Grading during the wet _ season in areas where soils are subject to erosion and/or have low permeability can lead to sediment discharges to stormwater systems, streams and other water bodies. However, soils underlying the subject property including the area where the proposed garage is to be located are well drained sand and gravel. The soils are non-stratified, loosely compacted, and well drained. The soils are ice-wasting deposits from the melting of remnant glacial ice approximately 13,000 years ago. No perched water or impermeable layers are present on the shoreline bluff. I visited the proposed garage site in late January 2011 and noted that all of the proposed garage area has been used as a construction lay down area for work on the residence. No areas of run off were present on the site or within the garage or any other areas on the property and soils were well drained with no indications of saturation present. The weather during the previous week had been very wet and it was raining at the time of my site visit. Based on the soils underlying the site and my observations of bluff conditions and surface conditions at numerous times on the subject property including during a period of extended very wet weather, it is my opinion that clearing the area for the proposed garage during the wet season will not generate erosion or run off from the cleared area due to the very well drained sandy and gravelly soils underlying the proposed garage site. In addition, the added recharge to subsurface water will not increase the risk of slope failures on the bluff as the soils are free draining and no strata are present on the bluff face that cause perching of ground water at the subject property. The added infiltration from grading this area will have minimal impact as the area in question has no tree cover at this time. No additional protections from surface water run off will be required for the garage site as all rain water is anticipated to infiltrate into the ground. Best management practices to prevent soil from being tracked from the cleared area to the paved street should be followed. These should include: Knocking off excess soils adhered to tires and under carriages of vehicles that enter and exit the site and minimize the use of the cleared area by vehicles that enter and exit the site. Maintain the existing rock quarry spall entrance to the site so that soil tracking onto the street surface is minimized. Stratum Group appreciates the opportunity to be of service to you. We discussed the outstanding items on the building permit inspection card. All are related to securing soils on-site. Since the erosion control is directly linked to the final landscaping plan, Alex had asked me to inspect before signing off. The SEPA states: PRIOR TO ISSUANCE OF OCCUPANCY PERMIT/FINAL INSPECTION 1. An occupancy permit/final inspection shall only be granted upon a finding by the DSD Director that the construction has adhered to the conditions of this SEPA MDNS, stormwater plan and city issued permits (i.e., building, minor improvement permit/street development permit, and shoreline substantial development permit exemption) and that plantings have been installed per the approved landscape plan. The Landscaping has not been installed. Frank is interviewing landscapers this week. I told Frank we would likely be able to work with him on a plan that allows him to move in while he works on getting the landscaping completed since: 1) We have a security bond that covers landscape success. (Sam, please confirm that is correct) 2) Most of the landscaping is for areas that are currently lawn or invasive species - so erosion is not the issue. Here's what I was thinking for Next Steps: 1) Temporarily secure soils on-site for Alex's review and approval 2) Show proof that he has retained a landscaper and submit a schedule of installation (Phase I: Disturbed areas Phase II: Replacing lawn and invasive with natives) 3) Given that we have the security in place - I think we could allow him to move in at this point with a Temporary Occupancy?? Preparation by a Qualified Professional. A critical areas report for a geologically hazardous area shall be prepared by an engineer or geologist, licensed in the state of Washington, with experience analyzing geologic, hydrologic, and ground water flow systems, and who has experience preparing reports for the relevant type of hazard. City of Shoreline 20.80.110 Critical areas reports required. If uses, activities or developments are proposed within critical areas or their buffers, an applicant shall provide site-specific information and analysis as determined by the City. The site-specific information must be obtained by expert investigation and analysis. This provision is not intended to expand or limit an applicant’s other obligations under WAC 197-11-100. Such site-specific reviews shall be performed by qualified professionals, as defined by SMC 20.20.042, who are approved by the City or under contract to the City.
