The applicant, Washington State Parks, proposes to undertake the improvements described above within a mapped critical area within the City of Port Townsend. Specifically, the site or portions thereof is mapped: X Aquifer Recharge _ Frequently Flooded X Seismic Hazard The regulations for aquifer recharge areas are intended to provide protection measures to effectively maintain the quality of ground water by prevention of contamination so if needed in the future, ground water may be used for agricultural or landscaping uses or as a potable (drinking) water source. Regulations are designed to protect the public health and safety, prevent degradation of ground water now, and for potentially usable potable water, and to provide for regulations that prevent and control risks to the degradation of ground water quality and quantity. The regulations for seismic hazard areas are intended to maintain the natural integrity of hazardous areas and their buffers in order to protect adjacent lands from the impacts of landslides, mudslides, subsidence, excessive erosion and seismic events, and to safeguard the public from these threats to life or property. Pursuant to Section 19.05.040 E(1)(j) of the Port Townsend Municipal Code, the director may waive compliance with the application requirements and delineations requirements of this section and compliance with the performance standards for development contained \\cityhall\home\johnm\Critical Areas\ESA\LUP 10-052, State Parks Comfort Station.doc Revised 6-9-09 Page 2 in PTMC 19.05.060 for development proposals which contain only aquifer recharge areas, frequently flooded areas or seismic hazard areas. Ss The director finds that the performance standards provided for in the individual critical area regulations for Aquifer Recharge and Seismic Hazard areas are met and no purpose established under this chapter would be furthered by requiring compliance with application requirements or the performance standards for development. Conditions L All development shall be in substantial conformance with the development plans submitted. There shall be no further expansions to or addition of any structures/impervious surfaces without prior review for conformance with the Critical Areas Ordinance codified in Chapter 19.05 of the Port Townsend Municipal Code and any other applicable laws and ordinances. All development subject to the provisions of this chapter shall comply with the 2005 Department of Ecology Stormwater Management Manual for Western Washington (SWMM-WW (2005)), city engineering design standards manual, city stormwater master plan, and adopted drainage basin plans. . A building permit for the Comfort Station replacement project shall be applied for and obtained from the City of Port Townsend Development Services Department. Standards for development of structures and improvements in seismic hazard areas shall be in accordance with the provisions of building and construction codes as currently adopted by the city. No additional setback or other requirements are necessary to regulate structural design. According to the Washington State Department of Archeology and Historic Preservation (DAHP), the project site is within archaeological site 45JE212. If any ground disturbing activities will take place below one meter (approximately 3 feet), the construction must be monitored by a professional archaeologist. Agricultural and landscaping activities, specifically use of fertilizers, herbicides and pesticides in highly susceptible areas, shall be controlled through state water quality standards. If underground or above ground hazardous substance and/or petroleum storage facilities are proposed or added in future, said facilities shall comply with the performance standards for development in aquifer recharge areas as codified in Section 19.05.070 PTMC. Applicants shall also consider the guidance set forth in Chapter 5 of the Low Impact Development Technical Guidance Manual for the Puget Sound (2004) for recommendations concerning the protection of native soils and vegetation, and retention of hydrologic function, during clearing and grading for development proposals. All regulated development shall be consistent with the Department of Ecology’s Page 3 standards for construction and installation, including stormwater management. Stormwater runoff will be controlled and treated using BMPs and facility design standards as defined in PTMC Title 16. Areas less than 5% of the building footprint for footprints over 100,000 ft”. 