AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING SECTION
3.36.020, PUBLIC WORKS AND UTILITY BILLING SERVICE FEE SCHEDULE,
PERMIT, APPLICATION AND APPEAL FEES CITY-ENGINEERED DESIGN
DRAWINGS, WATER METER INSTALLATION, AND DOCUMENT AND LABOR
COSTS OF THE PORT TOWNSEND MUNICIPAL CODE.
WHEREAS, on December 15, 1997, the City Council adopted Ordinance 2619 at a
regularly scheduled Council meeting, whereby Chapter 3.36, Permit, Application and Appeal Fees
were modified to reflect a higher percentage of actual costs; and
WHEREAS, the City Council desires to increase Public Works development review fees
to better reflect the actual costs of the services; and
WHEREAS, when Ordinance 2619 was adopted, the City estimated the cost to contract
for city-sponsored engineering drawings for street, water, and sewer utility improvements. The
City now has updated information and experience upon which to base charges for these services;
and
WHEREAS, the City Council desires to increase fees for city-sponsored engineering
design drawings in Tier 1, to reflect the actual costs to the City for the services; and
WHEREAS, surveying and preparation of topographic base maps is required for
preparation of all water, sewer and street designs; and
WHEREAS, the City Council desires to add a water meter installation charge under
Chapter 13.16 PTMC for a dual service to reflect the actual cost of providing public utility
service; and
WHEREAS, the City~ Council desires to revise document and hourly drafting/GIS labor
charges and other charges set forth in Chapter 3.36 PTMC to reflect changes in administrative
costs of these services; and
WHEREAS, the City Council desires to add a bulk discount rate for compost sales to
commercial haulers to encourage compost sales,
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as follows:
SECTION 1. Chapter 3.36, PERMIT, APPLICATION AND APPEAL FEES
Section 3.36.020, "Public works and utility billing service fee schedule," subsections 1, 2, 4, 14,
23, 25, 27 and 33 of the Port Townsend Municipal Code is hereby amended to read as follows:

case of Type I projects in Tier 1, the technical conference fee of

SECTION 2. Severability. If any clause, sentence, paragraph, section or part of this
Ordinance or its application to any person or circumstance is held to be invalid or unconstitutional
by a court of competent jurisdiction, such order or judgment shall not affect the validity or
constitutionality of the remainder of any part of this Ordinance. To this end, the provisions of
each clause, sentence, paragraph, section or part of this law are declared severable.
This ordinance shall take effect January 18, 1999.
