Supply piping for standpipes is found to be sized for the minimum flow rate for a NFPA 303 Class I systcm. 2. B._Fire department connection [FDC 1. The fire department connection shall be equipped with a single 4-inch Storz Brand fire department inlet connection to a 45-degree transition [or Storz Brand transition] to the vertical piping at the approved gangway location. The FDC on the float is to be omitted, as East Jefferson Fire & Rescue does not require that FDC. a. The FDC shall be provided a six-inch circumferential red color reflective stripe for identification during night hours, as approved by the Assistant Fire Chief of Operations, East Jefferson Fire & Rescue, and; C. Portable Fire Extinguishers 1. Placement of portable fire extinguishers shall be in accordance with Chapter 5 of NFPA 10, Standard for Portable Fire Extinguishers: a. Extinguishers listed for Class A, Class B, and Class C fires shall be installed at the pier/land intersection on a pier that exceeds 25 ft. in length. b. Additional fire extinguishers shall be placed such that the maximum travel distance to an extinguisher does not exceed 75 ft . 2. They were shipped to the job site via truck transport and placed in the water for assembly to the layout as shown on the project drawings using the materials as specified. All pilings were inspected by PND at the fabricators for compliance with material, coating and welding requirements. All piling were driven per plans and specifications in locations shown on drawings. With the exception of pile A1-2, ( one foot short of full length, where it reached refusal) all piling were driven full length to a cut off level of +17 feet MHHW. The two structural piles were driven and tested for load capacity which criteria they met. The potable water system and fire systems were constructed of specified materials per plans and specifications. Material submittals were approved by PND. The fire system was inspected and approved by the Fire Marshall. The potable water system was inspected and approved by the Port of Port Townsend to meet its pressure and flow needs. The water for the potable water has been submitted for testing which results will be received tomorrow. All safety equipment, Fire Extinguishers, Life Rings and Ladders were furnished per specifications and installed per plans. These Items were inspected by the City on Wednesday February 16" and approved. The electrical system was installed as plans per plans and specifications, all materials were per submittals supplied to PND and approved, with the exception the PVC chases which were replaced with treated plywood chases. This change was approved by PND and the Electrical Engineer and approved by the Port. The up-shore facilities were constructed basically per plans and specification but there were several location changes required to too Utility Agencies requirements and match exiting elevations. These changes will be shown on the “as built” drawings which will be submitted on completion of all work. This letter is being submitted for use with our request for a conditional use letter to submit to the City for their issuance of a City conditional use permit for occupancy for the large fishing derby starting this weekend and to move some vessels back to relieve the congestion at the Hudson Point Marina. PND takes no exception to the proposed pull test procedure. We understand you witnessed the pile test for the Port of Port Townsend. The pile tension test exceeded the pile bearing loads with skin friction only. The end bearing capacity of the pile will provide even more pile capacity. PND Engineers 811 First Avenue, Suite 570 Seattle, Washington 98104 Dear Jon, Following is an explanation for our confidence in the installation of the two Approach Pier piling. First of all, since the piling were driven with a vibro, we observed the driving advancement of the piling but know of no formula to be able to determine final capacity of the piling. That said we do have experience driving piling with a vibro and then removing or testing on them by pulling. Jack Jones, Tike Hillman, and our operator, Mike Starkey, all stated that the piling slowed appreciably during installation during the last approximate 10’ of embedment. At this point, most all of the weight of the vibro was on the piling with just enough held by the crane to keep everything plumb (< 1000 Ibs). From the way the piling advanced we are confident that the capacity of the piling is over the 50 kips. Secondly, some of the float piling from the old marina were extracted by pulling. These piling were imbedded between 15” to 20’ in the mud. They were pulled with 40,000 — 70,000 Ibs of uplift. This bolsters our confidence in the capacity of the pier piling, as their embedment is twice as great. Last, we did do an actual pull test on the pier piling. Our methodology was as follows: e (CMC set up a laser to shoot a beam on the piling to be a reference point. e CMC marked a line corresponding to the laser point on the piling. Since the laser mark was independent of the piling mark this allowed any movement of the piling to be observed readily by those in attendance. e CMC rigged the piling to be lifted by torching two holes 180° opposite of each other on the top of the piling. From these two holes we shackled two matched straps which were hanging on either side of our two hook main block. The significance of this was to allow the lift force of the crane to be transmitted directly to the piling vertical so the piling would not bind sideways, producing a false reading of the vertical capacity of the piling. 