The property is mapped seismic, but the site was evaulated by a licensed geotechnical engineer (Perrone Consulting) who confirmed that it does not qualify as a critical area 5/5/08. This plat is referred to as Fowler’s Park Addition. and Proposed Lot 2 which measures 44890 square feet. I visited the site on 04/07/08. Observations, General: This area is currently, and has for years, been used as a livestock pasture. Other than a grove of mature red alder (Alnus rubra) these two plots are devoid of trees. Pursuant to the Port Townsend Municipal Code 19.06.100, Al; short plats are required to complete a tree conservation plan. Contents of Tree Conservation Plan, as required by 19.06.110: 1. She requested a Tree Conservation Plan be developed for a proposed short plat, Fowler’s Park Addition, located at the intersection of Peary Street and Pennsylvania Place in Port Townsend WA. This plat is referred to as Fowler’s Park Addition. The sites are Proposed Lot 1, which measures 25280 square feet, and Proposed Lot 2 which measures 44890 square feet. I visited the site on 04/07/08. Observations, General: This area is currently, and has for years, been used as a livestock pasture. Other than a grove of mature red alder (Alnus rubra) these two plots are devoid of trees. Pursuant to the Port Townsend Municipal Code 19.06.100, Al; short plats are required to complete a tree conservation plan. Contents of Tree Conservation Plan, as required by 19.06.110: 1. Plot plan, showing plat line boundaries and existing trees to be retained, with their diameters measured at 4.5’ above ground level. 2. Existing trees proposed for removal. 3. Specifications for proposed new trees to be planted. 4. Tree density calculations per table at 19.06.120 5. Suggested trees for replanting; number per lot. Tree Conservation Plan: 1. Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be done, shall first make application to the building official and obtain the required permit. R105.2/ Work exempt from permit. Permits shall not be required for the following. Exemption from permit require- ments of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provi- sions of this code or any other laws or ordinances of this jurisdiction. Electrical: Repairs and maintenance: A permit shall not be required for minor repair work, including the replacement of lamps or the connection of approved portable electrical equipment to approved permanently installed receptacles. Gas: 1. Portable heating, cooking or clothes drying appliances. 2. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe. 3. Portable-fuel-cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid. Mechanical: 1. Portable heating appliances. 2. The stopping of leaks in drains, water, soil, waste or vent pipe; provided, however, that if any concealed trap, drainpipe, water, soil, waste or vent pipe becomes defective and it becomes nec- essary to remove and replace the same with new material, such work shall be considered as new work and a permit shall be obtained and inspection made as provided in this code. The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures, and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures. R105.2.1 Emergency repairs. Where equipment replace- ments and repairs must be performed in an emergency situa- tion, the permit application shall be submitted within the next working business day to the building official. R105.2.2 Repairs. Application or notice to the building official is not required for ordinary repairs to structures, replacement of lamps or the connection of approved porta- ble electrical equipment to approved permanently installed receptacles. Such repairs shall not include the cutting away of any wall, partition or portion thereof, the removal or cut- ting of any structural beam or load-bearing support, or the removal or change of any required means of egress, or rear- rangement of parts of a structure affecting the egress requirements; nor shall ordinary repairs include addition to, alteration of, replacement or relocation of any water supply, sewer, drainage, drain leader, gas, soil, waste, vent or simi- lar piping, electric wiring or mechanical or other work affecting public health or general safety. R105.2.3 Public service agencies. A permit shall not be required for the installation, alteration or repair of genera- tion, transmission, distribution, metering or other related equipment that is under the ownership and control of public service agencies by established right. R105.3 Application for permit. To obtain a permit, the appli- cant shall first file an application therefor in writing on a form furnished by the department of building safety for that purpose. Such application shall: 1. Identify and describe the work to be covered by the per- mit for which application is made. 2. Describe the land on which the proposed work is to be done by legal description, street address or similar description that will readily identify and definitely locate the proposed building or work. used in the clearing and grading would be temporary and all equipment used is required to have properly working mufflers per the City’s EDS. No adverse impacts concerning noise are anticipated and no mitigation measures are necessary. L. LAND AND SHORELINE USE The environmental checklist description of land and shoreline use is adequate. The site does not lie within any shoreline area. of the recently approved Lamberton Short Plat, the site was ~evaluated for possible critical area designation due to seismic soils by licensed geo-technical engineer. That evaluation confirmed the site does not qualify as a designated critical area. The proposed clearing and grading would provide the owners desired building site for the residential lot. The site and lands surrounding it are all zoned R-I (low density single family residential). This district accommodates single-family development at densities that maintain and promote the “small town” character of Port Townsend, while ensuring that the environmental quality (particularly as it relates to stormwater control) of the area is not adversely impacted. The R-1 zone allows up to 4 dwelling units per 40,000 square feet of area as the permitted density. The site and all lands immediately surrounding it are developed consistent with this designation or are currently vacant. No adverse impacts concerning land and shoreline use have been identified from the proposed roadway opening and no mitigation measures are necessary. J. HOUSING The environmental checklist description with regards to housing is adequate. The clearing and grading work is being done to facilitate future home construction, which will be limited to densities permitted by the underlying R-I zone. No housing units would be removed. No adverse impacts to housing have been identified and no mitigation measures are necessary. K. AESTHETICS The environmental checklist description concerning aesthetics is adequate. As the site is located in a residential zone, any future single-family dwellings and associated structures would be limited to the applicable bulk, height and scale measures in effect at the time of building permit submittal. No adverse impacts to aesthetics have been identified and no mitigation measures are needed. Li, LIGHT AND GLARE The environmental checklist description of light & glare is adequate. No lighting is immediately proposed as part of the clearing and grading work. Any future construction would have typical exterior residential lighting. No impact related to light and glare has been identified. As such, no mitigation measures are necessary. M. RECREATION The environmental checklist description regarding recreation is adequate. Numerous walking paths and trails are found in the immediate area and would not be affected by the proposed clearing and grading. No recreational facilities or activities will be displaced by the proposed project and no mitigation measures are necessary.
