Since a landscaping inspection was scheduled before the final, I went to the site today. I called the maintenance manager before I went to let him know. I compared the existing plants in the SW corner to the photos taken 6/24/10 and the landscaping plan dated 5/20/10 (attached) to what is going on now. Some of the plants in the smaller area did not make it. I count nine plants on the 5/24/1@ photo that are no longer there. When I spoke to landscaper Matthew Berberich in May 2010, he said that he would not have chosen to plant salal or huckleberry where they would be in full sun, and that some of the 4" plugs were yellowing already. It looks like the Oregon Grape survived. Please plant nine more Oregon grape (or salal or huckleberry since it is fall now) with the same spacings as in the 5/20/10 photo. The Planting Plan from Westech suggested that plantings be done between October through November or February through April to ensure adequate rainfall, so now would be a good time to plant them. Most of the other items for LUP@9-@55R-2 are approved - fencing, wheel stops, ESA sign, the other planting area and trimming back (but not getting rid of) the blackberries. Two other items: Please confirm that you are not using pesticides or herbicides around the lagoon. A few pipes are being stored behind the existing maintenance building. Please remove; per condition #7 "materials shall not be stored behind (i.e. on the lagoon side of) the existing maintenance buildings." Please schedule another landscaping inspection after you have completed the native plantings and removed the stored pipes. After the landscaping is signed off, Fred can do the final inspection. We will get it done as soon as | can get someone there to do it. The fee has been paid, the permit has been ipsue but not picked up. There will have to be 6 months down time because of the State regulations for Nursing Homes and the limit they are allowed to spend for refiovations at one time. The work has proceeded partially through Phase III, but has had to go on hold dué fo this ruling. The project will pick up again probably in April 2011. Would it work better for you for us to pick the permit up anyway or just leave it there until we are ready to resume work on the building?. Basically no one will be working during this time on the actual building. Let us know which is better situation in the long run. We certainly don't want for you to have to go through plan review again. It has been disconnected enough already, so we don't want to complicate things any more. I made inquiry with Mr. Lyall Smith, Deputy State Fire Marshal, who is the primary inspector for this facility, and 1 was informed that the system in place is consistent with NFPA 101, which guides his agency’s authority with jurisdiction. The proposal was reviewed with the International Fire Code [I.F.C.] and International Mechanical Code [I.M.C.], 2006 Editions, and NFPA Codes 96, 54, and 17. The following constitutes this plan examiner’s findings and determinations based upon the plans of record submitted. This plan set has this plan examiner’s highlights and red ink markings thereon. Findings & Determinations: 1. Deferred submittals are found to include the fire protection system, exhaust duct framing specifications, wall and ceiling protection at the hood, and fire alarm system changes. 2. This proposal contain a provision for Type I commercial kitchen appliances. I.F.C. Section 904.11 requires that an approved fire suppression system (i.e. sprinklers) shall be provided for the protection of commercial-type food heat-processing equipment. Pre-engineered automatic wet-chemical suppression system shall be tested, listed, and labeled to Underwriter’s Lab Specification 300 system including NFPA 17A related requirements. Installation shall be to manufacturer’s specifications. Sprinkler protection shall be provided for the enclosed plenum spaces within the hood, above the filters and exhaust ducts for the Type I hood. 3. Per NFPA 54, all caster-mounted equipment served by LPG fuel are required to have a commercial grade [ANSI Z21.69/CSA 6.16] moveable gas connector. Said gas supply hose shall be NSF certified, having a smooth durable coating that is easy to clean and will not crack. The coating shall contain an embedded anti- microbial agent to help prevent the growth of harmful bacteria. 4. The plans excluded the wall/ceiling protection, and spacing for appliances on Sheet M-4. Wall protection shall meet or exceed the requirements of NFPA 96, Section 4.2. Shaft construction for the exhaust duct shall meet or exceed the requirements of the International Building Code, 2006 Edition 5. Plan submittals have been reviewed for the installation of commercial kitchen hood and exhaust. Also, the submittal does not include make-up air calculations. The plan set notes that makeup air is integral to the wall canopy hood “with front and back supply plenums” at Sheet M-1.0. The amount of make-up air supplied shall be approximately equal to the amount of exhaust air, which is noted as 2,250 cfm for the hood at EF1 [Type I hood], and 525 at EF2 [Type II hood] at Sheet M-1. 