The following items were noted: 1. At shear wall 10A and 10B, the sheathing has not been placed on the inside face of the shear wall at this time to allow for inspection of the holdowns on the inside of the panel. This sheathing will be added after the framing inspection is completed. The shear wall sheathing, fasteners and connections have been installed according to the approved set of plans. No field corrections are required at this time. While this report makes reference to observations of certain items of work, it should not be construed that other work not mentioned was acceptable or even observed. The subject of the report is to evaluate the slope stability of the subject property as it falls within a mapped ESA area of Port Townsend. The report concludes that normal residential construction with typical foundations may be accomplished and that the property does not have any particular landslide, erosion, liquifaction in seismic events, or similar issues. Based on my review of the report, the indications that you are planning a 2 story wood framed residence, aerial photos on Google, and my experience with engineering a number of other projects in Port Townsend, | do not expect any difficulties. The Glacial Till is noted to be encountered within 2 feet of the surface. Generally, the glacial till in the Port Townsend area is very stable with significant strength. For example there is a very tall cliff of similar till along Water Street. The review of the photos indicates that there are typical wood frame residences located in all directions from the subject property. Although glacial till can have allowable bearing values of 4,000 PSF or higher, the City requires soils testing to confirm bearing values above 2,000 PSF. For a project of this type, use of the typical 2,000 PSF bearing is the most economic. | would recommend that all building foundations be placed onto the till layer. The property would allow for the construction of a slab on grade foundation, wood frame with a crawlspace, a basement, or a combination of these. In summary, | concur with the geologist that the property is very suitable for a typical structure residence with typical foundations. If you have any questions, please feel free to call. Although glacial till can have allowable bearing values of 4,000 PSF or higher, the City requires soils testing to confirm bearing values above 2,000 PSF. For a project of this type, use of the typical 2,000 PSF bearing is the most economic. | would recommend that all building foundations be placed onto the till layer. The property would allow for the construction of a slab on grade foundation, wood frame with a crawlspace, a basement, or a combination of these. WESTECH COMPANY Environmental Consulting ~ Site Permitting | October 5, 2009 pL 2 | a “iW VENOCWNL Paul and Elizabeth Eisenhardt 1085 Greenwich Street, #3 San Francisco, CA 94133 Dear Mr. and Mrs. Eisenharct: This letter is a report on information gathered for the property you intend to purchase at Jackson and Cosgrove Streets in Port Townsend, Washington. | have carried out the tasks described in our Scope of Work (modified) of September 28, 2009 including purchase and review of a computer data base search from Environmental Data Resources (EDR) as you authorized. Our findings are as follows: Site Reconnaissance: The Site lies on the north side of Morgan Hill, a 250 foot high feature bordering Admiralty Inlet. The Site is at an elevation of about 120 - 140 feet, or halfway up the north side of the hill. The property slopes upward from Jackson street with a topographic differential of about 12 feet. This agrees with the Stratum Group Geotechnical Report (2008) which found an overall slope of 12 percent, however, most of that slope is a steep rise adjacent to Jackson Street. The homesite itself appears to slope at 5-7 percent. The Site has been cleared and recently mowed with a brush or weed cutter. Vegetation on the outer edge of the Site includes cherry, apple and other ornamental trees. Shrubs including Himalayan Blackberry, snowberry, ocean spray, nootka rose, and bracken fern are present. Field grasses, and English ivy are present throughout the level areas of the Site (near the center). Soils are mapped by the U.S. Soil Conservation Service (SCS) as Clallam Gravelly Sandy Loam. This is a well drained soil with a cemented layer (hardpan) located typically 2-3 feet in depth in undisturbed areas. Runoff is slow to medium in this soil and erosion hazard is listed as slight, however, on steeper slopes, erosion can be significant in unvegetated areas. It is therefore important to utilize effective erosion control measures during construction (silt fences, straw bales etc.) and to avoid the rainy season for construction if possible. P.O. Hydrology of the Site is generally