MINUTES OF THE CONTINUED MEETING OF JULY 19, 1999
(CONTINUED ON JULY 26, 1999)
The meeting was called to order at 6:30 p.m. by Mayor Forrest Rambo. Council members
present were Joe Finnie, Allen Frank, Vern Garrison, Syd Lipton, Geoff Masci, and Alan Youse.
Staff members present were City Manager David Timmons, Finance Director Michael Legarsky,
Acting Fire Chief Tom Aumock, and City Clerk Pam Kolacy.

UNFINISHED BUSINESS
Mr. Rambo suggested that Item C, SDEIS Comment letter, be addressed first.
Mr, Lipton suggested several changes to the letter:
Last sentence in paragraph 4: substitute "investigation" for "refinement": sentence to read "Any
Capital Facilities Plan developed as a result of the DSEIS will need substantial investigation in
this area"
Third sentence under paragraph 4: Remove "The gross costs may indeed be accurate, yet" so the
sentence starts with "There is no detailed discussion..."
Also in paragraph 4, the 4th sentence contains a choice of wording between "understand" and
"disclose": the sentence should read., to fully understand the real bottom line cost."
Mr. Masci moved to approve the letter with the above changes. Mr. Lipton seconded. The
motion carried unanimously, 7-0, by voice vote.
RESOLUTION 99-039
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
PROVIDING FOR SUBMISSION TO THE ELECTORS OF PORT TOWNSEND AT
THE SEPTEMBER 14, 1999 PRIMARY ELECTION, A PROPOSITION
AUTHORIZING THE LEVY OF A PERMANENT REGULAR PROPERTY TAX IN
THE SUM OF $ 0.50 PER $1,000 OF ASSESSED VALUATION, BEGINNING IN
1999, TO BE COLLECTING COMMENCING 2000, TO CONTINUE PROVIDING
EMERGENCY MEDICAL SERVICES, INCLUDING ADVANCED LIFE SUPPORT
(PARAMEDIC) SERVICES
The resolution was presented for discussion with unspecified amount and time of the levy. Mr.
Timmons and Mr. Legarsky presented figures and assumptions for council consideration.

Mr. Timmons noted that the permanent term of the levy can be revisited on initiative of the city
council or the voters.
Mr. Garrison moved for approval of Resolution 99-039, specifying a permanent levy rate of
$0.50 per $1,000 of assessed valuation. Mr. Youse seconded. The motion carried unanimously,
7-0, by voice vote.
RESOLUTION 99-040
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
REQUESTING THAT THE JEFFERSON COUNTY AUDITOR CONDUCT THE
SPECIAL EMERGENCY MEDICAL SERVICES LEVY ELECTION TO BE HELD IN
PORT TOWNSEND ON THE 14TH DAY OF SEPTEMBER, 1999, BY MAIL
BALLOT, IN ACCORDANCE WITH RCW 29.36.121
Mr. Finnie moved for adoption of Resolution 99-040. Mr. Frank seconded.
There was a brief discussion of the cost of election, and note that the amount would be
supplemental to the 1999 budget.
The motion then carried unanimously, 7-0, by voice vote.
NEW BUSINESS
Mr. Timmons announced that he has appointed Port Townsend Police Sergeant Kristen Anderson
to the position of Port Townsend Police Chief as of August 1, 1999.