6. The makeup air shall not reduce the effectiveness of the exhaust system. Makeup air shall be provided by gravity, or mechanical means, or both. For mechanical makeup air systems, the exhaust and makeup air systems shall be electrically interlocked to insure that makeup air is provided whenever the exhaust system is in operation, but is to shut down with activation of the fire protection system. However, hood exhaust fan(s) shall continue to operate after the extinguishing system has been activated unless fan shutdown is required by a listed component of the ventilation system or by the design of the extinguishing system, per NFPA 96, Section 8.2.3.1 Makeup air temperature between the outside air and conditioned space shall not exceed 10 degrees Fahrenheit, unless the makeup air is part of the air conditioning system, or makeup air that does not decrease the comfort conditions of the Kitchen space. 7. Plan submittal for the installation of commercial kitchen hoods and appliances did not include wall/ceiling protection, thus, a required deferred submittal for this component. 8. A Class K fire extinguisher shall be installed in the commercial kitchen space, and a dry chemical fire extinguisher rated a minimum of 3-A:40-B:C shall be provided. 9. NFPA 96, Chapter 8.2.3.1, the operation of any extinguishing system shall automatically shut of all sources of fuel, heat, and make-up air to all equipment requiring protection by that extinguishing system, and Sheet M-1 notes that automatic equipment interlocks with the cooking appliance fuel, and/or electrical power shutoff shall be provided. The fuel and/or electrical power supply reset shall be manual at the electrical panel. 10. The hood exhaust fan shall not be required to start upon activation of the extinguishing system if the exhaust fan and all cooking equipment served by the fan have previously been shut down, per NFPA 96, Section 8.2.3. 11. The operation of any extinguishing system shall automatically signal any fire alarm signaling system serving the occupancy where such alarm system is present. Where electrical power is required to operate the extinguishing system, it shall be monitored by a supervisory alarm. 12. A City inspector shall inspect the installation for conformance with plan approvals, including witnessing of the installer’s testing of the protection system, and witnessing of the following tests: WAC 51-52-506 Washington St. Amendment to the International Mechanical Code: Section506 Commercial Kitchen Hood Ventilation System Ducts and Exhaust Equipment 506.3.3.1 Grease duct test. Prior to the use or concealment of any portion of a grease duct system, a leakage test shall be performed. Ducts shall be considered to be concealed where installed in shafts or covered by coatings or wraps that prevent the duct work from being visually inspected on all sides. The permit holder shall be responsible to provide the necessary equipment and perform the grease duct leakage test. A light test or an approved equivalent test method shall be performed to determine that all welded and brazed joints are liquid tight. A light test shall be performed by passing a lamp having a power rating of not less than 100 watts through the entire section of duct work to be tested. The lamp shall be open so as to emit light equally in all directions perpendicular to the duct walls. A test shall be performed for the entire duct system, including the hood-to-duct connection. The ductwork shall be permitted to be tested in sections, provided that every joint is tested. I.M.C. Section 507- Commercial Kitchen Hoods 507.16 Performance test. A performance test shall be conducted upon completion and before final approval of the installation of a ventilation system serving commercial cooking appliances. The test shall verify the rate of exhaust airflow required by Section 507.13 [Capacity of Hood based upon mounting type and minimum CFM per liner foot of hood], makeup airflow required by Section 508, and proper operation as specified in this chapter. The permit holder shall furnish the necessary test equipment and devices required to perform the tests. 507.16.1 Capture and containment test. The permit holder shall verify capture and containment performance of the exhaust system. This field test shall be conducted with all appliances under the hood at operating temperatures. Capture and containment shall be verified visually by observing smoke or steam produced by actual or simulated cooking, such as with smoke candles, smoke puffers, etc. The Washington State Fire Marshal, as AHJ for this facility, may require additional stipulations for this project. It is the recommendation of this consulting Fire Code Inspector to approve of the proposal subject to the terms outlined herein, subject to review by the Washington State Fire Marshal. 