ORDINANCE NO. 3045
AN ORDINANCE OF THE CITY OF PORT TOWNSEND FIXING AND ADOPTING
2011 PROPERTY TAX LEVIES WITH AN INCREASE OF ONE PERCENT (1.00%)
FROM THE PREVIOUSLY VOTER APPROVED 2008 LEVY LID LIFT FOR THE
GENERAL LEVY AND A RESTORATION OF THE $0.50 PER $1,000 ASSESSED
VALUATION FOR THE EMERGENCY MEDICAL SERVICES LEVY
WHEREAS, the City of Port Townsend has properly given notice of the public hearing
held on October 18, 2010, to consider the City of Port Townsend's General Fund, Contingency
Fund, Library Fund, Fire and Emergency Medical Services Fund, Community Services Fund,
Debt Service Fund and Firemen's Pension Fund budget for the 2011 calendar year, pursuant to
RCW 84.55.120; and
WHEREAS, at an election held August 19, 2008, the voters of the City of Port
Townsend approved by a large majority a real property tax levy lid lift for a total authorized levy
rate of $2.31 per thousand dollars of assessed valuation. In accordance with City Council
Resolution 08-019, the amounts collected from the levy increase, in the amount of $0.75 per
thousand dollars of assessed valuation, are dedicated to be used solely for library purposes at all
times, and the general fund amounts that had previously supported the library are intended for
the following purposes: parks, community services and capital facilities; and
WHEREAS, in accordance with City Council Resolution 08-019, the City Council has
committed to phase in the levy lid lift over three fiscal years: 2009 levy rate of $1.94 ($0.75 for
library purposes, $0.75 for fire services per contract with Fire District No. 1, and $0.44 for other
services including parks, community services and capital facilities), 20101evy rate of $2.16, and
2011 levy rate of $2.31 per thousand dollars of assessed valuation; and
WHEREAS, at an election held Apri127, 2010, the voters of the City of Port Townsend
approved an emergency medical services real property tax levy lid lift for a total authorized levy
rate of $0.50 per thousand dollars of assessed valuation; and
WHEREAS, the City of Port Townsend, after hearing, and after duly considering all
relevant evidence and testimony presented, has determined that the City of Port Townsend
requires an increase in real property tax revenue from the previous year, in addition to the
increase in the value of state-assessed property, in order to discharge the expected expenses and
obligations of the City of Port Townsend and in its best interest,
NOW THEREFORE, the City Council of the City of Port Townsend does ordain that an
increase in the regular property tax levy and emergency medical services property tax levy, in
addition to any amount resulting from the addition of new construction and improvements to
property and any increase in the value of state-assessed property, and any increase due to re-
levying for any refunds made in the previous year, is hereby authorized for the 2011 levy in
amounts as follows:

Section 1. There is hereby levied upon all taxable property in the City of Port Townsend,
for the year of 2011, the sum of $ 2,952,565.78 as a general tax levy, which is a percentage
increase of 1.00% from previously voter approved levy lid lift, resulting in an increase of
$214,002.04 from the previous year.
Section 2. There is hereby levied upon all taxable property in the City of Port Townsend,
for the year of 2011 the voter-approved levy rate of $0.50 per $1,000 assessed valuation, which
is approximately the sum of $740,000 as an emergency medical services property tax levy.
Section 3. This ordinance shall take effect upon its passage, approval, and publication in
the form and manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a regular
meeting thereof, held this 1st day of November 2010.
