HomeMy WebLinkAboutCommunity Services Officer City of Port Townsend Job Description Community Services Officer Classification title: Community Services Officer (Limited Commission) Working title: Community Services Officer Department: Police Union: Yes FLSA status: Non-exempt Wage Classification: 9 Hours: Full time Effective date: January 2022; April 2026 Reports to: Chief of Police Civil Service: Yes JOB SUMMARY Under the direction and supervision of the Chief of Police, or designated police sergeant, acts as special events coordinator, traffic safety specialist, police assistant, and public parking enforcement officer. The fundamental reason for this position is to perform a variety of tasks of a quasi-police nature in support of law enforcement activities for the Police Department. Duties include handling events, parking enforcement, and calls for service not requiring the presence of a sworn police officer. ESSENTIAL DUTIES AND RESPONSIBILITIES • Manage assigned special events within City, including planning, organizing, scheduling, and coordinating staff and volunteers. • Coordinate the technical needs of special events including obtaining permits, administering contracts, and arranging security and parking. • Work on event site layout to promote good participant circulation and meet safety needs. • Work closely with Parks, Police, Fire/EMS, Public Works and other City departments to coordinate event needs. • Work closely with other agencies and resident groups to coordinate events. • Attend business and community meetings for the planning and preparation of special events; attend post-event debriefs. • Assist with coordination of volunteers and employees for special events and parking enforcement. • Conduct parking studies and prepare reports as required. • Train new employees and/or volunteers as directed. • Respond to calls for traffic collisions or other road hazards to set up alternate traffic flows and assist police officers with vehicle tows and inventory. • Patrol timed and restricted parking areas and issue tickets and citations for violations per City ordinances. • Respond respectfully to public inquiries regarding parking restrictions, complaints and other general City information. • Appear in court to testify on parking violations and related matters. • Maintain punctual, regular and predictable attendance. • Respond to reports of found property and secure property as necessary. Community Services Officer • Work some evenings and holidays; weekend work is consistently required. • Work collaboratively in a team environment with a spirit of cooperation. • Display excellent communication skills including presentation, persuasion, and negotiation skills required in working with coworkers/public and including the ability to communicate effectively and remain calm and courteous under pressure. • Maintain daily log of citations, tickets, and other related activities. • Respectfully take direction from assigned supervisor. • Perform other related administrative duties assigned by the Chief or designated supervisor. KNOWLEDGE, SKILLS AND ABILITIES • Knowledge of office practices, procedures and methods; English grammar and spelling; good business telephone etiquette. • Knowledge of the operation of communication radios and automated ticket writer. • Knowledge of and ability to maintain certification in Incident Command System regarding special events and emergency management. • Communication and interpersonal skills, with the ability to interact with diverse groups of people. • Flexibility to adapt to changing circumstances, such as shifting priorities, unexpected challenges, or variations in the workload, while maintaining composure and effectiveness. • Ability to maintain cooperative and effective working relationships with co-workers, peers, management, elected officials, other agencies, volunteers, and residents. • Ability to effectively and efficiently communicate with team members, managers, the general public, and other departments, both verbally and in writing, using tact, patience and courtesy to convey instructions, provide feedback, receive feedback, and resolve issues. • Ability to learn City Codes and fine amounts. • Ability to enforce parking and related non-moving traffic violations firmly, courteously and tactfully; write legibly; work with minimal supervision while patrolling streets and parking areas; respond courteously to aggressive remarks and/or behavior in the course of enforcing parking ordinances; be familiar with City streets, ordinances and policies related to parking enforcement; walk extensively on sidewalks; walk and bike on streets; operate City vehicle. • Ability to be physically fit to walk several miles per shift, including up and down hills. • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. • Ability to write routine reports and correspondence. • Ability to speak effectively before groups of customers or employees of organization. • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. • Ability to operate basic computers, including using Word, Excel, and web-based mapping software. • Ability to read maps and navigate accordingly. • Ability to operate telephone, mobile or portable radio, and small hand tools. • Ability to safely direct traffic. • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. • Ability to think critically, solve problems, and improvise solutions. Community Services Officer QUALIFICATIONS Required • High School graduation or equivalency and two years of experience in work involving considerable public contact and enforcement of rules, including interacting with hostile and irate individuals; or any equivalent combination of experience and training that demonstrates the knowledge, skills and abilities to perform the above-described duties. • Valid Washington Driver’s License and maintain a driving record acceptable to the City’s insurance carrier. • Incident Command System certification in special events and emergency management or ability to obtain certification within 6 months of hire. • Must be able to pass an FBI fingerprint criminal history background check and successfully complete CJIS Security Awareness training before working in the secured portions of the City’s police department Preferred: • Parking code, traffic safety or law enforcement experience. • Volunteer coordination experience. • Public special event coordination experience, including planning, organizing, scheduling, obtaining permits, administering contracts, security, and parking. Placement in this position is subject to a thorough background investigation including a polygraph. WORKING CONDITIONS The employee must be able to occasionally perform heavy physical labor; lift and maneuver medium and heavy items; repetitively load and unload up to 50 lbs. from the bed of a pickup truck or similar vehicle; walk on uneven surfaces; climb ladders; be able to inspect and perform work in positions such as standing, bending, squatting, and sitting; and be able to utilize the senses of sight, hearing, and touch to recognize and to accurately evaluate equipment and process conditions. In the performance of job duties, the employee is frequently required to sit, talk or hear; walk; use hands to finger, handle, or feel objects, tools, or controls; bend; twist; reach with hands and arms; and use hand and power tools. Position requires employee to be outside in all types of weather most of the time. Walking is done on sidewalks; walking on streets up and downhill and on uneven surfaces for several hours at a time. Must be able to manipulate chalk marker on car tires. Hours worked may vary and weekend work is often required. Must be able to withstand conflict and hostility in a professional manner.
