk and city treasurer be thereafter
established. (Ord. 2426 § 1, 1994).
This Chanter 2.12 PTMC shall be repealed, and the position of city_ treasurer shall be
abrogated, effective February_ 28, .1998. (Ord. § 1, 1997.)

SECTION 2. A new Chapter 2.11, Finance Director, is hereby adopted and shall
read as follows:

The position of finance director is established and created. The finance director shall be
appointed by the mayor, subject to confirmation of a majority vote of the city council, to serve
at the pleasure of the mayor; provided however, that until such time as a finance director is
appointed and confirmed, or in the absence or vacancy of the finance director position, the
mayor may appoint an acting finance director to perform all the duties of the finance director.
Effective February. 28, 1998, in all cases where the Port Townsend Municipal Code makes
reference to the "clerk-treasurer" or "treasurer," such provisions shall be construed to mean the
city finance director.
2.11.020 Qualifications.
The person so appointed shall have a minimum of three years of management experience in
duties related to the responsibilities of the position, and a bachelor's degree in finance,
accounting, public administration, or equivalent experience and specialized training.
2.11.030 Powers and duties.
The powers, duties and responsibilities of the finance director shall be subject to the direction
and supervision of the city administrator, and shall include, without limitation, the following:
A. Receive and safely keep all money and other negotiable instruments which come
into the city treasury, and follow all laws of the state of Washington regarding the
accountability therefor;

including without limitation, computation and preparation of the city budget in the manner and
form, and at the time required by Chapter 35A.33 RCW;
D. Exercise the duties and authorities of auditing officer as provided in RCW
42.24.080, as applicable to the city;
E. Perform such other duties as directed by the city administrator, mayor, or city
council, or as provided by city ordinance or state law.

2.11.040 Compensation.
The compensation to be paid the finance director shall be fixed by the city council in the
yearly budget.
SECTION 3. Sevembility. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of
the provision to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
Read for the first, second, and third times and passed by the City Council of the City
of Port Townsend, Washington, at a regular meeting thereof, held this 2nd day of June, 1997.
