MINUTES OF THE SPECIAL BUSINESS SESSION OF APRIL 13,
2000
CALL TO ORDER AND ROLL CALL
The City Council of the City of Port Townsend met in special session this thirteenth day
of April, 2000, at 6:30 p.m. in the Port Townsend Council Chambers of City Hall, Mayor
Geoff Masci presiding.
Councilmembers present at roll call were Joe Finnie (by telephone conference), Allen
Frank, Vem Garrison, Geoff Masci, Syd Lipton, and Alan Youse.
Motion: Mr. Youse moved to allow Mr. Finnie's participation via telephone and waive.
the personal expense to Mr. Finnie of the call. Mr. Garrison seconded The motion
carried unanimously, 5-0, by voice vote.
APPOINTMENT OF COUNCIL MEMBER
Mr. Masci announced that the purpose of the meeting is to hear statements from
applicants for the city council position vacated by Forrest Rambo. Candidates submitted
application packets previously and were allotted five minutes each to speak to the
council.
He then introduced the speakers:
John Eissinger
Lynn Fitch
Marty Gay
Kees Kolff
William Wolcott
Bruce McComas (via videotape)
EXECUTIVE SESSION
After completion of the presentations, Mr. Masci announced the council would adjourn to
executive session at 7:07 p.m. to discuss the qualifications of the candidates. He stated
that the executive session was expected to last until approximately 7:45 p.m.
RECONVENE
The meeting was reconvened at 7:51 p.m. Mr. Masci asked for nominations for the
position of council member.
Mr. Youse nominated William Wolcott.
Mr. Lipton nominated Bruce McComas

Mr. Finnie nominated Kees Kolff.
There were no further nominations and Mr. Masci proceeded to the vote.
William Wolcott received 4 votes (Mr. Masci, Mr. Frank, Mr. Garrison and Mr. Youse).
Because he received a majority of votes, Mr. Wolcott was then declared the winner. The
oath of office will be administered at the beginning of the April 17 meeting.
ADJOURN
There being no further business, the meeting was adjourned at 7:$$ p.m.