1513.3 Daylight Zone Control: All daylighted zones, as defined in Chapter 2, both under overhead glazing and adjacent to vertical glazing, shall be provided with individual controls, or daylight- or occupant-sensing automatic controls, which control the lights independent of general area lighting. Contiguous daylight zones adjacent to vertical glazing are allowed to be controlled by a single controlling device provided that they do not include zones facing more than two adjacent cardinal orientations (i.e. north, east, south, west). Daylight zones under overhead glazing more than 15 feet from the perimeter shall be controlled separately from daylight zones adjacent to vertical glazing. EXCEPTION: Daylight spaces enclosed by walls or ceiling height partitions and containing 2 or fewer light fixtures are not required to have a separate switch for general area lighting. 1513.4 Display, Exhibition and Specialty Lighting Controls: All display, exhibition or specialty lighting shall be controlled independently of general area lighting. 1513.5 Automatic Shut-off Controls, Exterior: Lighting for all exterior applications shall have automatic controls capable of turning off exterior lighting when sufficient daylight is available or when the lighting is not required during nighttime hours. Lighting not designated for dusk-to-dawn operation shall be controlled by either: a. A combination of a photosensor and a time switch; or b. An astronomical time switch. Lighting designated for dusk-to-dawn operation shall be controlled by an astronomical time switch or photosensor. All time switches shall be capable of retaining programming and the time setting during loss of power for a period of at least 10 hours. EXCEPTION: Lighting for covered vehicle entrances or exits from buildings or parking structures where required for safety, security, or eye adaptation. 1513.6 Automatic Shut-Off Controls, Interior: Buildings greater than 5,000 ft? and all school classrooms shall be equipped with separate automatic controls to shut off the lighting during unoccupied hours. Within these buildings, all office areas less than 300 ft® enclosed by walls or ceiling- height partitions, and all meeting and conference rooms, and all school classrooms, shall be equipped with occupancy sensors that comply with Section 1513.6.1. For other spaces, automatic controls may be an occupancy sensor, time switch or other device capable of automatically shutting off lighting. EXCEPTIONS: 1. Areas that must be continuously illuminated (e.g., 24-hour convenience stores), or illuminated in a manner requiring manual operation of the lighting. 2. Emergency lighting systems. 3. Switching for industrial or manufacturing process facilities as may be required for production. 4. Hospitals and laboratory spaces. 5. Areas in which medical or dental tasks are performed are exempt from the occupancy sensor requirement. 1513.6.1 Occupancy Sensors: Occupancy sensors shall be capable of automatically turning off all the lights in an area, no more than 30 minutes after the area has been vacated. Light fixtures controlled by occupancy sensors shall have a wall-mounted, manual switch capable of turning off lights when the space is occupied. EXCEPTION: Occupancy sensors in stairwells are allowed to have two step lighting (high-light and low- light) provided the control fails in the high-light position. 1513.6.2 Automatic Time Switches: Automatic time switches shall have a minimum 7 day clock and be capable of being set for 7 different day types per week and incorporate an automatic holiday "shut-off" feature, which turns off all loads for at least 24 hours and then resumes normally scheduled operations. Automatic time switches shall also have program back-up capabilities, which prevent the loss of program and time settings for at least 10 hours, if power is interrupted. Automatic time switches shall incorporate an over-ride switching device which: ‘ a. is readily accessible; b. is located so that a person using the device can see the lights or the areas controlled by the switch, or so that the area being illuminated is annunciated; c. is manually operated; d. allows the lighting to remain on for no more than 2 hours when an over-ride is initiated; and e. controls an area not exceeding 5,000 ft? or 5% of the building footprint for footprints over 100,000 ft?, whichever is greater. 1513.7 Commissioning Requirements: For lighting controls which include daylight or occupant sensing automatic controls, automatic shut-off controls, occupancy sensors, or automatic time switches, the lighting controls shall be tested to ensure that control devices, components, equipment and systems are calibrated, adjusted and operate in accordance with approved plans and specifications. Sequences of operation shall be functionally tested to ensure they operate in accordance with approved plans and specifications. A complete report of test procedures and results shall be prepared and filed with the owner. Drawing notes shall require commissioning in accordance with this paragraph. 1514 Exit Signs: Exit signs shall have an input power demand of 5 Watts or less per sign. Motors - General Requirements 1511 Electric Motors: All permanently wired polyphase motors of 1 hp or more, which are not part of an HVAC system, shall comply with Section 1437. EXCEPTIONS: 1.
