JOB SUMMARY
Under general direction of the Director of People and Performance, performs routine and complex
administrative, technical, and analytical work in employment, classification, compensation,
recruitment, employee and labor relations, benefits, employee development and training, and other
human resources functions. Implements and operates within a wide range of Human Resources
programs, designs procedures for implementation, recommends policy language, and participates
in the development of programs, processes, systems, and strategies in support of human resource
functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Routinely deal with confidential matters of high sensitivity, exercise sound judgment, and
thorough knowledge of City policies and procedures.
• Perform full cycle recruitment for all City positions including Civil Service positions.
• Coordinate with departments to define recruitment needs and timelines, recommend
advertisement methods, prepare job vacancy announcements and advertisements, and
develop applicant screening criteria and evaluation instruments.
• Create Civil Service eligibility lists and coordinate Civil Service testing, including
polygraph, psychological, and medical examinations. Assist with preparing agendas for
Civil Service Commission meetings and recommend updates to the Civil Service Rules.
• Administer leave programs provided by policy, state and/or federal law and provide employees
with information on leave options. Consult with Director and attorney on matters of high risk or
significance.
• Participate in and support organization-wide meetings, trainings and events. Ensure awareness
of organizational initiatives and contribute to successful implementations through active
engagement and presence.
• Coordinate with employees, medical providers, and managers regarding light duty
requests for both workers’ compensation and non-workers’ compensation, manage
requests, and create light duty job descriptions.
• Conduct job audits and analyses for purposes of reclassification or new positions;
research, analyze, compose, and update job descriptions; maintain master versions of
all City job descriptions.
• Participate in compensation market analyses/studies and collective bargaining issues
and discussions, as directed.
• Track employee anniversaries and step increases; implement recognition program;
review performance assessment status monthly and notify supervisors of due dates.
• Prepare and review forms, records, and documentation including personnel action
forms and minor work authorizations.
• Process department invoices.
• Ensure compliance with company policies and applicable laws and regulations.
• Prepare new employee packets and conduct new hire orientations.
• Explain City benefits, policies, and procedures on an on-going basis; assist with open annual
enrollment.
• Manage paper and electronic personnel, training, and medical files; maintain and
purge according to applicable retention schedules.
• Process prospective employee and volunteer background checks and reference
checks; verify education, certifications, and other background information.
• Review performance assessments for consistency and make recommendations.
• Work with staff to implement the City’s Accident Prevention Program to reduce
accidents/injuries and to maintain compliance with State and Federal regulations.
Coordinate with Safety Committee on safety initiatives. Recommend updates to the
Accident Prevention Program and maintain master version.
• Administer City’s Retro Program (workers’ comp) through AWC. Report and track
accidents and injuries, complete OSHA forms, and manage related confidential files.
• Serve as City’s designated employer representative for AWC’s Drug & Alcohol Consortium; run
checks through the FMCSA clearinghouse; coordinate drug and alcohol tests; maintain random
pool list and update AWC; maintain employer copies of CDL medical certifications.
• Recommend updates to Personnel Policies Manual and maintain master version.
• Update City’s HR webpages and online documents.
KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of Open Public Meetings Act, Public Records Act, WA State retention schedules,
City Personnel Policies Manual, City Civil Service Rules
• Knowledge of relevant federal and state employment law and regulations
• Knowledge of principles, practices, and techniques of human resources in a public agency
setting, including recruitment and selection, job analysis and classification, labor relations, leave
management, and training and development
• Excellent time management skills with a proven ability to meet deadlines
• Analytical with great interpersonal and conflict resolution skills
• Excellent communication and interpersonal skills, with the ability to interact with diverse groups of
people
• Flexibility to adapt to changing circumstances, such as shifting priorities, unexpected challenges,
or variations in the workload, while maintaining composure and effectiveness

management, elected officials, volunteers, and the general public

recommendations related to recruitment, retention, and legal compliance.

QUALIFICATIONS
Required:
• Five-eight+ years varied administrative experience with an increase in complexity, scope and
level of responsibility.
• Bachelor’s degree in human resources, business, or related field or equivalent combination
of education and progressively responsible human resources experience.
• Human Resources certification through SHRM, HRCI, PSHRA, or equivalent credentialing
organization.
• Experience with the full Microsoft Office Suite.
Preferred:
• Two+ years of public sector employment experience.
• Prior experience in human resources strongly preferred.
WORKING CONDITIONS
Duties are performed primarily in an office environment with sitting for long periods of time, utilizing
standard office equipment and personal computer. The noise level in the work environment is
usually moderately quiet. May be required to interact with upset customers. This position typically
requires movement around the office, reaching, pushing, grasping, finger dexterity, hearing, seeing
and repetitive motions. Exerting up to twenty pounds of force occasionally, and/or up to ten pounds
of force frequently, and/or a negligible amount of force constantly to move objects.
