AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING SECTION
3.36.020, PUBLIC WORKS AND UTILITY BILLING SERVICE FEE SCHEDULE,
CHAPTER 3.36, PERMIT, APPLICATION AND APPEAL FEES OF THE PORT
TOWNSEND MUNICIPAL CODE, AMENDING FEES FOR CITY-ENGINEERED
DESIGN DRAWINGS, WATER METER INSTALLATION, AND DOCUMENT AND
LABOR COSTS
WHEREAS, on April 21, 1997, the City Council adopted Ordinance 2580 at a regularly
scheduled Council meeting, whereby Chapter 3.36, Permit, Application and Appeal Fees was
broadened to consolidate all fees for public works and utility billing services; and
WHEREAS, when Ordinance 2580 was adopted, the City estimated the cost to contract
for city-engineered drawings charges for street, water, and sewer utility improvements. The City
now has better information and experience upon which to base charges for these services; and
WltEREAS, the City Council desires to increase fees for city-engineered design drawings
for property development proposals in the "Tier 1" area of the city, to reflect more accurate,
actual costs to the individual property owner that exceed what the city originally anticipated for:
(1) street drawings from $200 to $600; (2) water main extension/replacement from $200 to $400;
and (3) sewer main extension/replacement from $200 to $400. These new fees remain below-
market value to promote the City's policy of encouraging infill development in "Tier 1," but more
accurately reflect the cost to the City's taxpayers and ratepayers; and
WHEREAS, the City Council desires to increase the water meter installation charges
under Chapter 13.16 PTMC to reflect increased costs of providing public utility services; and
WHEREAS, the City Council desires to revise document and hourly drafting/GIS labor
charges and other charges set forth in Chapter 3.36 PTMC to reflect changes in administrative
costs of these services,
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as follows:
SECTION 1. Chapter 3.36, PERMIT, APPLICATION AND APPEAL FEES
Section 3.36.020, "Public works and utility billing service fee schedule," subsections 4, 14, 23,
and 25 of the Port Townsend Municipal Code is hereby amended to read as follows:
3.36.020 Public works and utility billing service fee schedule.
The fees and charges listed in this section for services of the public works department and the
finance department for utility billing are established. The fees and charges shall be paid in advance
unless an alternate method of payment is specifically approved by the director of public works.
The continuance or establishment of water and/or sewer service by the city shall be contingent
upon payment of all fees and charges contained in this section. The following schedule of fees and
charges shall be used:

hourly charge based on the rates set forth in this chapter shall be made. In the case of Type I

utility development permit application fee when an application for the same proposal is filed
within 12 months of the date of the written review. No amount beyond the $180.00 will be
credited.

SECTION 2. Severability. If any clause, sentence, paragraph, section or part of this
Ordinance or its application to any person or circumstance is held to be invalid or unconstitutional
by a court of competent jurisdiction, such order or judgment shall not affect the validity or
constitutionality of the remainder of any part of this Ordinance. To this end, the provisions of
each clause, sentence, paragraph, section or part of this law are declared severable.
This ordinance shall take effect January 1, 1998.
Read for the first, second, and third times and passed by the City Council of the City of Port
Townsend, Washington, at a regular meeting thereof, held this 15th day of December, 1997.
