HomeMy WebLinkAbout100410CITY OF PORT TOWNSEND MINUTES OF THE BUSINESS MEETING OF OCTOBER 4, 2010 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The City Council of the City of Port Townsend met in regular session the fourth day of October, 2010, at 6:30 in the Port Townsend City Council Chambers of City Hall, Mayor Michelle Sandoval presiding. ROLL CALL Councilmembers present at roll call were David King, Laurie Medlicott, Kris Nelson, George Randels, Michelle Sandoval, and Mark Welch with Catharine Robinson excused. Staff members present were City Attorney John Watts, Police Chief Conner Daily, Sergeant Mike Evans, and City Clerk Pam Kolacy. CHANGES TO THE AGENDA There were no changes to the proposed agenda. SPECIAL PRESENTATION(S): Jefferson County Public Health Quen Zorrah and Mary Jo McKenzie of Jefferson County Public Health presented an update to the Council regarding the Nurse-Family Partnership. A presentation on local business pollution control will be scheduled for another meeting. Volunteer of the Year Award Mayor Sandoval presented the Barbara Marseille Volunteer Award to the Police Volunteers. Police Department Meritorious Conduct Award Chief Daily presented a Meritorious Conduct Award to Officer Matt Krysinski. COMMENTS FROM THE PUBLIC Public comment Steve Hamm -regarding upcoming Citizens for Local Power energy luncheon. City Council Business Meeting October 4, 2010 Page 1 of 3 CONSENT AGENDA Motion: George Randels moved to approve the following items on the consent agenda. Bills, Claims and Warrants : Vouchers 112492 through 112492 in the amount of $36, 825.16; Vouchers 112493 through 112493 in the amount of $9, 271.62; Vouchers 112494 through 112520 in the amount of $4, 916.89; Vouchers 112521 through 112636 in the amount of $217, 049.68. Minutes from September 7 2010 regular business meeting, September 13, 2010 workshop and special business meeting, and September 20, 2010 regular business meeting. David King seconded. Vote: motion carried unanimously, 6-0 by voice vote. PUBLIC HEARING There was no public hearing. UNFINISHED BUSINESS PSE and PUD Franchise: Ordinance 3044, Amending Ordinance 2820 and Extending the Electrical Distribution System Franchise to Puget Sound Energy for up to Three Years, Under all Terms and Conditions of Ordinance No. 2820 City Attorney John Watts gave the staff presentation, noting that minor clarifying edits to the Ordinance are shown in stikeout/underline in the packet. There was no public comment. Motion: Laurie Medlicott moved to approve adoption of Ordinance 3044 George Randels seconded. Vote: motion carried unanimously, 6-0 by voice vote. NEW BUSINESS Resolution 10-034, Authorizing Acceptance of a Grant from Department of Justice Office of Violence Against Women Sgt. Michael Evans, grant administrator, presented the staff report. There was no public comment. Beulah Kingsolver, Dove House Director, was introduced. Sgt. Evans responded to Council questions about the logistics of the grant. Motion: Mark Welch moved to approve Resolution 10-034, authorizing the City Manager to sign an agreement with the Department of Justice -Office of Violence Against Women for aCommunity-Defined Solution to Violence Against Women City Council Business Meeting October 4, 2010 Page 2 of 3 Program Grant (2010-WE-AX--0020) to create a Jefferson County Domestic Abuse Reduction Team (JDART) Laurie Medlicott seconded. Vote: motion carried unanimously, 6-0 by voice vote. PRESIDING OFFICER REPORT Mayor Sandoval noted the end of "festival" season and remarked on the efforts of all the citizens who volunteer in the community. The new Chetzemoka Ferry is in the bay conducting sea trials. CITY MANAGER REPORT There was no Manager's report. SUGGESTIONS FOR NEXT OR FUTURE AGENDA, REGULAR MEETING ANDIOR STUDY SESSION There were none. COMMENTS FROM COUNCIL There were no comments from the Council. EXECUTIVE SESSION There was no executive session.
