HomeMy WebLinkAboutWater Resources Operations ManagerCity of Port Townsend Job Description Water Resources Operations Manager Classification title: Public Works Operations Manager Working title: Water Resources Operations Manager Department: Public Works Union: No FLSA status: Exempt Wage Classification: 624 Hours: Full time Effective date: Feb. 2016; Oct. 2022; May 2026 Reports to: Public Works Director Civil Service: No JOB SUMMARY Under general supervision, manages the operation and maintenance of the City's potable water system, including the water source of supply system, various water treatment equipment and processes, pump stations, and the distribution system. Implements water quality sampling, testing, and control programs in compliance with the Department of Health regulations for Class A water systems. Manages water quality data, producing periodic reports on water quality. Implements the watershed control program. Supervises water conservation programs, with possible involvement in other related programs. Manages, supervises, plans, and coordinates the activities and operations of the Water Treatment and Water Distribution divisions, as well as being the direct point of contact for the water supply partnership with the Port Townsend Paper Company and other contractors. Coordinates assigned activities with other divisions, outside agencies, and the general public. ESSENTIAL DUTIES AND RESPONSIBILITIES • Supervise and direct the activities of the water distribution, water treatment, and water resources staff. • Supervise operation and maintenance of water treatment equipment and processes. • Supervise operation and maintenance of pump stations, distribution systems, and storage reservoirs. • Supervise water quality sampling, testing and analysis, data compilation, and reporting. • Supervise the patrol and inspection all parts of the watershed, water sources, transmission facilities, treatment facilities, storage facilities, and distribution system • Oversees the Olympic Gravity Water System and assists the PW Director in the administration of the Water Supply Agreement with the Port Townsend Paper Company • Serves as the responsible official for compliance with State Department of Health and federal regulations. • Leads capital improvement projects and maintenance/repair projects for the water system. • Manages staff implementing the Cross Connection Control and Water Conservation programs. • Updates and follows the City’s Water System Plan. • Supervises safety programs for assigned divisions and staff. • Tracks water budgets expenses and revenues. • Participates in local and regional planning processes, studies, and public meetings for water resources. • Coordinates with state and federal agencies for permits and cooperative monitoring agreements. Water Resources Operations Manager • Oversees forestry management for utility owned properties. • Works closely with engineering staff to support water system operations and capital projects including developer installed infrastructure. • Develops and implements goals, objectives, policies, and priorities for water quality, water treatment, water distribution for both operations and capital improvements. • Plans, directs, coordinates, and reviews work plans. Visits and conducts site evaluations as necessary, meets with staff to resolve problems, and assigns work activities, projects and programs. Monitors and evaluates work, methods and procedures. • Administers contracts with outside agencies or contractors including design work, preparation of plans and specifications, and construction projects. • Recommends, develops and implements standards, programs, policies and procedures to ensure compliance with federal and State regulations for public works projects, safety, water distribution systems, and water quality and treatment. • Develops and administers the division annual budgets. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Operational characteristics, services and activities of a comprehensive water supply, treatment, and distribution system. • Materials, methods, practices and equipment used in water collection, storage, transmission, treatment, and distribution and related maintenance and repair activities. • Recent developments, regulations, current literature and sources of information related to water quality, treatment, and distribution. • Computer operation, including word processing, spreadsheets, databases, and supervisory control and data acquisition systems. • Electrical, mechanical and chemical systems used in water treatment and distribution. • Engineering, chemistry, biology, or ecology as they relate to the position. Skills: • Communication and interpersonal skills, with the ability to interact with diverse groups of people. • Flexibility to adapt to changing circumstances, such as shifting priorities, unexpected challenges, or variations in the workload, while maintaining composure and effectiveness. Ability to: • Effectively and efficiently communicate with team members, managers, and other departments, both verbally and in writing, using tact, patience and courtesy to convey instructions, provide feedback, receive feedback, and resolve issues. • Maintain cooperative and effective working relationships with co-workers, peers, management and customers. • Supervise operations, services and activities of a comprehensive water supply, treatment, and distribution system. • Manage and coordinate the work of outside contractors. • Respond to emergencies, analyze situations and adopt an effective course of action. • Take initiative and exhibit good decision-making to resolve issues. • Respond to inquiries or complaints from residents, visitors, other agencies, and community groups and address concerns • Ensure program compliance with federal, state, and local rules, laws, and regulations. • Foster a team working environment between assigned staff and other City departments. Water Resources Operations Manager • Select, supervise, train, and evaluate staff. • Supervise the preparation and maintenance of records and prepare comprehensive technical reports. • Maintain effective working relationships with local, State and federal government officials, Tribes, community groups, and the general public. QUALIFICATIONS Required • High school diploma or GED. • Five years of experience in the operation and maintenance of water systems or related industrial operating experience, including three years of administrative and supervisory (or lead/crew chief/superintendent) responsibility, or any combination of experience, education, and training that would likely provide the required knowledge and abilities. • Certification as a Water Treatment Plant Operator 2 and a Water Distribution Manager 3 or ability to obtain these certifications within one year of hire. • Valid Washington State Driver’s License with a driving record acceptable to the City's insurance carrier. • Continuing education to keep abreast of new developments and requirements in this field. • First Aid/CPR/AED certification (or obtain within six months from date of hire). Preferred • B.S. in Engineering or Physical Science (Chemistry, Ecology, Biology, etc.) or related fields WORKING CONDITIONS • Duties are performed indoors and outdoors during all types of weather. • Walking for extended periods of time. • Repeated bending at the waist, kneeling or crouching. • Vision and hearing at level required to perform essential functions (may be corrected). • Requires full range of motor skills and dexterity to operate handheld tools. • Good overall physical condition to allow all-weather visits to steep and rugged terrain on foot. • May require working in confined spaces and require climbing and working at heights up to 100 feet.
