HomeMy WebLinkAboutStreets/Stormwater/Sewer/Fleet Operations Manager City of Port Townsend Job Description Streets/Stormwater/Sewer/Fleet Operations Manager Classification title: Public Works Operations Manager Working title: Streets/Stormwater/Sewer/Fleet Operations Manager Department: Public Works Union: No FLSA status: Exempt Wage Classification: 624 Hours: Full time Effective date: Aug. 2018; May 2026 Reports to: Public Works Director Civil Service: No JOB SUMMARY Under general direction, plan, organize and direct daily operations and activities of the Fleet and Streets/Stormwater/Sewer divisions; supervise a variety of specialized duties in the construction, maintenance and repair of City street systems and related infrastructure; manage and coordinate contracted construction; plan and coordinate the pavement management program; develop, monitor and control assigned budgets; purchase needed materials and equipment; train, assign, supervise and evaluate the work of assigned personnel; inspect and assure work projects are completed according to code, specifications and timelines. ESSENTIAL DUTIES AND RESPONSIBILITIES • Direct and supervise the day-to-day activities of the Streets/Stormwater/Sewer and Fleet crews in the maintenance and repair of equipment, roadways, road shoulders, sidewalks, drainage systems, wastewater collection systems, roadside plantings, pavement markings and signage. • Plan and prioritize Street/Stormwater/Sewer and Fleet maintenance activities to address deficiencies, preventative maintenance, and safety hazards. • Participate in the development and implementation of goals, objectives, policies, and priorities for maintenance and capital project for assigned programs. • Utilize the principles of maintenance management and pavement management to develop and carry out a yearly and multi-year work plan. • Work effectively with supervisors, other departments, and contractors to coordinate work programs and ensure timely completion of projects and activities. • Inspect the work of the crews and private contractors to assure quality standards and safety procedures are being met. • Develop and implement measures to improve maintenance practices and procedures. • Maintain appropriate operations records and prepare necessary reports to supervisors and regulatory agencies. • Prepare the division annual budget and monitor and authorize expenditures in accordance with Departmental and City policy. • Assist in the specification and purchasing of equipment and materials. • Arrange for and oversee the proper maintenance and safe utilization of vehicles and equipment used by the City. • Establish work rules and performance standards for assigned staff, provide regular performance feedback, and conduct annual performance reviews. Streets/Stormwater/Sewer/Fleet Operations Manager • Develop, direct and monitor training and recertification programs and address training deficiencies. • Respond to emergencies outside the normally scheduled work hours and coordinate operations for incidents such as snow and ice removal, flood, windstorms and similar events affecting the road integrity and/or safety of the traveling public. • Organize, plan and manage crew safety programs, providing leadership in workplace safety and support to the City’s safety program. • Investigate and respond to resident and visitor complaints associated with Street/Stormwater/Sewer activities, collaborate with other departments and agencies to address concerns, and help resolve issues. • Coordinate with local, state and federal agencies regarding mutual support and assistance, joint planning efforts, environmental issues, emergency management, grants and other concerns. • Plan and coordinate disaster response activities in cooperation with the emergency operations center. • Assist in the management of the solid waste contract and related activities. • Serve as secondary designated employer representative for AWC’s Drug & Alcohol Consortium; coordinate drug and alcohol tests. • May serve as primary contact for Public Works crew-related issues in Public Works Director’s absence. • Manage the standby roster, flagging certification roster, and utility locate system for all of Public Works and Community Services. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Materials, methods, practices and procedures used in Streets/Stormwater/Sewer and Fleet maintenance and repair. • Operation and maintenance of equipment used by the maintenance crews. • Occupational hazards involved in Streets/Stormwater/Sewer and Fleet maintenance and repair work and standard safety precautions necessary in the work. • Principles of supervision, staff development, and performance evaluation. • Software, computer, tablets, smart phones, GIS, word processing, spreadsheets, databases and computer mapping principles. Skills: • Communication and interpersonal skills, with the ability to interact with diverse groups of people. • Flexibility to adapt to changing circumstances, such as shifting priorities, unexpected challenges, or variations in the workload, while maintaining composure and effectiveness. Ability to: • Effectively and efficiently communicate with team members, managers, and other departments, both verbally and in writing, using tact, patience and courtesy to convey instructions, provide feedback, receive feedback, and resolve issues. • Maintain cooperative and effective working relationships with co-workers, peers, management and customers. • Plan, organize, and implement a comprehensive program of Streets/Stormwater/Sewer and Fleet maintenance and repair. Streets/Stormwater/Sewer/Fleet Operations Manager • Coordinate and direct the activities of several crews involved in Streets/Stormwater/Sewer and Fleet maintenance and repair. • Manage and coordinate the work of outside contractors. • Respond to emergencies, analyze situations and adopt an effective course of action. • Take initiative and exhibit good decision-making to resolve issues. • Respond to inquiries or complaints residents, visitors, other agencies, and community groups and address concerns. • Ensure program compliance with federal, state, and local rules, laws, and regulations. • Foster a team working environment between assigned staff and other City departments. • Supervise, train, and evaluate subordinates. • Maintain effective working relationships with local, State and federal government officials, Tribes, community groups, and the general public. QUALIFICATIONS Required • High school graduate or GED. • Minimum six (6) years of relevant experience in Streets/Stormwater/Sewer construction and maintenance work, including four (4) years’ experience in a supervisory (or crew chief/lead/superintendent) capacity. • First Aid/CPR certification or must obtain within 12 months in this position. • Possess a Washington Driver’s License and maintain a driving record acceptable to the City’s insurance carrier. Preferred • Two-year technical degree in related field. WORKING CONDITIONS Work is conducted in both an office and field environment. The job functions require the ability to safely move about on construction or maintenance work sites under inclement weather conditions, at any hour of the day or night and may require walking on uneven, rocky, or rough ground. Physical hazards include exposure to traffic and work in rugged field terrain. Work involves exposure to heavy equipment, loud noises, dust and debris. While performing the duties of this job, the employee is regularly required to stand, sit, walk, talk or hear; and to use hands to finger, handle, feel or operate equipment, computers, tools and controls; and to reach with hands and arms. The employee is occasionally required to reach, climb, balance, stoop, kneel, crouch, or crawl.
