AN ORDINANCE appropriating the sum of $151,531 to the Current Expense Fund; $5,000
to the Street Fund; $3,000 to the Arterial Street Fund; $2,000 to the Real Estate Excise Tax
Fund; $500 to the Library Fund; $5,000 to the Drug Enforcement and Education Fund;
$29,500 to the Capital Improvement Fund; $98,744 to the Water/Sewer Fund; $96,453 to
the Storm Water Fund; and $156,000 to the 1992 Water/Sewer Bond Redemption Fund,
making findings and declaring an emergency.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1998
BUDGET, MAKES THE FOLLOWING FINDINGS:
Whereas, the Mayor/Council has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the City Administrator has experienced greater than anticipated needs for certain
operating expenses; and
Whereas, the City Attorney has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the City Hall facility has experienced greater than anticipated needs for equipment and
certain operating expenses; and
Whereas, the Building and Community Development Department has experienced greater than
anticipated needs for certain operating expenses; and
Whereas, the Fire Department has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the City Clerk has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the Police Department has experienced greater than anticipated needs for salaries and
employee benefits and certain operating expenses; and
Whereas, the Finance Department has experienced greater than anticipated needs for salaries and
employee benefits and certain operating expenses; and
Whereas, the Public Works Department programs for Parks, Recreation, and Pool has experienced
greater than anticipated needs for certain operating expenses; and
Whereas, the Street Fund has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the Arterial Street Fund has experienced greater than anticipated needs for certain
operating expenses; and i
Whereas, the Real Estate Excise Tax Fund has experienced greater than anticipated needs for certain
operating expenses; and
Whereas, the Library received a donation for the purchase of large print books; and
Whereas, the Drug Enfomement and Education Fund has experienced greater than anticipated needs
for certain operating expenses; and
Whereas, the Capital Improvement Fund has experienced greater than anticipated needs for certain
operating expenses; and
Whereas, the Water/Sewer Fund has experienced greater than anticipated needs for salaries and
employee benefits and certain operating expenses; and
Whereas, the Stormwater Fund has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the Water/Sewer Bond Redemption Fund has experienced greater than anticipated needs
for debt repayment expenses; and
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND IN REGULAR SESSION
ASSEMBLED DOES ORDAIN AS FOLLOWS:
Section I The sum of ONE HUNDRED FIFTY ONE THOUSAND FIVE HUNDRED THIRTY ONE
DOLLARS ($151,531) is hereby appropriated as a supplement to the 1998 Current Expense Fund budget
and the appropriation from Contingency is hereby reduced by $118,417, and an additional appropriation of
$33,114 from beginning fund balance, additional fee and grant revenues as shown in Exhibit A, attached
hereto.
Section 2. The sum of FIVE THOUSAND DOLLARS ($5,000) is hereby appropriated as a
supplement to the 1998 budget for the Street Fund from operating transfers of $3,000 from the Arterial Street
Fund and $2,000 from the Real Estate Excise Tax Fund as set forth in Exhibit A, attached hereto.
Section 3 The sum of THREE THOUSAND DOLLARS ($3,000) is hereby appropriated as a
supplement to the 1998 Arterial Street Fund Budget from budgeted ending fund balance in said fund as set
forth in Exhibit A attached hereto.
Section 4 The sum of TWO THOUSAND DOLLARS ($2,000) is hereby appropriated as a
supplement to the 1998 Real Estate Excise Tax Fund Budget from the budgeted ending fund balance in said
Fund as set forth in Exhibit A attached hereto.
Section 5 The sum of FIVE HUNDRED DOLLARS ($500) is hereby appropriated as a supplement
to the 1998 budget for the Library Fund from donated revenues of $500 as set forth in Exhibit A attached
hereto.
Section 6 The sum of FIVE THOUSAND DOLLARS ($5,000) is hereby appropriated as a
supplement to the 1998 budget for the Drug Enforcement and Education Fund from the budgeted ending fund
balance in said fund as set forth in Exhibit A, attached hereto.
Section 7 The sum of TWENTY NINE THOUSAND FIVE HUNDRED DOLLARS ($29,500) hereby
appropriated as a supplement to the 1998 Capital Improvement Fund Budget from the budgeted ending fund
balance as set forth in Exhibit A attached hereto.
Section 8 The sum of NINETY EIGHT THOUSAND SEVEN HUNDRED FORTY FOUR
DOLLARS ($98,744) is hereby appropriated as a supplement to the 1998 budget for the Water/Sewer Fund
from the budgeted ending fund balance as set forth in Exhibit A attached hereto.
Section 9 The sum of NINETY SIX THOUSAND FOUR HUNDRED FIFTY THREE DOLLARS
($96,453) is hereby appropriated as a supplement to the 1998 budget for the Storm Water Fund from
budgeted ending fund balance $69,707, and $26,746 from additional grant revenues to be received as set
forth in Exhibit A attached hereto.
Section 10 The sum of ONE HUNDRED FIFTY SIX THOUSAND DOLLARS ($156,000) is hereby
appropriated as a supplement to the 1998 budget for the 1992 Water/Sewer Bond Redemption Fund from
the budgeted ending fund balance as set forth in Exhibit A attached hereto.
Section 11 There is hereby found and declared to be an emergency requiring the foregoing
appropriations to the 1998 budget.
Section 12 This ordinance shall take effect upon its passage, approval, and publication in the form and
manner provided by law.
A duly noticed public hearing was held on July 20, 1998, Read for the first, second and third times; passed
by the City Council; and approved by the Mayor on August 3, 1998.
