AN ORDINANCE adopting the budget for the City of Port Townsend,
Washington, for the fiscal year ending December 31, 1999.
WHEREAS, the Mayor of the City of Port Townsend, Washington, completed and placed
on file with the City Clerk a proposed budget and estimate of the amount of the monies
required to meet the public expenses, bond retirement and interest, reserve funds and
expenses of government of the City for the fiscal year ending December 31, 1999 (the "1999
Preliminary Budget"), and a notice was published that the City Council would meet on the
4th and 10th of November and 7th of December 1998 at the hour of 6:30 p.m., at the Council
Chambers in the City Hall for the purpose of making and adopting a budget for fiscal year
1999 and giving taxpayers within the city limits of the City an opportunity to be heard about
the Preliminary Budget; and
WHEREAS, the City Council did meet at City Hall on November 4th and 10th, and
December 7, 1998, and considered the matter of the 1999 Preliminary Budget; and
WHEREAS, the 1999 Preliminary Budget does not exceed the lawful limit of taxation
allowed by law to be levied on the property within the City of Port Townsend for the
purposes set forth in the I999 Preliminary Budget, and the estimated expenditures in each
fund set forth in the 1999 Preliminary Budget are all necessary to carny on the government
of the City for fiscal year 1999, and are all necessary to meet the various needs of the City
during the period.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section 1. The budget for the City of Port Townsend, Washington, for the fiscal year 1999,
is hereby adopted at fund level as set forth in the document entitled "City of Port Townsend
Annual Budget" three copies of which are on file with the City Clerk.
Section 2. Estimated resources, including fund balances for working capital for each
separate fund of the City of Port Townsend, and aggregate totals (net of transactions
between funds) for all such funds combined, for the year 1999, are set forth in summary
form below, and are hereby appropriated for expenditure at the fund level during the year
1999:

Section 3. The City Clerk is directed to transmit a certified copy of the City of Port
Townsend 1999 Annual Budget to the Office of State Auditor and to the Association of
Washington Cities.
Section 4. This ordinance shall take effect upon its passage, approval, and publication in the
form and manner provided by law.
Read for the first, second, and third times and passed by the City Council of the City of Port
Townsend, Washington, at a regular meeting thereof, held this Twenty-first day of
December, 1998.