subject to low precipitation (this area of Port Townsend is partly in the Olympic rain-shadow and experiences less than 20 inches of rainfall annually. There is no evidence of flow channels on the site, except the roadside ditch along Jackson Street. That ditch is well vegetated indicating that flows are infrequent. Most stormwater probably infiltrates the top two feet of the Clallam soils and then may flow laterally along the top of the hardpan layer. It is advisable in this type of situation to ensure that footing drains are present to intercept stormwater and keep it from wicking into the home foundation. Critical Areas The Site does not have any critical areas. The Geotechnical Report (Stratum Group 2008) indicates that the slope is only 12 percent and there is no landslide hazard. No wetland or stream features were found by Westech during Site reconnaissance. A small drainage ditch lies along Jackson Street and a few facultative wetland plants are present, but this is insufficient for there to be a wetland. Access and Utilities Access to the Site could be difficult due to the steep slope above Jackson Street. The difficulty is moderated by the fact that the Eisenhardts will be purchasing both lots and placing one residence on the resulting parcel. The City will require that the owners bind the two lots together with a Restrictive Covenant. Once this is done, the Site may utilize an extension of the existing driveway in the Cosgrove Street right-of-way which the neighbor has installed. There may be requirements from the City to widen the driveway or the street access and there may be additional requirements for signage or other modification of the trail in that area, however, the City indicated that they will work with the owner (or purchaser) to resolve those issues. Telephone and electric are available at the property. Aboveground lines run to a pole roughly at the boundary of the two lots and underground lines run from this point eastward. The Eisenhardts wish to change the north-western portion to underground also. Mr. and Mrs. Eisenhardt October 5, 2009 Page Three The City map of the area shows water and sewer lines across Jackson Street from the property. It also shows a stub-out crossing Jackson and reaching the northwest corner of the property (see Figure 1). It is not clear whether this is water, sewer or both, however, Mr. Alex Little indicated that there is a water meter at this location. The presence of sewer may require further investigation by the City engineers. Many of the detailed questions regarding utilities can be answered in a “Customer Assistance meeting, following submission of a Development Services Customer Assistance Information form by the Owner. Mr. Little did one of these when he split the lots and purchased the property. We recommend that Mr. Little apply for a new meeting based on the Eisenhardt’s requirements for access and utilities. Potential for Hazardous Materials Issues The Site and vicinity was checked for the potential for hazardous materials. The Site itself showed no signs of vegetative dieback attributable to hazardous materials nor was there any sign of soil discoloration or other sign which might indicate the presence of hazardous materials. The neighborhood was checked for adjacent or nearby land uses which may threaten the property. No commercial uses were noted in the uphill (upgradient) direction for a distance of five blocks or more (1,000 feet). Downgradient of the Site about three blocks lie several commercial enterprises (marine services etc.) which may utilize hydrocarbons and other hazardous substances. A gas manufacturing plant lies downgradient about % mile SE of the Site. Since these are about 100 feet (vertically) downgradient from the property, they pose no direct threat to the property. A Computer Data Base Search was carried out by Environmental Data Resources Inc. (EDR) including checking geological features and wells in the vicinity. Hazardous waste data bases for most federal and state lists contained no hazardous sites to the search radius (one mile). However, several data bases list sites within one mile as indicated by the maps on pages 2 and 3 of the data base search (following the Executive Summary). These Sites are indicated as follows: Port Townsend Gas Manu. SSE1/4-1/2 NFA1987 Mount Baker Block Bldg. $1/2-1 Soil-2007 Edwards Property SE1/4-1/2 NFA2007 Maintenance Facility SW1/4-1/2 UGT-NFA2001 Fleet Marine SE1/4-1/2 SQG/AQ Chevron Bulk Plant $12-1 Soil/GW RA Fort Townsend W1/2-1 None Mr. and Mrs. Eisenhardt October 5, 2009 Page Four Abbreviations indicate as follows: NFA — indicates No Further Action planned by state or federal agencies at this time. This does not mean that the property is not potentially hazardous, only that the known problems have been