French notify A1 .Choate to clear vehicles being repaired by his shop from
Hastings Ave. Councilman Wilson recommended a 30 day time limit be set for Mr.
Choate to comply with this request.
Councilman Shaneyfelt, Chairman of the Legislative Committee recommended
the City enter into contract draft 2, with Jefferson County for Planning Services.
A motion was made by Shaneyfelt/Camfield to accept the Contract draft 2 for
Planning Services. Motion carried.
Mayor Steve commented that he would like to appoint Paul Jacobson to the
Parks Committee at the next Council meeting.
Councilwoman Smith requested City Attorney Abraham to draw up in proper
form her proposed Ordinance creating a City of Port Townsend Advisory Committee
on Design. A motion was made by Smith/Shaneyfelt.to have City Attorney Abraham
draw up this proposed Ordinance to proper form for review at the next Council
meeting. Motion carried.
Clerk-Treasurer-Engineer French reports on a meeting with HUD.
RESOLUTUON 78-1
A RESOLUTION DESIGNATING THE CITY ATTORNEY AS
THE OFFICER AUTHORIZED TO CERTIFY THE SIGNATURES
OF INDIVIDUALS AUTHORIZED TO DRAW CERTAIN PAYMENT
VOUCHERS.
A motion was made by Camfield/Judy to adopt Resolution 78-1. Motion
carried. Resolution adopted.
Police Chief Doubek requested the City to accept a L.E.A. grant for the
purpose of hiring a part time Policeman for 2. years. The grant would cover 70%
of the policeman's wages and the City would pay 30%. Councilmen Judy and Parker
asked Doubek if after 2 years the City is committed to hire this patrolman
permanently. Doubek answered no. A motion was made by Parker/Wilson to accept
the L.E.A. grant to hire a part time policeman for 2 years. Motion carried.
Chairman of the Planning Commission, Charles Marsh asked the Council if '
the proposed Short Plat Ordinance had been approved. French commented the
proposed Ordinance was still in the Legislative Committee.
Mayor Steve presented to the Council a petition with 536 signatures
supporting the Kah Tai Lagoon Development.

All above bids are subject to change without notice.
A motion was made by Judy/Ciprioti to accept the bid from Harper Oil Co.
for gasoline and the bid from Thomas Oil Co. for fuel oil. Motion carried.
The following bids were opened for the Burroughs L5000 Mini Computer:

A motion was made by Judy/Parker to accept the bid of $5000.00 from
James Hollingsworth for the Burroughs L5000 Mini Computer. Motion carried.
OLD BUSINESS

NEW BUSINESS
ORDINANCE 1797
AN ORDINANCE OF THE CITY OF PORT TOWNSEND,
WASHINGTON, ADOPTING A PLAN FOR THE ACQUISITION
CONSTRUCTION AND INSTALLATION OF CERTAIN
ADDITIONS AND IMPROVEMENTS TO AND EXTENSIONS
OF THE WATER AND SEWERAGE SYSTEM OF THE CITY;
DECLARING THE ESTIMATED COST THEREOF, AND
PROVIDING FOR PAYMENT OF SUCH COST.
The above Ordinance was read for the first time. A motion was made by
Camfield/Judy that the first reading be considered the second and the third be
by title only. Roll call: 7 yes. A motion was made by Judy/Shaneyfelt to
adopt Ordinance 1797. Roll call: 7 yes. Ordinance adopted.
An application was received from Delphia Browne for a taxicab license.
Police Chief Doubek gave his approval of this application. A motion was made
by /Wilson to approve this taxicab license for Delphia Browne.
Motion carried. License granted.
A motion was made by Camfield/ to set public hea~ings for the
February 7th ,1978, Council meeting for P.U.D. Application No. 7711-05 and
Subdivision Application No. 7711-06. Motion carried

There being no further business to come before the Council at this time,

MINUTES OF THE REGULAR SESSION OF FEBRUARY 7, 1978
The City Council of the City of Port Townsend met in reguiar session this
7th day of February at 7:30 p.m. in the Council Chambers of the City Hall, Mayor
Joseph B. Steve presiding.
ROLL CALL
Councilmembers present at roll call were Tom Camfield, Joseph Ciprioti,
Dale Judy, Richard Shaneyfelt, Elizabeth Smith, and James Wilson. Also present
at roll call were _the City Attorney Abraham, City Engineer French, Clerk-Trea-
surer Grove. Councilman James Parker arrived later in the mee~sing.
