Workshop on Capital Improvements to City Hall
August 10, 1998
The meeting was called to order by Mayor Julie McCulloch at 6:15 p.m.in the Council Chambers
of City Hall, Port Townsend.
In attendance were: Councilmembers Ted Shoulberg, Mark Welch, Kate Jenks, Ian Keith, Peter
Badame, and Forrest Rambo. Councilmember Joe Finnie was excused.
Minutes were taken by Judy Cree, City Hall receptionist.
Agenda: Capital Improvements to City Hall.
Councilmember Keith opened the meeting with a statement to the effect that City Hall was a
deteriorating building, clearly in need of work. The questions in his mind were: How much will
Council do in the way of repairs or restoration, and what will it cost?
A lengthy discussion followed, covering in particular the following points:
Dissatisfaction with the 1990 assessment of the condition of the building (stated then to
be in "good condition"). The assessment did not appear to include actual access to the
crawl spaces or the spaces within the walls, floor or ceiling.
Agreement on the need for a thorough assessment of the condition of the building,
including "exploratory surgery," cutting holes in the ceiling, floors, walls, to see what is
inside, and in what condition; crawling into the crawl space.
Whether Council wished to simply repair and maintain the building, or whether an
upgrade was either desired or possible (immediate maintenance versus longterm project).

Whether the Council's commitment to City Hall is as a structure only, or an historical
structure?
Agreed on the responsibility to preserve the building. City Hall is an historical building.

That we direct the Parks, Recreation and
Property Committee to conduct whatever search
is necessary and find an appropriate licensed
professional to do an assessment of City Hall
within 30 days.
VOTE Three in favor:

Discussion followed.
Councilmembers Keith, Shoulberg and Welch.
Councilmembers Badame, Jenks and Rambo.
Mayor opted not to vote.
Motion failed for lack of majority.

That we direct the Parks, Recreation and
Property Committee to conduct whatever search
is necessary and find an appropriate licensed
professional to do an assessment of City Hall
within 60 days, coming back to us with a scope of
work and schedule reflecting the discussion here
today as soon as possible.

Five in favor, Councilmember Jenks opposed. Motion passed.

That we hire Bob Little to assist the
Parks, Recreation and Property
Committee to develop the scope of work
at a cost not to exceed $500.
VOTE:
6-0. Motion carries.
There followed a short discussion on financing the repairs or upgrades to City Hall, followed by a
motion to adjourn.
Mayor McCulloch adjourned the meeting at 8:20 p.m.