12935 Similk Bay Road « Anacortes, WA 98221-9306 Office: (360) 293-5684 * FAX: (360) 293-7609 * email: cmc@wavecable.com I, then, had the crane operator begin lifting on the piling. Tike, Jack Jones, and I were all actively viewing the two marks on the piling looking for any movement between the two points. The operator was instructed to lift in 5,000 lb increments and hold at these points. He would lift, wait for the crane scales to settle, and then report that he had reached the desired load. The load cell used was a Cranesmart 5.203. The scales had been tested against certified scales used by Crane Consultants, Inc. and found to be within 1% of their scales. This was done during their annual inspection of 8/5/10. Along with their load cell we routinely lift known weights and have observed that the crane scales are working well. The final lift we made on each piling was to 22,000 lbs, which we timed to hold for 2 minutes. During this time, neither Jack, Tike, nor I noticed any movement relative the laser and the piling. Along with our test with the laser, the operator, Mike Starkey, noticed no appreciable drop in the crane scale loading. I believe our methodology sound and am confident that these pier piling are to the 50 kips vertical capacity. Please call with any questions. Fire Protection System 1. Supply piping for standpipes is found to be sized for the minimum flow rate for a NFPA 303 Class I system. 2. The fire protection standpipe system is found to be consistent with NFPA 303 Fire Protection Standard for Marinas and Boatyards, and NFPA 14, Standard for the Installation of Standpipe and Hose Systems a. All standpipe risers shall be provided nylon caps to protect threads from corrosion and allow for ease of removal, and; b. All standpipe risers shall be provided a six-inch circumferential reflective stripe for identification during night hours, as approved by the Assistant Fire Chief of Operations, East Jefferson Fire & Rescue. B._Fire department connection [FDC 1. The fire department connection shall be equipped with a single 4-inch Storz Brand fire department inlet connection to a 45-degree transition [or Storz Brand transition] to the vertical piping at the approved gangway location. The FDC on the float is to be omitted, as East Jefferson Fire & Rescue does not require that FDC. a. The FDC shall be provided a six-inch circumferential red color reflective stripe for identification during night hours, as approved by the Assistant Fire Chief of Operations, East Jefferson Fire & Rescue, and; C. Portable Fire Extinguishers 1. Placement of portable fire extinguishers shall be in accordance with Chapter 5 of NFPA 10, Standard for Portable Fire Extinguishers: a. Extinguishers listed for Class A, Class B, and Class C fires shall be installed at the pier/land intersection on a pier that exceeds 25 ft. in length. b. Additional fire extinguishers shall be placed such that the maximum travel distance to an extinguisher does not exceed 75 ft . 2. All fire extinguisl hall be maintained in accordance with N____10 and are the responsibility of the owner. D._ Transmittal of Fire Emergency 1. The facility shall have a means to notify JeffCom E911 rapidly in the event of an emergency. 2. Any telephone installation shall meet the following criteria: a. The telephone shall be available for use at all times. b. Use of the telephone for emergency notification shall not require the use of a coin. c. The street address of the facility and the emergency telephone number(s) shall be displayed prominently on a sign at the telephone. E. The proposal is subject to “Fire Safety During Construction and Demolition” of Chapter 14, I.F.C. including no smoking on the floats, and access to fire extinguishers. G. Maintenance. 1. All sprinkler systems, standpipe systems, water supply facilities, and fire pumps shall be maintained in accordance with NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems. The problem was reviewed with the design engineer PND and it was their thought that additional floatation on the finger float side would correct the problem. The floatation was added as they designed and specified and provided for in the specifications. The addition of the floatation only partially corrected the problem and it was then concluded that ballast would be needed on the side opposite of the main float from finger floats to obtain the leveling of the system. The amount of ballast required was determined by experimentation by filling garbage cans with water. The estimated ballast for A-1 was approximately 3500 Ibs and B-1 3700 Ibs. The ballast material used is steel billets weighing 50 to 55 Ibs painted with epoxy paint. They are distributed along the float placed on the top of the floatation tubs under the decking which provides a safe location but accessible if adjustment is required in the future. Also, it should be noted for the file that approximately 700 Ibs of ballast was used in the headwalk for leveling in locations as required. Myron W. PNO Engineers Dear Jon: Per your request for verification that the project was constructed per plans and specifications I respectfully submit the following: The Floats were assembled by Matheus Lumber from materials as specified and inspected by PND for compliance. They were shipped to the job site via truck transport and placed in the water for assembly to the layout as shown on the project drawings using the materials as specified. All pilings were inspected by PND at the fabricators for compliance with material, coating and welding requirements. All piling were driven per plans and specifications in locations shown on drawings. With the exception of pile A1-2, ( one foot short of full length, where it reached refusal) all piling were driven full length to a cut off level of +17 feet MHHW. The two structural piles were driven and tested for load capacity which criteria they met. The potable water system and fire systems were constructed of specified materials per plans and specifications, Material submittals were approved by PND. The fire system was inspected and approved by the Fire Marshall. The potable water system was inspected and approved by the Port of Port Townsend to meet its pressure and flow needs. The water for the potable water has been submitted for testing which results will be received tomorrow. All safety equipment, Fire