3.0 hours of time was logged for the review, and report for this proposal. Fire Chief, Consulting Fire Code Inspector, East Jefferson Fire & Resc DT: 25 February 2010 RE: BLDI10-TBD, Kah Tai Care Center Commercial Level Kitchen Remodel, 751 Kearney Street CC: Lyall Smith, Deputy State Fire Marshal Dana Fickheisen, Jefferson County Health Department Gordon Pomeroy, Fire Chief, East Jefferson Fire & Rescue This consulting fire code inspector is in receipt of the set of plans for the above-referenced proposal from your office for a commercial kitchen remodel in a single story Group I-2, with construction type V-A, and NFPA 13 automatic fire sprinkler system, and NFPA 72 automatic and manual fire alarm system. The proposal was reviewed with the International Fire Code [I.F.C.] and International Mechanical Code [I.M.C.], 2006 Editions, and NFPA Codes 96, 54, and 17. The following constitutes this plan examiner’s findings and determinations based upon the plans of record submitted. This plan set has this plan examiner’s highlights and red ink markings thereon. Findings & Determinations: 1. Deferred submittals are found to include the fire protection system, exhaust duct framing specifications, wall and ceiling protection at the hood, and fire alarm system changes. 2. This proposal contain a provision for Type I commercial kitchen appliances. I.F.C. Section 904.11 requires that an approved fire suppression system (i.e. sprinklers) shall be provided for the protection of commercial-type food heat-processing equipment. Pre-engineered automatic wet-chemical suppression system shall be tested, listed, and labeled to Underwriter’s Lab Specification 300 system including NFPA 17A related requirements. Installation shall be to manufacturer’s specifications. Sprinkler protection shall be provided for the enclosed plenum spaces within the hood, above the filters and exhaust ducts for the Type I hood. 3. Per NFPA 54, all caster-mounted equipment served by LPG fuel are required to have a commercial grade [ANSI Z21.69/CSA 6.16] moveable gas connector. Said gas supply hose shall be NSF certified, having a smooth durable coating that is easy to clean and will not crack. The coating shall contain an embedded anti- microbial agent to help prevent the growth of harmful bacteria. 4. The plans excluded the wall/ceiling protection, and spacing for appliances on Sheet M-4. Wall protection shall meet or exceed the requirements of NFPA 96, Section 4.2. Shaft construction for the exhaust duct shall meet or exceed the requirements of the International Building Code, 2006 Edition 5. Plan submittals have been reviewed for the installation of commercial kitchen hood and exhaust. Also, the submittal does not include make-up air calculations. The plan set notes that makeup air is integral to the wall canopy hood “with front and back supply plenums” at Sheet M-1.0. of. The amount of make-up air supplied shall be approximately equal to the amount of exhaust air, which is noted as 2,250 cfm for the hood at EF! [Type I hood], and 525 at EF2 [Type II hood] at Sheet M-1. 6. The makeup air shall not reduce the effectiveness of the exhaust system. Makeup air shall be provided by gravity, or mechanical means, or both. For mechanical makeup air systems, the exhaust and makeup air systems shall be electrically interlocked to insure that makeup air is provided whenever the exhaust system is in operation, but is to shut down with activation of the fire protection system. However, hood exhaust fan(s) shall continue to operate after the extinguishing system has been activated unless fan shutdown is required by a listed component of the ventilation system or by the design of the extinguishing system, per NFPA 96, Section 8.2.3.1 Makeup air temperature between the outside air and conditioned space shall not exceed 10 degrees Fahrenheit, unless the makeup air is part of the air conditioning system, or makeup air that does not decrease the comfort conditions of the Kitchen space. 7. Plan submittal for the installation of commercial kitchen hoods and appliances did not include wall/ceiling protection, thus, a required deferred submittal for this component. 8. A Class K fire extinguisher shall be installed in the commercial kitchen space, and a dry chemical fire extinguisher rated a minimum of 3-A:40-B:C shall be provided. 9. NFPA 96, Chapter 8.2.3.1, the operation of any extinguishing system shall automatically shut of all sources of fuel, heat, and make-up air to all equipment requiring protection by that extinguishing system, and Sheet M-1 notes that automatic equipment interlocks with the cooking appliance fuel, and/or electrical power shutoff shall be provided. The fuel and/or electrical power supply reset shall be manual at the electrical panel. 10. The hood exhaust fan shall not be required to start upon activation of the extinguishing system if the exhaust fan and all cooking equipment served by the fan have previously been shut down, per NFPA 96, Section 8.2.3. 11. The operation of any extinguishing system shall automatically signal any fire alarm signaling system serving the occupancy where such alarm system is present. Where electrical power is required to operate the extinguishing system, it shall be monitored by a supervisory alarm. 