AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING SECTION
13.01.020, DEFINITIONS, OF CHAPTER 13.01, PROCEDURES FOR UTILITY
DEVELOPMENT, OF THE PORT TOWNSEND MUNICIPAL CODE TO CHANGE
THE DEFINITION OF "DEVELOPMENTAL COVERAGE"
WHEREAS, the City Council is mending PTMC Section 13.32.020, Drainage Plans, in
part to reflect the distinction between drainage plans for permanent improvements and temporary
erosion control resources which are necessary during construction; and
WItEREAS, the definition of "Developmental Coverage" needs to be amended so as to
be consistent with the amendments to PTMC Section 13.32.020, Drainage plan - Submission,
NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as
follows:
SECTION 1. Chapter 13.01, Procedures for Utility Development, Section 13.01.020,
of the Port Townsend Municipal Code is hereby amended to read as follows:
13.01.020 Definitions.
"Developmental coverage" means all impervious developed smffaee areas within the subject
property including, but not limited to, rooftops, driveways, carports, accessory buildings, parking
areas, and any other im ous areas ~u.a~.

causes, which are permanent in nature (as opposed to temporary., such as short-term alterations
during construction.) See also "impervious area" definition.
"Impervious area" means any part of any parcel of land that has been modified by the
action of persons to reduce the land's natural ability to absorb and hold rainfall. This includes

SECTION 2. Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of the
provision to other persons or circumstances is not affected.

This ordinance shall take effect and be in force 30 days after the date of its publication in
the manner provided by law.
Read for the first, second, and third times and adopted by the City Council of the City of
Port Townsend, Washington, at a regular meeting thereof, held this 1st day of February, 1999.
