To minimize erosion during construction, the developers are required to follow the Temporary Erosion and Sediment Control (TESC) Best Management Practices (BMPs) outlined in the construction Stormwater Polution Prevention Plan (SWPPP). It will be the contractor's responsibility to install and maintain the construction TESC BMPs throughout the construction project. The TESC measures are set forth in the Stormwater Drainage Plan prepared by engineering firm Northwest Territories Inc. (NTT). Regardless of the reason, if construction is suspended for more than 30 days, the developers will be required to install permanent Erosion and Sediment Control Best Management Practices on-site and within the City's rights-of-way as needed. Building construction actiivties on private property by contractors shall be limited to the period between 7:00 am and 6:00 pm Monday through Friday. Owner/builders and their friends may work on private dwellings and structures from 9:00 am to 7:00 pm on weekends and holidays as well, if neighbors do not complain about the noise. Any exceptions made necessary by special and unusual circumstances must be approved in advance by the DSD director. b. Construction access shall be the same as the final driveway access and fire lanes. c. To mitiate disposal of vegetative material, the developers shall grind and distribute it on-site. d. During construction, the Developer shall adhere to all conditions as set forth in the associated SEPA MDNS and the final PUD approval regarding earth disturbance during drier weather, disposal of construction debris, emergency spill and cleanup procedures, equipment muffling, underground placement of utilities and discovery of archeological resources. A copy of the SEPA MDNS and the final PUD approval shall be given to and read by all project contractors and sub-contractors, and posted on-site in a waterproof container or bag. e. Prior to clearing and grading within each Phase, the Developer shall submit for City review and approval a clearing, grading and vegetation retention plan that complies with the SEPA MDNS and the conditions of final PUD approval. Said plan shall demonstrate compliance with the City's Engineering Design Standards and the Department of Ecology Stormwater Maintenance Manual (DOE SWMM) for clearing, grading and erosion control measures. The plan shall be coordinated with the final landscaping plan for each phase. f. The PTEV is responsible for repair and restoration of any damage to existing city or privately maintained street to an "as good as or better than" condition. Will any trees be removed? 2. What is the total amount of impervious surface on Parcel A with the residence on RS#12? We need something like what was submitted on the plans for the first residence on RS#4, which included a section listing the total amount of Lot Area for the Parcel, all of the existing building footprints and total lot coverage and percentage including the new residence. 3. The building permit was submitted without the agreed to building permit addendum, as Richard was not aware of the requirement to do so. At the counter, we copied the one from RS# 4 and revised it as needed.
