HomeMy WebLinkAbout01211999 PORT TOWNSEND CITY COUNCIL MINUTES OF THE SPECIAL SESSION OF JANUARY 21, 1999 The City Council at 9:00 a.m. at the Pope Marine Building, Mayor Julie McCulloch presiding. Council members attending were Joe Finnie, Forrest Rambo, Kate Jenks, Peter Badame, Ted Shoulberg, and lan Keith. Mr. Welch was absent. Also present were Interim City Administrator Stan McNutt, City Attorney Tim McMahan, City Clerk Pam Kolacy and council candidates Robert Greenway, Vern Garrison, Geoff Masci, Allen Frank, and Allan Youse. After an introduction on the topic of the meeting ("Transition '99 - Meeting the Challenge) by Mr. McNutt, presentations were given by Mr. Greg Prothman of Waldron Resources, Mr. McNutt and Mr. McMahan. Topics included legal differences between the mayor/council and council/manager forms of government, planning and coordination in the city manager hiring process, and building an effective team. Issues brought up during discussion included: 1. Election of the mayor: Mr. McNutt noted that as an alternative to choosing the mayor at the first council meeting, a mayor pro tern could be appointed by the council who would serve for the first few weeks until the council felt ready to designate the mayor. Mayor's compensation: This issue must be resolved at the next council meeting as it is not possible to raise the salary of an elected official who has already commenced a term. o Regarding the city manager search, Mr. Prothman was asked to provide criteria used for city manager selection from Sequim, Port Angeles, and Battleground. Mr. Badame suggested a topic-specific workshop be held to discuss Port Townsend's criteria for selecting a firm to conduct the city manager search. The meeting recessed for lunch and 12 noon and reconvened at 12:50 p.m. The afternoon was spent on discussion of project identification and tracking systems. An exercise was conducted with councilors and candidates who provided suggested projects appropriate for initiation and tracking in the coming months. The meeting was adjourned at 2:45 p.m. Pamela Kolacy City Clerk
