HomeMy WebLinkAbout04271998 PORT TOWNSEND CITY COUNCIL MINUTES OF THE WORKSHOP MEETING OF APRIL 27, 1998 The City Council of the City of Port Townsend met for a workshop session this 27th day of April, 1998, at 6:30 p.m. in the Pope Marine Building, Mayor Julie McCulloch presiding. ROLL CALL Councilmembers present at Roll Call were: Ted Shoulberg, Ian Keith, and Forrest Rambo. Kathryn Jenks was absent, Joe Finnie was excused and Peter Badame arrived at 6:45 p.m. Also present were Pam Kolacy, City Clerk, Sheila Avis, Minutes Taker, Dave Peterson, City Engineer, and Daniel Haufschild, Project Manager. Mayor McCulloch noted this meeting is to continue the public hearing and council deliberation on the Non-Motorized Transportation Plan. Consensus: Close the meeting no later than 9:00 p.m. Staff presentation was made by Dave Peterson and Daniel Haufschild. At 6:45 p.m. Mayor McCulloch opened the meeting for public testimony. Those speaking In favor were: Scott Walker Dave McCulloch Those speaking in favor of the Plan but presenting issues were: Richard Talbot: level of service standards Michael Anderson: 1) reconsider finances, do not use gas taxes; 2) reconsider design standards, separate uses for pedestrians and bicycles. Jim Todd: Bicycles and walkers not compatible. Keep separate. Public Comment was closed at 7:00 p.m. Mr. Peterson addressed issues raised regarding levels of service, design standards and funding sources. During discussion, Jackie Aasse expressed concerns about the affordability and equity of the Plan. Issues Discussed: Level~ of Service (LOS) What triggers arterials and collectors; bicycle paths and sidewalks. ~ Volume City Council Minutes Page 1 April 27, 1998 · Vehicle traffic · Density: houses per acre. Consider no protest agreements and LIDs Sidewalks · Affordability of housing for small builders. · Character of Port Townsend. Local Access Streets · Widths and designs. · Rolled curbs. Funding · CIP is not changed; plan directs how to spend the money. · Optional sources of funding. Priorities - suggestions · Walker (Advisory Committee) -- Sidewalks. · D. McCulloch (Advisory Comm) -- Work with state during upcoming Sims Way projects. · Badame -- Road edges and effect on stormwater very important. Analysis of road edges (maintenance costs) might be first step, before sidewalks. · Shoulberg -- Phase: construct access pathways, then asphalt, then sidewalks. · Keith -- Top priority: multi-use trail, across golf course and on. Use of volunteers. · Rambo -- Need inventory of sidewalks. Fix what sidewalks we have first. If highest priority is school kids, forget bike paths for now. Set meetings: County-wide Planning Policies Workshop: Wednesday May 6, 1998 at 7:00 p.m. (Pope Marine Building) Continued deliberation of Non-Motorized Plan: Monday, May 11, 1998, 6:30 p.m. (Pope Marine Building) Key issues for discussion at the next meeting: 1) Value statement. 2) Funding priorities. 3) Process for prioritizing. 4) Local Access Streets.
