AN ORDINANCE OF THE CITY OF PORT TOWNSEND ESTABLISHING CITY
HORIZONTAL AND VERTICAL DATUM~ FOR SURVEYING AND MAPPING
PURPOSES, AND REPEALING AND REPLACING CHAPTER 1.08, DATUM LINE
AND BENCH MARKS, OF THE PORT TOWNSEND MUNICIPAL CODE
WHEREAS, horizontal and vertical datums are referenced by coordinate values of
geodetic and survey reference control points established by the federal government and adjusted
periodically for accuracy, upon which surveys are based; and
WHEREAS, a vertical datum of the City of Port Townsend was adopted in 1887, which
is now obsolete, outdated, and/or superseded by this new ordinance; and
WHEREAS, it is desirable for surveying and mapping purposes that current and accurate
datums are adopted in order to provide for the perpetuation of accurate and uniform horizontal and
vertical locations; and
WHEREAS, the City Council concluded on December 18, 1995 (Resolution 95-122), that
a standardized monumentation system would be beneficial for the City of Port Townsend; and
WItEREAS, Polaris Engineering and Surveying, Inc. was selected and hired to perform
the monumentation survey; and
WHEREAS, the monumentation survey has been completed by Polaris and has been
recorded with the Jefferson County Assessor, Volume 19 of Surveys, pages 61-70.
NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as
follows:
SECTION 1. Chapter 1.08 is hereby repealed in its entirety and replaced as follows:

The City of Port Townsend horizontal datum is hereby identified as the North American
Datum of 1983, Adjustment 1991, NAD !983(91), with coordinate values expressed as
"Washington Coordinate System of 1983, North Zone," and the City of Port Townsend vertical
datum is hereby identified as North American Vertical Datum 1988 (NAVD 88). The datums
are shown on the Record of Survey filed in Volume 19 of Surveys Pages 61-70, Records of
Jefferson County, Washington, which is hereby incorporated by reference. (Ord. __ § 1,

1.08.020 Plans to conform to adopted horizontal and vertical datums and coordinate
system.
Improvements, subdivisions, mapping and other plans and documents requiring horizontal and
vertical location within the city limits of Port Townsend shall reference and be based on and in
accordance with the datums identified in the Record of Survey. In addition, whenever l:rrMC
Titles 12, 13, 17, 18 and/or the engineering design standards require surveyed plans, such
plans must conform to the adopted horizontal and vertical datums and coordinate system. Any
plans submitted which do not so conform will not be accepted by the city. (Ord. § 1,

SECTION 2. If any clause, sentence, paragraph, section or part of this Ordinance or
its application to any person or circumstance is held to be invalid or unconstitutional by a court
of competent jurisdiction, such order or judgment shall not affect the validity or
constitutionality of the remainder of any part of this ordinance. To this end, the provisions of
each clause, sentence, paragraph, section or part of this law are declared severable.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
Read for the first, second, and third times and adopted by the City Council of the City
of Port Townsend, Washington, at a regular meeting thereof, held this 6th day of July, 1998.
