MINUTES OF THE SPECIAL MEETING OF AUGUST 14, 2000
The City Council of the City of Port Townsend met in special session this fourteenth day
of August, 2000, at 6:30 p.m. in the Port Townsend Council Chambers of City Hall,
Mayor Geoff Masci presiding.
ROLL CALL AND PLEDGE OF ALLEGIANCE
Council members present at roll call were Joe Finnie, Alan Frank, Veto Garrison, Geoff
Masci, Syd Lipton, Bill Wolcott, and Alan Youse.
Staff members present were City Manager Dave Timmons, Finance Director Michael
Legarsky, City Attomey John Watts, Interim Fire Chief Ed Edwards, and City Clerk
Pam Kolacy.
PUBLIC HEARING
ORDINANCE 2745
AN ORDINANCE APPROPRIATING THE SUM OF $462,893 TO THE
GENERAL FUND; $215,693 TO THE STREET FUND, $47,000 TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND; $50,950 TO THE
LODGING TAX FUND; $788,403 TO THE WATER/SEWER FUND; $35,069 TO
THE EQUIPMENT RENTAL FUND; $1,802 TO THE STORM SURFACE
WATER FUND; $287,500 TO THE SOLID WASTE FUND; AND $239,720 TO
APPROPRIATION REDUCTION TO THE CAPITAL IMPROVEMENT FUND;
MAKING FINDINGS AND DECLARING AN EMERGENCY
Mr. Timmons presented the supplemental budget, noting that the council's goals for fund
balance, discretionary fund and contingency currently exceed the goals set by the council
for budget year 2000. The numbers are due partly to conservative estimates of revenue
and partly to efficiencies which have been accomplished over the year, in part due to staff
cuts and unfilled positions.
The financial health of the General Fund is strong and indicators show at this time that it
will remain strong. He then summarized the changes to each budget fund. The greatest
unanticipated expenditure in the proposed supplemental budget is for staffing and
equipment for the Fire Department.
The supplemental budget also reflects a transfer of approximately $250,000 in funds from
the Solid Waste Fund to the Street Fund for needed street repairs. To accomplish the
transfer, the funds first were transferred to the General Fund and then to the Street Fund,
to comply with state law.

Mr. Masci then opened the meeting for public comment.
There were no public comments.
Motion: Mr. Youse moved to suspend council rules in order to adopt ordinance 2745.
Mr. Wolcott seconded
Ms. Kolacy read the ordinance by title.
Discussion followed, with the primary question being the source of funding for the
supplemental budget. Mr. Masci stated that the Finance Committee had moved to fund
the supplemental budget with the additional revenues, but that the motion did not appear
in the Finance Committee minutes provided.
Mr. Garrison and Mr. Frank proposed considering further budget cuts for the remainder
of the year to fund the supplemental budget. In light of the positive state of current city
finances, it was suggested by other council members that the City Manager should look
for increased efficiency during the 2001 budget process rather than during the remaining
months of this fiscal year.
Motion: Mr. Youse then moved for adoption of Ordinance 2745. Mr. Wolcott seconded
The motion carried 6-1 by roll call vote, Mr. Garrison opposed.
