Library Fund; $18,717 to the Water Sewer Fund; $18,245 to the P.E.G. Access Studio
Fund; $1,701 to the Street Fund; $576 to the Storm and Surface Water Fund; $919 to the
Equipment Rental Fund, making findings and declaring an emergency.
THE'CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1999
BUDGET, MAKES THE FOLLOWING FINDINGS:
Whereas, the various departments of the General Fund were granted a 1999 cost ofliving adjustment on
July 19th, 1999 for salaries and the following departments of Mayor and Council, City Manager, City
Attorney, Building Community Development, Finance, Police, Fire, Emergency Medical Service, City.
Clerk, City Hall, Parks-Maintenenace, Recreation and Pool have all experienced greater than anticipated
needs for salaries.
Whereas, the Mayor/Council has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the City Manager has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the Fire Department has experienced greater than anticipated needs for and certain operating
expenses; and
Whereas, the Emergency Medical Service Department has experienced greater than anticipated needs for
operating expenses; and
Whereas, the Pohce Department has experienced greater than anticipated needs for certain operating
expenses; and
Whereas, the Public Works Department programs for Pool has experienced greater than anticipated
needs for and certain operating expenses; and
Whereas, the Street Fund was granted a 1999 cost-of-living adjustment on July 19th, 1999 for salaries
and the fund has experienced greater than anticipated needs for salaries; and
Whereas, the Library Fund was granted a 1999 cost-of-living adjustment on July 19ta, 1999 for salaries
and the fund has experienced greater than anticipated needs for salaries and certain operating expenses;
and
Whereas, the Water/Sewer Fund was granted a 1999 cost-of-living.adjustment on July 19', 1999 for
salaries and has experienced greater than anticipated needs for salaries and certain operating expenses;
and
Whereas, the P.E.G. Access Studio Fund has experienced greater than anticipated needs for certa/~:
expenses; and .
Whereas, the Stormwater Fund was granted a 1999 cost-of-living adjustment on July 19*, 1999 for
salaries and has experienced greater than anticipated needs for salaries; and
Whereas, the Equipment Rental Fund was granted a 1999 cost-of-living adjustment on July 19"~, 1999
for salaries and has experienced greater than anticipated needs for salaries; and
THE CITY COUNCIL OF ~ CITY OF PORT TOWNSEND IN" REGULAR SESSION
ASSEMBLED DOES ORDAIN AS FOLLOWS:
Section 1 The sum of ONE HUNDRED EIGHTY TWO THOUSAND EIGHT HUNDRED NINETY
.NINE DOLLARS ($182,899) is hereby appropriated as a supplement to the 1999 General Fund Budget from
fund balance.
Section 2. The sum of THIRTY THOUSAND SEVEN HUNDRED FOURTEEN DOLLARS ($30,714)
is hereby appropriated as a supplement to the 1999 Library Fund Budget from fund balance.
Section 3 The sum of EIGHTEEN THOUSAND SEVEN HUNDRED SEVENTEED DOLLARS
($18,717) is hereby appropriated as a supplement to the 1999 Water Sewer Fund Budget from
fund balance.
Section 4 The sum of EIGHTEEN THOUSAND TWO HUNDRED FORTY FIVE DOLLARS ($18,245)
is hereby appropriated as a supplement to the 1999 P.E.G. Access Studio Fund from fired balance.
Section 5 The sum of ONE THOUSAND SEVEN HUNDRED ONE DOLLARS ($1,701) is hereby
appropriated as a supplement to the 1999 Street Fund Budget from fund balance:
Section 6 The sum of'FIVE HUNDRED SEVENTY SIX DOLLARS ($576) is hereby appropriated as a
supplement to the 1999 budget for the Storm and Surfacewater Fund from fund balance,
Section 7 The sum of NINE HUNDRED NINETEEN DOLLARS ($919) is hereby appropriated as a
supplement to the 1999 budget for the Equipment Rental Fund from fund balance.
Section 8 There is hereby found and declared to be an emergency requiring the foregoing
appropriations to the 1999 budget.
Section 9 This ordinance shall take eff'ect upon its passage, approval, and publication in the form and
manner provided by law.
A duly noticed public hearing was held on December 13, 1999, Read for the first, secOnd and third times; passed
by the City Council; and approved by the Mayor on ,1999.
