The purpose of the site visit was to assess the geologic stability of the site including the criteria set forth in City of Port Townsend’s Environmentally Sensitive Areas (ESA) Ordinance, PTMC 19.05. Based on my inspection of the property and vicinity, and a review of readily available geologic information on the site, it is my opinion that the subject property is not a geologically hazardous area. Furthermore, development of the site will not increase the risk of instability on other sites in the area. GENERAL GEOLOGY Northwestern Washington has been occupied by continental glaciers at least four times during the Pleistocene Epoch (1.6 million to 10,000 years ago). During these glacial and accompanying interglacial periods, the underlying bedrock was deeply eroded. The Surficial Geologic Map of the Port Townsend 30- by 60-Minute Quadrangle, Puget Sound Region, Washington (Pessl, Dethier, Booth and Minard, 1989) indicates that the subject property is underlain by glacial till. Site observations on the subject property including hand dug test pits and auger holes, and observations of slopes in the vicinity of the subject property are consistent with the above- described mapping. The site is underlain by compact silty sand with some gravel from the surface to a depth of at least 4 feet that | interpret to be coarse grained slightly weathered glacial till. SPECIFIC SITE OBSERVATIONS The subject property consists of a plainer slope with a maximum steepness of 34 percent. The average slope on the site is approximately 20%. The slope is presently covered with a mix of trees and thick brush. The property is located on a northeast-facing slope. The top of the slope is located southwest of the subject property and is at an elevation of approximately 200 feet. The base of the slope is at an elevation of approximately 50 feet. The subject property elevation ranges between approximately 120 feet and 80 feet. Umitilla Street bounds the southwest side of the property. Soils underlying the site consist of silty sand with a trace to some gravel. No areas of wet soil or seeps were present on the subject property or within test holes dug and augured to a neal September 29, 2005 Lots 15 — 19, Block 28, Dundee Place, Port Townsend, WA Geology Evaluation depth of 4 feet on the site at the time of my site visit in September 2005 and no plants that indicate area of seasonal wet areas were observed on the site. No indications of slope instability are present on the slope or in the vicinity of the subject property. As per Port Townsend’s Code 19.05.100 B 1 through 6 the following classification criteria were evaluated to determine if the subject property is located in a geologically hazardous area. 19.05.100B1: Any area containing soil or soil complexes described or mapped within the United States Department of Agriculture/Soil Conservation Service Soil Survey for Jefferson County as having a severe to very severe erosion hazard potential. Soils underlying the site consist of silty sand with gravel and based on test pits and site observations are not prone to severe erosion potential. 19.05.100B2: Any area with slopes greater than 15 percent with impermeable soils (typically silt and clay) frequently interbedded with granular soils (predominantly sand and gravel); and springs or ground water seepage from perched water tables or potentially unstable slopes. The slope on the site is plainer and is approximately 34% at its steepest with the overall average slope on the order of 20%. However, no impermeable soils were noted in the test pits and auger holes excavated to a depth of 4 feet and no seeps, springs or perched water was noted anywhere on the slope or within the test holes. No indications of potentially unstable slopes were observed on the site or adjoining sites on the slope. Trees on the site are straight growing and no areas of convergent topography are present. _ 19.05.100B3: Any area potentially subject to mass movement due to a combination of geologic, topographic, hydrologic factors, but not limited to those areas mapped or described by the Soil Conservation Service, Washington State Department of Ecology, Department of Natural Resources or U.S. Geologic Service. The classification may be based on performance standards rather than mapping. No indications of mass wasting are apparent on the subject property or vicinity. Glacial till is typically stable due to its compact condition. The lack of perched water zones, relatively gentle slopes, and lack of convergent topography all indicate that the site and vicinity are stable. The Slope Stability Map of Northwestern Jefferson County (Gayer, 1976) indicates that the site and vicinity are steep slopes believed top be stable and the slopes below and above the area are stable gentle slopes. 19.05.100B4: Any area potentially unstable as a result of rapid stream incision, stream bank Stratum Group File: 9.14.05B 09/28/05 15:05 FAX 1 360 647 3744 STRATUM GRUUP Ud September 29, 2005 Lots 15 — 19, Block 28, Dundee Place, Port Townsend, WA Geology Evaluation erosion or undercutting by wave action. The subject property is not in an erosion area of any streams and is not in a shoreline area. Shallow ditches on either side of Umitilla Street on the slope show no indications of erosion and in fact show no evidence of surface water flow. 19.05.100B5: Any slope of 40 percent or steeper. The steepest slope on the subject site is approximately 34% or 20 degrees. This angle is well under the angle of repose for the soils encountered on the site. 19.05.100B6: Areas subject to severe risk of damage as a result of earthquakes, slope failure, settlemem, soil liquefaction or faulting. These areas are identified by the presence of poorly drained soils (greater than 50 percent silt and less than 35 percent coarse material) loose sand or gravel, peat, artificial fill and landslide materials or soils with a high organic content. The site is not underlain by potentially liquefiable soils and compact glacial till is not typically susceptible to earthquake induced mass movement. CONCLUSION AND RECOMMENDATIONS The subject property is not subject to landsliding or rapid erosion. Development of the site can be accomplished with typical foundation work. Roof gutters and the down spout system should either direct water into an approved storm water system or should be dispersed into the ground in a level spreader placed in such a manner as to avoid concentrating surface water discharge. While the structure is of somewhat uncustomary construction, due to its original intended purpose, it appears to be built with plywood screwed to 2x_ wood studs. Similar construction was used to construct the roof diaphram. A 4x6 or (2)2x6 mud sill shall be bolted to the foundation wall, as specified, and shall be attached to the (E) wood structure with Simpson A34/5 clips (2) per floor joist. The foundation forms shall be left in place to supplement the insulation required, allowing essentially an 8” concrete wall as specified. Avoid making final payment until you have received a lien release from suppliers and subcontractors. Risks and liabilities When hiring an unlicensed contractor and acting as your own contractor: 1. You are responsible for the medical and time loss costs of employees injured while working on your project. 2. You may be liable for all unpaid taxes. 3. Your homeowner’s insurance may not cover work done by an unlicensed contractor. 4. The law requires complete disclosure of all work that has been done on your home, if you resell. You may be required to do work over again that has been done without permits, or inspections. Non-disclosure can lead to civil action being taken against you. 5. You may be placing yourself and your family in a life-threatening situation, especially when hir- ing unlicensed people to install plumbing, elec- trical wiring, heating systems or wood stoves. 6. Suppliers can place a lien on your home for non-payment of materials by your contractor. 7. Unpaid workers can place a lien on your property. 8. Insurance protection Contractors are required to carry at least $20,000 in property damage insurance coverage and $100,000 in bodily injury or death insurance. The information line allows you to check whether commercial and resi-dential contractors are registered and properly bonded. Our staff can tell you if the contractor currently is registered, if action against the bond is pending, or if legal acton has been taken against the contractor’s bond in the past.
