MINUTES OF THE WORKSHOP OF OCTOBER 25, 2010
CALL TO ORDER
The City Council of the City of Port Townsend met in workshop session the 25th day
of October 2010 at 7:10 p.m. in the City Council Chambers of City Hall, Mayor
Michelle Sandoval presiding.
ROLL CALL
Councilmembers present at roll call were David King, Laurie Medlicott, Kris Nelson,
George Randels, Catharine Robinson, Michelle Sandoval, and Mark Welch.
Staff members present were City Manager David Timmons, City Attorney John Watts,
Public Works Director Ken Clow, Development Services Director Rick Sepler, Finance
Director Michael Legarsky, Police Chief Conner Daily, and City Clerk Pam Kolacy.
2011 BUDGET
City Manager David Timmons reviewed the overall 2011 preliminary budget for the
council. He emphasized that in the next year the City will have the opportunity to
build for economic expansion. He reviewed the amount of leverage funding obtained
for capital projects, with the estimate that the commitment of $1 million in City funding
has resulted in an additional $7.28 million dollars from other sources for capital
projects. A proposed Councilmanic bond of $3.8 million could leverage up to $20
million more.
Council questions and discussion followed. Most discussion centered around
outstanding issues, including Fire District funding, impact of potential ballot issues,
interlocal agreements with Jefferson County, and non profit funding.