12. A City inspector shall inspect the installation for conformance with plan approvals, including witnessing of the installer’s testing of the protection system, and witnessing of the following tests: WAC 51-52-506 Washington St. Amendment to the International Mechanical Code: Section506 Commercial Kitchen Hood Ventilation System Ducts and Exhaust Equipment 506.3.3.1 Grease duct test. Prior to the use or concealment of any portion of a grease duct system, a leakage test shall be performed. Ducts shall be considered to be concealed where installed in shafts or covered by coatings or wraps that prevent the duct work from being visually inspected on all sides. The permit holder shall be responsible to provide the necessary equipment and perform the grease duct leakage test. A light test or an approved equivalent test method shall be performed to determine that all welded and brazed joints are liquid tight. A light test shall be performed by passing a lamp having a power rating of not less than 100 watts through the entire section of duct work to be tested. The lamp shall be open so as to emit light equally in all directions perpendicular to the duct walls. A test shall be performed for the entire duct system, including the hood-to-duct connection. The ductwork shall be permitted to be tested in sections, provided that every joint is tested. I.M.C. Section 507- Commercial Kitchen Hoods 507.16 Performance test. A performance test shall be conducted upon completion and before final approval of the installation of a ventilation system serving commercial cooking appliances. The test shall verify the rate of exhaust airflow required by Section 507.13 [Capacity of Hood based upon mounting type and minimum CFM per liner foot of hood], makeup airflow required by Section 508, and proper operation as specified in this chapter. The permit holder shall furnish the necessary test equipment and devices required to perform the tests. 507.16.1 Capture and containment test. The permit holder shall verify capture and containment performance of the exhaust system. This field test shall be conducted with all appliances under the hood at operating temperatures. Capture and containment shall be verified visually by observing smoke or steam produced by actual or simulated cooking, such as with smoke candles, smoke puffers, etc. The Washington State Fire Marshal, as AHJ for this facility, may require additional stipulations for this project. It is the recommendation of this consulting Fire Code Inspector to approve of the proposal subject to the terms outlined herein, subject to review by the Washington State Fire Marshal. 3.0 hours of time was logged for the review, and report for this proposal. All material and workmanship to meet or exceed best accepted local standards. Existing native vegetation around the lagoon shall not be disturbed. Do no grading, cutting or filling that alters or changes natural drainage patterns or topography. Do no dumping, filling or disposal of waste in these areas. Reduce the risk of erosion by directing run-off away from the shoreline edge. Plants are non-invasive and will not spread by rooting or seeding. Phants are native or naturalized and are not exotic. Apply no fertilizer that is not organic based. Use no pesticides or herbicides in conjunction wit this work. General contactor will remove asphalt and other debris from areas to be landscaped; landscape contractor is responsible for removing soil in planted areas at depths shown on plan and to haul off spoils. Have underground utilities located and marked prior to start of work. Install automatic underground sprinklers to water all landscape areas. Provide owner and landscape designer an irrigation plan prior to installation. System to use 6” pop-up type heads in all applications, be connected at meters with proper approved backflow devices and have blowout style winterization features. The system that will water areas on sheet L-1 will also feature a rain sensor. Topsoil to be screen garden mix as made by Vern’s Organic, Poulsbo, WA. Do not place topsoil in freezing weather or when site is in muddy condition. Plants to be of number 1 grade, conforming to AAN standards for nursery stock. Do not plant during excessively wet periods or in freezing weather. Plant pits for trees to be twice as wide as root ball or container and 6” deeper. Soak root balls which have dried. Broken or loose root balls will not be accepted. Planting mixture shall be equal part native soil from plant pit and specified soil amendment. Slash roots of root-bound container-grown plant material where necessary. Backfill plant pits half way and apply Agriform slow release fertilizer tablets; water in all plants: 21 gm 20-10-5 4 tablets Trees 21 gm 20-10-5 3 tablets Shrubs, 5 gallon, B&B 21 gm tablets 2 tablets Shrubs/Massing, 1&2 gallon 5 gm tablets 1 tablet Groundcovers, 4” pots Stake trees w/lodgepole pine stakes; use 12 gauge galvanized wire to secure trees and garden hose sections to protect tree trunks. Install sod in areas shown as ‘Lawn’, using standard accepted trade practices. Renovate or restore all other lawn areas by thatching and aerating as needed, fertilizing and over seeding, using best accepted trade practices. All disturbed lawn areas are to be reseeded. Install pressure treated 2x4 edging at edges of building foundations as shown; place weed barrier fabric and 4” depth washed rover rock mulch. Apply 3” fine bark mulch to planted areas. Finish grades in planted area to be 12” from top of pavement or top of curb. Sweep and wash site at completion of work. Use mechanical/power wash equipment in stockpile areas as needed. Maintenance is the responsibility of owner.
