AN ORDINANCE OF THE CITY OF PORT TOWNSEND ESTABLISHING
PARKING RESTRICTIONS IN THE VICINITY OF THE INTERSECTION OF
WALNUT AND W STREETS, IN ACCORDANCE WITH PTMC 10.04.150
WHEREAS, the Port Townsend City Council has received complaints from property
owners living near the intersection of Walnut and W Streets, that people are parking overnight on
the bluff side of the intersection, with a high incidence of alcoholic beverage consumption,
littering, noise, and general disturbance to the peace of the neighborhood; and
WHEREAS, other citizens have suggested that motor vehicles exiting from the parking
along the east side of Walnut Street between V Street and W Street may cause conflicts between
motor vehicles and bicycles traveling along Walnut Street; and
WHEREAS, the City desires to preserve the access and views afforded to the community
along the bluff side of Walnut Street, while also providing reasonable parking opportunities; and
WI-W~, the Port Townsend City Council's Transportation Committee has held public
meetings, and solicited public comments regarding a proposed plan to revise the parking along
Walnut Street, near the intersection with W Street, in order to resolve the various concerns of the
neighborhood and the community in general; and
WHEREAS, the Transportation Committee, having heard the comments of citizens,
recommends to the Port Townsend City Council that this ordinance be adopted to revise the
parking allowed on Walnut Street in the vicinity of V Street and W Street; and
WHEREAS, as "phase two" of its efforts to resolve parking issues in the vicinity of
Walnut and W Streets, the City will negotiate with residents of the neighborhood and
representatives of Washington State Parks, including the Fort Worden Park Advisory Board, to
address parking impacts associated with the Fort Worden State Park,
NOW, TI-IEREFORE, based upon the above-referenced findings, the City Council of the
City of Port Townsend ordains as follows:
1. Motor vehicle parking is prohibited along the east side of Walnut Street between
V Street and W Street. No parking shall be permitted in this area of Walnut Street at any time.
2. No parking shall be permitted between 11:00 PM and 6:00 AM on all days of the
week along the west side of Walnut Street between the intersections of V Street and W Street.
3. No parldng shall be permitted between 11:00 PM and 6:00 AM on all days of the
week along the north portion of W Street between Chestnut Street and Walnut Street.
4. In accordance with PTMC 10.04.150, the Department of Public Works is hereby
directed to post all necessary signs to carry out the requirements of this ordinance. If feasible,
the signs shall state this ordinance number on the face of the signs. Further, the Port Townsend
Police Department shall enforce the requirements of this ordinance in accordance with PTMC
10.04.205.
5. Penalties. Any violations of the requirements of this ordinance shall be subject to
penalties and frees in accordance with PTMC 10.04.205.
6. Sevembility. If any provision of this ordinance or its application to any person or
circumstance is held invalid, the remainder of the ordinance, or the application of the provision
to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
Read for the first, second, and third times and passed by the City Council of the City of
Port Townsend, Washington, at a regular meeting ther~f, held this 17th day of February, 1998.