Extinguishers, Life Rings and Ladders were furnished per specifications and installed per plans. These Items were inspected by the City on Wednesday February 16” and approved. The electrical system was installed as plans per plans and specifications, all materials were per submittals supplied to PND and approved, with the exception the PVC chases which were replaced with treated plywood chases. This change was approved by PND and the Electrical Engineer and approved by the Port. The up-shore facilities were constructed basically per plans and specification but there were several location changes required to too Utility Agencies requirements and match exiting elevations. These changes will be shown on the “as built” drawings which will be submitted on completion of all work. This letter is being submitted for use with our request for a conditional use letter to submit to the City for their issuance of a City conditional use permit for occupancy for the large fishing derby starting this weekend and to move some vessels back to relieve the congestion at the Hudson Point Marina. PIER. A structure built over the water, supported by pillars or piles, and used as a landing place, pleasure pavilion or similar purpose. VESSEL. A motorized watercraft, other than a seaplane on the water, used or capable of being used as a means of transporta- tion. Nontransportation vessels, such as houseboats and boathouses, are included in this definition. WHARE. A structure or bulkhead constructed of wood, stone, concrete or similar material built at the shore of a harbor, lake or river for vessels to lie alongside of, and to anchor piers or floats. SECTION 4503 GENERAL PRECAUTIONS 4503.1 Combustible debris. Combustible debris and rubbish shall not be deposited or accumulated on land beneath marina structures, piers or wharves. 4503.2 Sources of ignition. Open-flame devices used for lighting or decoration on the exterior of a vessel, float, pier or wharf shall be approved. 4503.3 Flammable or combustible liquid spills. Spills of flammable or combustible liquids at or upon the water shall be reported immediately to the fire department or jurisdictional authorities. 2009 INTERNATIONAL FIRE CODE® 4503.4 Rubbish containers. Metal containers with tight-fit- ting or self-closing lids shall be provided for the temporary storage of combustible trash or rubbish. 4503.5 Electrical equipment. Electrical equipment shall be installed and used in accordance with its listing, Section 605 and Chapter 5 of NFPA 303 as required for wet, damp and haz- ardous locations. 4503.6 Berthing and storage. Berthing and storage shall be in accordance with Chapter 7 of NFPA 303. 4503.7 Slip identification. Slips and mooring spaces shall be individually identified by an approved numeric or alphabetic designator. Space designators shall be posted at the space. Signs indicating the space designators located on finger piers nd floats shall be posted at the base of all piers, finger piers, oats and finger floats. SECTION 4504 FIRE PROTECTION EQUIPMENT 4504.1 General. Piers, marinas and wharves with facilities for mooring or servicing five or more vessels, and marine motor fuel-dispensing facilities shall be equipped with fire protection equipment in accordance with Sections 4504.2 through 4504.6. ipes. Such roads and water systems shall be provided and maintained in accordance with Sections 503.2 and 508. 4504.4 Portable fire extinguishers. One portable fire extin- uisher of the ordinary (moderate) hazard type shall be pro- ided at each required standpipe hose connection. Additional ortable fire extinguishers, suitable for the hazards involved, hall be provided and maintained in accordance with Section 906. 4504.5 Communications. A telephone not requiring a coin to operate or other approved, clearly identified means to notify the fire department shall be provided on the site in a location approved by the fire code official. 4504.6 Emergency operations staging areas. Space shall be provided on all float systems for the staging of emergency equipment. Emergency operation staging areas shall provide a 401 4504.7 Smoke and heat vents. Approved automatic smoke and heat vents shall be provided in covered boat moorage areas exceeding 2,500 sq. ft. (232 m/) in area, excluding roof overhangs. Exception: Smoke and heat vents are not required in areas protected by automatic sprinklers. 4504.7.1 Design and installation. Where smoke and heat vents are required they shall be installed near the roof peak, evenly distributed and arranged so that at least one vent is over each covered berth. The effective vent area shall be calculated using a ratio of one square foot of vent to every fifteen square feet of covered berth area (1:15). Each vent shall provide a minimum opening size of 4 ft. x 4 ft. 4504.7.1.1 Smoke and heat vents. Smoke and heat vents shall operate automatically by actuation of a heat- responsive device rated at between 100°F (56°C) above ambient. Exception: Gravity-operated drop out vents. 4504.7.1.2 Gravity-operated drop out vents. Gravity- operated drop out vents shall fully open within 5 minutes after the vent cavity is exposed to a simulated fire represented by a time-temperature gradient that reaches an air temperature of 500°F (260°C) within 5 minutes. 4504.8 Draft curtains. Draft curtains shall be provided in covered boat moorage areas exceeding 2,500 sq. ft. (232 m’) in area, excluding roof overhangs. Exception: Draft curtains are not required in areas protected by automatic sprinklers. 4504.8.1 Draft curtain construction. Draft curtains shall be constructed of sheet metal, gypsum board or other approved materials that provide equivalent performance to resist the passage of smoke. Joints and connections shall be smoke tight. 4504.8.2 Draft curtain location and depth. The maximum area protected by draft curtains shall not exceed 2,000 sq. ft. (186 m”) or two slips or berths, whichever is smaller. Draft curtains shall not extend past the piling line.
