Suggested changes (line-in/line-out): Land Use and Conservation Add New Policy: Allow for a pathway for vacation of rights of way that are internal to farms and do not block surrounding development, and/or create a mechanism that removes the possibility of disrupting agricultural production that occurs within internal rights of way. These proposals for development code changes support and protect agricultural production within the City of Port Townsend, preserve and strengthen the legacy of farming and local food production for future generations, and advance food security and climate resilience within our community by aligning development regulations and facilitating the development of worker housing. It may be necessary to create an opt -in program to identify farms and properties being used for agricultural and food production for community benefit. We do not feel that this would create an undue burden for City Staff. An example of a simple Agriculture Qualification Form is attached. Signature: _ Date, For Internal Use Only Approved By: Date: Relationship to criteria set forth in PTMC 20.04, PTMC 20.04.030 and PTMC 20.04.090 allow the Council to initiate an amendment to the Comprehensive Plan and to the Development Code. PTMC 20.04.030 The city council may initiate amendments to the Comprehensive Plan during each annual amendment. An affirmative vote of not less than a majority of the total members of the council is required to initiate consideration of such an amendment. During formal amendment cycles, the council shall enter a finding that to wait until the next suggested amendment cycle would be detrimental to the public's interests. Council -initiated amendments shall be automatically placed on the docket and shall be considered in the next scheduled annual amendment process. The director and the planning commission may request the city council initiate a particular amendment during the next annual amendment process. PTMC 20.04.090 Proposed amendments, changes, or modifications may be initiated as follows: 1. At any time at the request of the city council or the planning commission [... ?] As summarized by City Staff, "Under PTMC 20.04.060, the preliminary docket will be sent to the Planning Commission for their review and they will hold a public hearing on the preliminary docket. If the City Council wants to include this proposal as a Council initiated amendment, the Council would need to hold a public hearing after considering the Planning Commission's recommendations on the docket. A Council member would need to make a motion to include this proposal on the final docket, receive a second, and have a majority of the Council members vote for the proposal to be included in the final docket."
