MINUTES OF THE UNOFFICIAL STUDY SESSION OF SEPT. 13, 1999
Call to Order and Roll Call
The meeting was called to order at 6:35 p.m by Mayor Forrest Rambo in the City Council
Chambers at the Pope Marine Building. Council members present were Allen Frank, Geoff
Masci, Forrest Rambo, and Alan Youse. Joe Finnie and Syd Lipton were excused. Staff
members present were City Manager David Timmons and City Clerk Pam Kolacy.
Carousel Subcommittee (of Parks & Recreation Commission)
Lyn Hersey, representing the Carousel siting sub-committee of the Parks & Recreation
Commission, smnmarized the committee's report for the council, describing the process and
presenting the final rank order recommended for the carousel site: 1) Adams Street Park; 2) Pope
Marine Park; 3) Taylor Street turnaround.
The council then asked several clarifying questions and discussed the issue at length. Discussion
topics included the type of construction of the carousel structure, whether the carousel must be
located permanently or could be relocated from time to time, official non-profit status of the
Carousel Association and the relationship between the Carousel Association and the Dentzel
Carousel Company, methods of funding operations and maintenance, probability of requesting
LTAC funds annually, and projected income from the carousel.
Mr. Masci then moved to bring the issue of authorizing use of city property by the Carousel
Association for the Carousel of the Olympic Sea forward to the September 20 council meeting.
Mr. Youse seconded, and the motion carried by voice vote, 5-0.
