MINUTES OF THE STUDY SESSION OF JUNE 30, 1997 The City Council of the City of Port Townsend met in a study session this 30th day of June, 1997, at 7:00 p.m. in the Pope Marine Building, Mayor Julie McCulloch presiding. ROLL CALL Councilmembers present at Roll Call were, Kathryn Jenks, Ted Shoulberg, Ian Keith, Diane Perry- Thompson, Bill Davidson, Jean Camfield and Mark Welch. Staff Members present were City Administrator Michael Hildt, Police Chief Jim Newton, Director of Public Works Bob Wheeler and Sheila Avis, Minute Taker. STUDY SESSION Mayor McCulloch stated the purpose of this meeting is to deliberate on the report given June 16th from the Public Facilities Advisory Committee and to see where we go from here. She distributed a Development and Construction Schedule for the New Port Townsend Police Station, dated April 25, 1997, and a letter provided to the Advisory Committee from Forrest Aldrich, Broker, Coldwell Banker, giving his opinion of value of the Port Townsend Police Station to Robert Little, Little and Little Construction, Inc., Chairman of the Advisory Committee. The Mayor said the 3-year time frame for the police facility coming out of that committee report has been in question. Councilmember Jenks listed recommendations from her Public Facilities Committee study of November 1996: .. 1) Work with the County on Capital Facilities .. 2) Develop a funding strategy for the Police Station .. 3) Maintain a downtown police presence Issues raised: Working with the County .. Welch said he doesn't think the City should tie to this, but perhaps rent to them at some point. .. Jenks suggested seeing how real they are concerning a shared facility. What it means--Newton suggested a storefront office for at least one officer on a downtown beat, one parking officer and a receptionist who could call a police officer to meet in that downtown office. Mayor McCulloch pointed out recommendations regarding the Police Station from the Advisory Committee report to Council June 16th: .. An existing remodeled facility -- supported by 15 individuals .. Building a new facility -- supported by 3 individuals .. Do nothing -- had no support She said the Committee suggested they need to define how to explore cooperation with the County and what joint arrangement can be made. Discussion ensued regarding the issues raised and what priorities to set. Consensus: .. At this time, limit to discussions regarding the Police Station .. Wheeler to pull list of possible sites for Council packets for July 7th meeting .. Invite County Commissioners' discussion; if interested find specific aspects. Newton and Hildt proceed with negotiating. .. Narrow to 7 sites and proceed to Executive Session .. Proceed with funding strategy, sign up for ballot in November (specifics to follow) Set Site Selection Meeting: Tuesday, July 8, 1997, 7:00 - 9:00 p.m., Pope Marine Building OTHER BUSINESS Mayor McCulloch informed Council that Summit Cablevision is having difficulty setting up their equipment early enough to videotape the Council meetings in the Recreation Center. She asked if there is interest in starting the meetings later. Consensus: Begin Council meetings at 6:30 p.m. on a trial basis. The Mayor noted the time change would require an ordinance change and therefore the meeting July 7th would start at 6:00 p.m. ADJOURNMENT There being no further business, at 9:35 p.m., Mayor McCulloch adjourned the meeting.
