Councilmember Wilson made a motion to approve the budget for Finance and Adminis-
tration which was seconded by Councilmember Parker. Councilmember Smith express-
ed objection to the appropriations for salaries and wages because they exceed
the Presidents Voluntary Guidelines to fight inflation. It was explained that
the City has already agreed to a three year contract basing cost-of-living in-
creases on the change in the consumer price index. Councilmember Smith express
her desire that non-union increases be h~ld to the 9.5% recommended by the
President. The motion passed by roll call vote with five Councilmembers voting
in the affirmative. Councilmember Smith voted against the motion.
Councilmember Shaneyfelt made a motion to increase the City Attorney's salary
appropriation by $1,000 and reduce the appropriation for overtime by $1,000
which was seconded by Councilmember Parker and passed unanimously. Councilmem-
ber Wilson made a motion to approve the budget for Legal Services as amended
which was seconded by Councilmember Ciprioti and passed unanimously.
Councilmember Wilson made a motion to approve the budget for the Planning Com-
mission and Community Development which was seconded by Councilmember Camfield
and passed unanimously.
Councilmember Wilson made a motion to approve the budget for Legislative Facili-
ties which was seconded by Councilmember Parker and passed by roll call vote
with five Councilmembers voting in the affirmative. Councilmember Smith voted
against the motion.
Councilmember Wilson made a motion to approve the budget for Law Enforcement
which was seconded by Councilmember Camfield and passed by roll call vote with
five Councilmembers voting in the affirmative. Councilmember Smith voted against
the motion.
Councilmember Shaneyfelt made a motion to reduce the appropriation for Social
Security in the Fire Control Budget to $1,500 which was seconded by Councilmem-
ber Smith and passed unanimously. Councilmember Shaneyfelt made a motion to
increase the appropriation for radios by $3,930 which was seconded by Council-
member Camfield and passed unanimously. Councilmember Wilson made a motion to
approve the Fire Control Budget which was seconded by Councilmember Shaneyfelt
and passed by roll call vote with five Councilmembers voting in the affirmative.
Councilmember Smith voted against the motion.
Councilmember Wilson made a motion to approve the Engineering Budget which was
seconded by Councilmember Parker and passed unanimously.
Councilmember Wilson made a motion~to approve the Garbage Service Budget which
was seconded by Councilmember Ciprioti and passed unanimously.
Councilmember Wilson made a motion to approve the Animal Control Budget which
was seconded by Councilmember Shaneyfelt and passed by roll call vote with five
Councilmembers voting in the affirmative. COuncilmember Smith voted against~the

Councilmember Wilson made a motion to approve the Street Fund Budget which was
seconded by Councilmember Shaneyfelt and passed by roll call vote with five
Councilmembers voting in the affirmative. Councilmember Smith voted against the
motion.
Councilmember Camfield made a motion to increase the appropriation for the
Librarians salary to $12,830 which was seconded by Councilmember Smith and pass-
ed unanimously. Councilmember Camfield made a motion to reduce the appropiation
for building repair and maintenance to $1,250 which was seconded by Councilmem-
ber Shaneyfelt and passed unanimously. Councilmember Wilson made a motion to
approve the Library Fund Budget as amended which was seconded by Councilmember
Shaneyfelt and passed unanimously.
Councilmember Shaneyfelt made a motion to approve the Park Fund Budget which
was seconded by Councilmember Wilson and passed by roll call vote with five
Counc~.lmembers voting in the affirmative. Councilmember Smith voted against the
motion.
Councilmember Shaneyfelt made a motion to approve the Arterial Street Fund Bud-
get and the Federal Shared Revenue Fund Budget which was seconded by Council-
mer~ber Wilson and passed unanimously.

Councilmember Wilson made a motion to approve the 1959 Water Revenue Bond Redemp-
tion Fund which was seconded by Councilmember Parker and passed unanimously.
Councilmember Shaneyfelt made a motion to approve the Water-Sewer Fund Budget
which was seconded by Councilmember Wilson and passed by roll call vote with five
Councilmembers voting in the affirmative. Councilmember Smith voted against the
motion.
Councilmember Shaneyfelt made a motion to approve the proposed budgets for the
1956 Special Water Revenue Bond Redemption Fund, 1978 Water Revenue Bond Redemp-
tion Fund, 1967 Water-Sewer Revenue Bond Redemption Fund and 1978 Water-Sewer'
Revenue Bond Redemption-Series "B" which was seconded by Councilmember Wilson and
passed unanimously.
Councilmember Camfield mad a motion to approve the Equipment Rental and Firemen's
Pension and Relief Budget which was seconded by Councilmember Wilson and passed
by roll call vote with five Councilmembers voting in the affirmative. Council-
member Smith voted against the motion.
There being no further discussion, the budget hearing was adjourned at 9:25 p.m.

The City Council of the City of Port Townsend met in regular session this 5th
day of December, 1978, at 7:30 p.m. in the Council Chambers of City Hall, Mayor
Joseph B. Steve presiding.
ROLL CALL
Councilmembers present at roll call were Tom Camfield, Joseph Ciprioti, James
Parker, Richard Shaneyfelt, Elizabeth Smith, and James Wilson. Councilmember
Judy was excused. Also present were City Attorney Glenn Abraham, City Engineer
Roger French, and City Clerk-Treasurer David Grove.
MINUTES
A motion was made by Councilmember Camfield to approve the minutes of November
21, 1978, as written and to dispense with the reading of them, which was seconded
by Councilmember Ciprioti and passed unanimously.

A motion was made by Councilmember Ciprioti and seconded by Councilmember Wilson
that the bills and claims be paid which passed unanimously.
