PORT TOWNSEND CITY COUNCIL MINUTES OF THE REGULAR SESSION OF JUNE 16, 1997 The City Council of the City of Port Townsend met in regular session this 16th day of June, 1997, at 6:05 p.m. in the Port Townsend Community Center, Mayor Julie McCulloch presiding. ROLL CALL Councilmembers present at Roll Call were Bill Davidson, Diane Perry-Thompson, Ted Shoulberg, Ian Keith, Kathryn Jenks, Jean Camfield and Mark Welch. Also present were City Clerk Pam Kolacy, City Administrator Michael Hildt, Police Chief Jim Newton, BCD Director Bruce Freeland, City Attorney Timothy McMahan, Director of Public Works Bob Wheeler, Fire Chief Howard Scott, Library Director Linnea Patrick, City Treasurer Derek Stacey Thompson, Colette Kostelec and Dave Peterson, Public Works, and Sheila Avis, Minute Taker. INTRODUCTIONS and/or RECOGNITIONS Bruce Freeland introduced the newest BCD staff member, Jeff Randall, Planner II. PRIORITY PRESENT AnON public Facilities Advisory Committee Report. Mayor McCulloch introduced the following committee members in attendance: Bob Little, Committee Facilitator and technical consultant on the facilities existing conditions, Joe Finnie, John Carson, Dana Roberts, John Ebner, and Virginia Wolf. Joe Finnie summarized the process. He recounted that 24 citizens had been invited to meet at the Library for round table sessions April and May, with shirt sleeve sessions May 7 and 21, to assess the Public Facilities needs of the City. He indicated they were presented with six Goals and Objectives: 1 Review all files (Graham Report, Little Study identifying $846,000 of needed repairs to City Hall, a series of engineering studies done over the last 6 years) for the Police Station, Carnegie Library and City Hall relative to conditions with respect to safety, effectiveness, preservation of asset value and ability to accommodate future growth needs for the City; 2 Do a physical walkthrough of the three facilities, if possible; 3 Identify from data, those needs to be done within the next 1-3 years to sustain the asset value of the properties; 4 Review funding options and recommend a funding strategy; 5 Discuss, select then recommend specific projects for inclusion in a funding package, narrowing the list for potential funding; 6 Represent facts to the community.
