According to Butch Jensen, Construction Manager, Kah Tai is already using the biggest dumpster that can be used by the City sanitation service, but the compactor is needed as trash is only picked up five days a week. During the weekend trash overflows, creating sanitary problems. We discussed considering the addition of the compactor a change “which the Administrator determines are not substantive, do not require approval of a revision” per SMP Permit Revision section 10.18.1. The scope of work through BLD 10-088 includes: 1) Concrete pad and apron Most of the area is already asphalted. But due to the weight of the compactor, the applicants have proposed the installation of a concrete pad measuring 22’ x 14’ (see attached site plan) for the RJ-88 SC model (see attached specs). In addition, they propose pouring a new concrete apron measuring approximately 200 square feet next to the pad so the refuse truck could back up to the “Doghouse” portion of the compactor. 2) Fencing The DSD Director has determined that the compactor needs to be screened from all public views, including the south side (Lawrence Street right of way). For the portion of the fence to be built on the west (lagoon) side, the Director has determined that it needs to be a solid wood fence. Solid wood will help “deaden” any sound of the compactor. For the portion of the fence to be built on the south (Lawrence Street) side, due to the difference in grade the Director will allow this gate portion to be chain-link if it is black coated chain link with privacy slats. Both portions of the fence are to be constructed per the City of Port Townsend’s fence handout (see attached) eight feet tall. Eight feet would block views of the compactor, which according to the specs is 89 inches in height. I have notified Mr. Jensen that further additions or revisions will not be included in LUP09-055.
