We had been under the impression the owner had already approached the subject with the city hall. Never assume, I know. Sorry for the short notice on the project. It is a white GAF Everguard TPO 60 mil. thickness. I believe the process for the city business license is already started. Once again thank you so much for your help in getting this going. The start of the project is of course weather related and I would hate to miss any clear days we could be working. I have it on the schedule to be loaded on Monday and start the installation. If the permit is not finalized by Monday would we still be able to at least just load the roof as long as no work was done? The HPC doesn’t meet again until April 20 and normally this request would have to wait until then. However, I’ve conferred with my Director, the Chair of the HPC and another HPC member. We’ve agreed that since we’ve approved this type of roofing product on other buildings in the historic district, and because you plan to start work on Monday, we will forgo Design Review this time. I will need you to specify for our file the brand and color of TPO roofing you intend to use. I would stick to white, light grey or black. An e-mail response back to me will work fine. The building owner, Karen White, is well aware of the role HPC and Design Review plays in Port Townsend’s historic district. In the future, please be aware that any exterior change to a building in the historic district (particularly the downtown commercial buildings) is likely to require a Design Review approval before the work can start. If you have any questions, please feel free to e-mail back or call. Once you have secured your city business license and provide me with the info requested above, we can approve your roofing permit. We will be putting a TPO single ply thermoplastic roof over the existing roof with a FR-10 protective mat between. We will not be changing any of the structure or tearing off the roof. The composition someone put on the walls is not a siding approved material so this will removed and replaced with TPO. Existing metal coping will be replaced and upgraded. The Metal will be selected to be same color and type as existing as this will be visible. No areas of TPO will be visible as all work will be done on the roof top. This is the same type of roof we can see on the City Hall building from this roof. BUSINESS & OCCUPATION (B&O) TAX The City of Port Townsend requires that a B&O tax be levied and collected from every person engaging in business activities within the City (this is a separate tax from that levied by the State of Washington). The responsibility rests with the licensee or taxpayer to remain in compliance with the clty code so we encouraged you to visit the PTMC and review 5.04A and 5.048 for further details. The B&O tax rate varies according to your classification (determined by the type of activity your business performs). The classifications are Itemized on the B&O form and all have a current .002 tax rate. The tax imposed shall be due and payable in quarterly installments regardless of whether there is tax due or not, At the city’s discretion, businesses may be assigned from a quarterly to an annual reporting period depending on the tax amount owed. The quarterly farms, plus any applicable tax, are due by the end of the month following the close of the quarter and annual returns are due January 31st. If payment of any tax due on a return is not recelved by the due date, the city shall add a penalty in accordance with RCW 82.32.090(1), as it now exists or as it may be amended.
