The City Council of the City of Port Townsend met in special session this 27th
day of June, 1978, at 7:39 p.m. in the Council Chambers of City Hall, Mayor
Pro-Tem Dale Judy presiding.
ROLL CALL
Councilmembers present at roll call were Tom Camfield, Dale Judy, 3ames Parker,
Elizabeth Smith, and 3ames Wilson. Also present were City Engineer Roger French,
City Attorney Glenn Abraham and City Clerk-Treasurer David Grove. Councilmember
Joseph Ciprioti was also present.
SPECIAL BUSINESS
Mayor Pro-Tem Judy explained that the meeting was called to consider the award
of contracts on bids received for a 5 MG Reservoir, a i MG Reservoir, Tennis
Court Construction for Cherry Street Rark, and Concrete Supply for the Tennis
Court Construction.
A. Tennis Court Construction for Cherry Street Park
Councilmember Camfield reported that the Park Committee recommended that all bids
be rejected and that a new call be made immediately including a single court as
an alternate. He made a motion to that sffect which was seconded by Council-
member Parker. After a brief conversation, Mayor Pro-Tam Judy called for a roll
call vote. The motion passed with five Councilmembers voting in the affirmative
Councilmembar Ciprioti_refused to vote because the dimension of the single court
were not clear in the motion and did not come out in the discussion. It was then
indicated that the dimensions would be handled administratively. Councilmember
Ciprioti requested that they leave sufficien~ space for a second court to be
added at a later date.
B. Concrete for Tennis Court Surfacing
Councilmember Camfield requested that the award of this contract be postponed
until the construction is rabid.
C. i and 5 Million Gallon Concrete Reservoirs
Mr. F~ench read a letter dated June 26, 1978, from Alva Bettis of ENCON recom-
mending that the contract for both reservoirs be awarded to the low bidde~,
Humphrey Construction Inc. of Seattle, !~ashington. Mr. Bettis indicated that he
has discussed the project with them and they have the capacity to handle the
project, but i~ should be understood that they have never constructed one of this
type. As a result~his staff will be spending more time with them to review the
details Of the construction than has been the practice in the Cities preconstruc-
tion c6nference. Councilmsmber Smith asked about guarantees. Mr. Bettis indi-
cated that one year is all on materials and ~orkmanship, but structurally there
· ould al~ays be recourse against the contractor or the engineer. The effect of
earthquakes on the proposed structure ~as discussed. Councilmember Ciprioti
made a motion to aCCept the apparent low bid from Humphrey Construction Inc. for
both reservoirs subject to approval from the Department of Social and Health
services which was seconded by Councilmember Parker and passed unanimously by
roll call vote.
ADJOURNMENT
