JOB SUMMARY
This position plays a critical role in maintaining and ensuring system availability. The Network
Administrator provides the following services throughout the City of Port Townsend: user support and
technical assistance on the use of computer systems and software applications; installs and maintains
workstations, servers, network infrastructure, and mobile devices; maintains, administers, and supports
on premise software and Cloud solutions; provides project management and guidance as needed to
facilitate initiatives identified by City Departments. Coordinates information systems to meet the needs
of City Departments; diagnoses system failures between hardware, systems software, and application
programs; administers IT budget and maintains IT equipment replacement schedule.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Design, deploy, maintain and manage network architecture.
• Monitor networks and phone systems to ensure security and availability.
• Work closely with Information Technology Technician to support various needs for computers,
servers, printers and other devices. Coordinates department workload and assigns task to
Information Technology staff as needed.
• Collect and analyze network utilization data to maximize thru-put, evaluate equipment
capacity and overall system effectiveness.
• Research and evaluate new technologies.
• Develop, implement, and test data communication and telecommunication systems.
• Acquire, configure, install, test and maintain all network components including, but not limited to,
file servers, routers, bridges, switches, modems, cabling, etc.
• Develop and implement policies and procedures related to network security
• Make technical recommendations to management as a result of working directly with
department managers/directors, staff, and vendors to determine what network services are
needed and how they can best be delivered. Evaluate technology solutions and recommend
cost effective and efficient options.
• Provide technical training to other members regarding the network and database management.
• Device management support for the Police department.

KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of networking and communications hardware, firmware, and operating systems
software.
• Advanced knowledge of on-premises Microsoft Active Directory and Azure in a Hybrid
configuration.
• Knowledge of Cloud based Voice Over IP Telephone systems.
• Knowledge of Server and Workstation Virtualization.
• Knowledge of Thin Client hardware and support.
• Knowledge of data and voice communication concepts, methods and security issues.
• Knowledge of VLAN’s and ability to develop and implement them.
• Knowledge of software design techniques for file structures, access methods, database
structures, batch processing, on-line processing, real time processing, interactive time sharing,
etc.
• Knowledge of networking and communication hardware, firmware, and operating software
systems.
• Strong communication and interpersonal skills, with the ability to interact with diverse groups of
people; capable of explaining simple procedures in writing or verbally.
• Flexibility to adapt to changing circumstances, such as shifting priorities, unexpected
challenges, or variations in the workload, while maintaining composure and effectiveness.
• Ability to maintain cooperative and effective working relationships with co-workers, peers,
management, elected officials, and customers.
• Ability to effectively and efficiently communicate with team members, managers, and other
departments, both verbally and in writing, using tact, patience and courtesy to convey
instructions, provide feedback, receive feedback, and resolve issues.
• Ability to read and interpret documents such as ordinances, statutes, software documentation,
and various computer-programming languages.
• Ability to work with and apply mathematical concepts such as fractions, percentages, ratios, and
proportions to practical situations. Ability to utilize variables in various programming languages
to perform calculations.
• Ability to define problems, collect data, establish facts, and draw valid conclusions in an abstract
environment. Ability to perform complex, multi-step processing of data to provide final data
products to customers.
• Ability to conceptualize how technical systems can support or enhance the operations of City
departments.
• Ability to convey complex technical data in support of management decision making ability to
work effectively in committees and present information verbally to both technical and non-
technical persons.
• Ability to support Microsoft Windows, Windows Server, and Microsoft Office 365 and mobile
devices.
• Ability to install and maintain local and wide-area networks.
• Ability to learn new technologies and assimilate new information quickly. Remain current on

• Ability to maintain absolute confidentiality of all sensitive files and materials accessed,

QUALIFICATIONS
Required
• Bachelor's degree in computer science or related field of study and five (5) years related
experience, with at least two (2) in telecommunications required. Willing to consider a
combination of education and relevant experience in lieu of bachelor’s degree. Experience must
include computer and telecommunication experience that includes design, modification, and
implementing communications and network systems.
• Robust technical aptitude and practical application is required.
• Strong problem-solving skills are a must.
• Solid working knowledge of Network devices such as Routers, Switches, Hubs & Wireless
Access Points; Data wiring and connecting; Microsoft SQL Database software; Common web
browsers; Document Imaging System software; GIS software; Current versions of MS Office
and Operating System Products including Server versions.
• Must have a valid Washington State driver’s license and the ability to maintain a driving record
acceptable to the City’s insurance carrier.
• Must be able to pass an FBI fingerprint criminal history background check and successfully
complete CJIS Security Awareness training before working in the secured portions of the City’s
police department.
WORKING CONDITIONS
Sitting for extended periods of time; dexterity of hands and fingers to operate a computer keyboard;
reaching overhead, above the shoulders and horizontally, bending at the waist and stooping, kneeling
or crouching; hearing and speaking to exchange information in person or on the telephone. Specific
vision abilities required by this job include close vision, distance vision, color vision, peripheral vision,
depth perception and ability to adjust focus. The employee must frequently lift and/or move up to 25
pounds and occasionally lift and/or move up to 50 pounds. Physical ability to drive an automobile is
desirable.
