HomeMy WebLinkAboutMadison St Project Scope of WorkATTACHMENT 1: PROJECT SCOPE OF .WORK PUBLIC WORKS BOARD 2009-2011 SMALL COMMUNITIES 1N RURAL COUNTIES GRANT PROGRAM Contractor: City of Port Townsend Contrac# Number: CJ09-951-111 Project Title: Historic :District -Madison Street Streetscape The project's scope of work js comprised of the following activities: This :project will redesign Madison Street to ie Memorial Field and the .City dock together. The entrance to Memorial Athletic field will be redesigned #or aesthetic purposes. City facilities will be modernized to comply with the Americans with Disabifitiees Act (ADA) requirements, Discontinuous sidewalks on the west side of the street across from City Hall will. be repaired to resolve safety issues. The streetscape between the two sides of Madison Street will be renovated to feature a consistent urban.design. Preliminary Deliverables include (ali estimates are approximate): Sidewalk 500 LF Storm Drain 270 LF Vertical Curb 67D LF Curb and Gutter 450 LF Trench Drain 130 LF CIP Concrete Band 390 LF Asphalt Pavement 600 SY Pavers 940 SY This project is estimated to crea#e 8 jobs. One job is the equivalent of one person working afull-time job for one year. The Contractor will report the actual number ofjobs created at project completion. If the above scope of work includes engineering, planning, or design activities, the Contractor shall make all plans and documents funded in whole or in part by this Contract available for the Board's review upon reasonable request. The project will be considered complete when all the activities identified in the above scope of work are compete. Additiona{ly, the project performance measures listed below must be accomplished by the end of December /2010. The improvements to Madison Street will provide improved access and accessibility to the businesses on this street. The project will create needed infrastructure, which will result in two prime pieces of commercially zoned properties adjacent to Madison Street that could potentially build four-storey, commercial/resiidentual buildings. These lots have been without infrastructure for over 100 years and this project will remove impediments to their development. There are multiple studies that can measure the potential streetscape and infrastucture development of properties and economic vitality. Even without this immediate development we estimate at-risk downtown businesses wiN retain. or increase by 14 jobs. Additionally, the City of Port Townsend anticipates a 25% increase in the number of events in 2010 that would be conducted: on Madison Street, compared to 2009. Survey the following businesses -Jefferson County Historical Society, Dogs-a-Foot, Banana Leaf, and Jefferson Co. Memorial Field - to determine the number of jobs retained, or new jobs resulting from this project. 2. Compare events conducted in 2009 against the number of events occuring in 2010 to determine the overall increase in the number of events.