dealt with to the satisfaction of that agency. Soil, GW/AQ - indicate that soil, groundwater or air quality are the affected media at that site. Dates indicate the approximate timeframe for the cleanup. SQG - indicates that the site is a Small Quantity Generator, probably permitted or licensed by a state or federal agency for manufacture or usage of a hazardous material. Many small businesses are SQGs (for instance printers used to be SQGs because they used toxic ink, jewelry stores are often SQGs because they use a small amount of toxic compounds to clean jewelry etc.) RA — Indicates that a Remedial Assessment is in progress. The RA will presumably identify the problem and further work will identify cleanup strategies. From the above lists, it appears that there are a large number of industrial facilities in Port Townsend which involve hazardous materials. While this is true, most of these properties are in No Further Action (NFA) status and all lie downgradient of the subject property. Thus, there is no risk of direct water or soil contamination from these sources. There may be periodic episodes of air quality impact, either from the sources listed or from the Port Townsend Pulpmill, which lies several miles to the south. Impacts may include odor from sulfur, particulates or other potentially toxic compounds. An interview with Mr. Alex Little, revealed the presence of a 500 gallon underground home heating oil tank, immediately upgradient of the subject property at the current residence of the Little family. Mr. Little indicated that other nearby homes may also have such tanks (possibly the home above the subject property on Jackson Street and another home on Monroe and Taft (below the subject property). These tanks are likely to be single walled tanks put into place many years ago (1950s through 1070s). Mr. Little indicated that his tank appears to be functioning properly and has had no indication of loss or leakage of fuel. Mr. and Mrs. Eisenhardt October 5, 2009 Page Five In the event that any upgradient tanks leak, threats to the subject property are not high since drinking water is provided by the City, not a local well. Any seepage is likely to be contained in the vicinity of the tanks by the low permeability soils (within the glacial till). Any migration of fluid would likely be either along the subsurface line at the top of the hardpan layer, or infiltrating downward in the event of sand lenses below the till. Since the oil (home heating oil) is rather viscous, migration would tend to be slow. Any migrating oil would be the responsibility of the homeowner with the tank to clean up, however, any oil which seeps onto the property without an apparent source could be the responsibility of the owner, until the source can be established. We rate the probability of such an occurrence as very low but not zero. Conclusions and Recommendations The Site has no apparent problems due to topography, vegetation, soils, geology or hydrology based on our reconnaissance. The Site has no critical areas. Access appears to be viable using the existing driveway in the City right-of-way of Cosgrove Street, however, some improvements may be required. Utilities will have associated connection costs, but appear to all be at the edge of the site (sewer may be at the edge or across the street). We recommend meeting with the City Public Works Department engineers regarding these issues. No upgradient threats from commercial enterprises were found, based on a Computer Data Base Search (EDR 2009 attached). It is our professional opinion that, while there is a low probability threat from uphill home heating oil tank leakage, such leakage, if or when it occurs, will probably be confined to the property of occurrence and will not likely affect the subject property. There are some low level potential problems with odor or chemical smells from industries which produce sulfur bearing air pollution at times, under certain weather conditions. Speaking to one or more of the neighbors about this possibility is the only way to quantify this. Basically, the property is a double City lot with adequate room for a residence and garage, no current known environmental constraints, an existing access that will need some modification, but which it appears the City will approve, and existing utilities near the property. There will be a variety of City connection fees, and requirements (for the access) and permits required to develop the property. Mr. and Mrs. Eisenhardt October 5, 2009 Page Six We recommend that the Eisenhardts proceed with checking with the City on these issues and it would be prudent to talk to one or more neighbors about air pollution and home heating oil tanks, of which there are apparently several in the area, some uphill (upgradient) from the property.
