Pomeroy, Fire Chief, East Jefferson Fire & Rescue I am in receipt of the set of plans for the above-referenced proposal from your office, and I have reviewed the proposal with the International Fire Code [I.F.C.], 2006 Edition and Washington State Amendments, and City of Port Townsend Ordinance 2947. The following constitutes this plan examiner’s findings and determinations based upon the plans of record submitted. Findings & Determinations: 1. The proposal was reviewed as an 880 square foot addition to an existing 1220 square foot one-story structure for a total of 2,080 square feet of fire area with a Group F-1 occupancy designation, with a proposed Type V-B construction classification, which is adjacent to an existing Type V-B structure. 2. Addressing for the proposal shall be consistent with City of Port Townsend Municipal Code standard for size, and be in a position as to be plainly visible and legible from the road fronting the property. Said numbers shall contrast with their background [I.F.C. Section 505]. 3. Key box access to or within the subject structure for emergency services delivery is required to be installed at the main entry, to contain key(s) to gain necessary access to the structure in its entirety [I.F.C. 506]. The proponent shall contact the administrative office of East Jefferson Fire & Rescue at 20 Seton Road, Port Townsend, 360-385-2626, to obtain the proper key-box application forms and installation criteria. 4. Road access from 8th Street provided for this proposal is found to be consistent with Section 503 and Appendix D fire apparatus access road design standards, for gravel surface. 5. Access to building openings is found to be consistent with the I.F.C. Section 504 which requires an approved access walkway leading from fire apparatus access road to exterior openings. 6. An automatic fire suppression system (sprinklers) is not required for this facility under the provisions of Section 913.2.4 of the I.F.C. 7. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10, which requires a minimum 4-A:40-B:C minimum rated fire extinguisher at the exit[s]. 9. Code required fire flow is a minimum of 1,500 gpm from one fire hydrant. The fire hydrant at 8th Street is sufficient for fire flow, proximity and duration and thus meets the requirements of I-F.C. Appendices B & C. There will not be a new fire hydrant requirement. As we discussed, EJFR does not require a Knox Box for the new shop addition as the locking devices are interior with no exterior access. The installation of a Knox box on the new workshop addition would be less that optimal for the fire department to utilize. Your complex does have a large metal building associated with your operation and the utilization of a Knox box for this building would be beneficial to the fire department. The same key vault can be utilized for the associated out buildings. | would recommend a commercial Knox box that would house the keys to the main boat shop and the out buildings associated with your business. This would be box model # 3200. | would also recommend that the Knox box be located on the address face of the large metal building. Washington state law requires all contractors to be registered. General contractors must maintain a $6,000 bond and specialty contractors must maintain a $4,000 bond. (Specialty contractors are those who participate in no more than two trades and do not subcontract work to other contractors.) It is against state law for any contractor to submit bids or perform any contracting work without being registered with the Department of Labor and Industries. It also is illegal for contractors to advertise without including their 12-character contractor registration number in the advertisement. Consumer protection The contractor registration law exists to protect consumers from incompetent and/or fraudulent contractors. Requiring contractors to be bonded gives consumers some financial protection against unsatisfactory or incomplete work. Dissatisfied consumers may take civil action to obtain restitution by taking action against a contractor’s bond in Superior Court. The law also requires contractors to carry insurance for property damage and public liability. It also ensures that contractors have a current Unified Business Identifier (UB]) Account Number and Federal Employer Account Number. Any correspondence you send to a contractor should clearly state that bids will not be accepted unless the contractor provides a valid registration number. . ae While the law does not guarantee perfect. . performance, it improves the likelihood that the contractor does competent work. Registration penalties A maximum $3,000 fine and a misde- meanor infraction can be levied against any con- tractor who performs work or submits a bid with- out being registered with Labor and Industries. 12 tips to remember po h e Make sure your contractor is properly registered. ae Be wary of contractors who ask you to pick up the building permit. 3. Plan your project carefully, including detailed plans, if necessary. 4. Try to get at least three written bids on each job. 5. Ask contractors for references. 6. Ask what inconveniences might arise. 7. Obtain a written contract. 8. Make sure you understand the terms before you sign anything. 9. Be cautious about paying for work not yet completed. 10. Put all change orders in writing. 11. Make frequent inspections and consult your local building department. 12. Avoid making final payment until you have received a lien release from suppliers and subcontractors. Risks and liabilities When hiring an unlicensed contractor and acting as your own contractor: 1. You are responsible for the medical and time loss costs of employees injured while working on your project. 2. You may be liable for all unpaid taxes. 3. Your homeowner’s insurance may not cover work done by an unlicensed contractor. 4. The law requires complete disclosure of all work that has been done on your home, if you resell. You may be required to do work over again that has been done without permits, or inspections. Non-disclosure can lead to civil action being taken against you. 5. You may be placing yourself and your family in a life-threatening situation, especially when hir- ing unlicensed people to install plumbing, elec- trical wiring, heating systems or wood stoves. 6. Suppliers can place a lien on your home for non-payment of materials by your contractor. 7. Unpaid workers can place a lien on your property. 8. When problems arise, your only recourse is a lengthy and costly civil action — if there are any assets of value to attach, and if you can find the contractor. Insurance protection Contractors are required to carry at least $20,000 in property damage insurance coverage and $100,000 in bodily injury or death insurance. You are encouraged to verify the contractor’s insurance coverage with his or her agent, as the department's records may not reflect current coverage.
