An Ordinance of the City of Port Townsend creating a new
Chapter 2.26 Volunteer Firefighters and Reserve Officers Board
of Trustees, to Title 2, Administration and Personnel, of the
Port Townsend Municipal Code, establishing a Local Board
responsible for the Administration of the Volunteer
Firefighters' and Reserve Officers' Relief and Pension Act
WHEREAS, the City of Port Townsend desires to establish a Volunteer Firefighters
and Reserve Officers Board of Trustees for local administration of the Volunteer Firefighters'
and Reserve Officers' Relief and Pension Act; and
WHEREAS, the Volunteer Firefighters and Reserve Officers Board of Trustees shall
perform all functions, exercise all powers, and make such determinations as specified in Chapter
41.24 RCW of the State of Washington, as may be amended from time to time;
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as
follows:
SECTION 1. A new Chapter 2.26 of the Port Townsend Municipal Code, Volunteer
Firefighters and Reserve Officers Board of Trustees, is hereby adopted and shall read as
follows:

2.26.010 Committee Created - Purpose
There is created and established a Volunteer Firefighters and Reserve Officers Board of
Trustees, referred to in this chapter as the Local Board, which is responsible for the local
administration of the Volunteer Firefighters' and Reserve Officers' Relief and Pension Act.
2.26.020 Duties
The Local Board's duties are to: enroll all new members under the relief provision immediately
upon acceptance into the department; enroll members under the pension provisions; provide for
disbursements of relief; determine eligibility for retirement pensions; determine validity and
direct payment for claims; and send the state board vouchers for each person entitled to
payment, stating the amount of such payment and for what granted. The board of trustees shall
meet on a regular monthly meeting day unless them is no business to review. The secretary
shall keep a public record of all proceedings.

2.26.030 Composition
The Local Board shall consist of five (5) members: 1) the Mayor, who shall be the Chairman of
the Board; 2) the City Clerk, who shall be the secretary-treasurer of the Board; 3) one city
council member; 4) the chief of the fire department; and 5) one member of the fire department
elected annually by the members of the department.
SECTION 2. Severability. If any clause, sentence, paragraph, section or part of this
Ordinance or its application to any person or circumstance is held to be invalid or
unconstitutional by a court of competent jurisdiction, such order or judgment shall not affect the
validity or constitutionality of the remainder of any part of this ordinance. To this end, the
provisions of each clause, sentence, paragraph, section or part of this law are declared severable.
This ordinance shall take effect and be in force five days after the date of its publication
in the manner provided by law.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this 5th day of March, 2001.
