Workgroup Update Commissioners Joshua Saunders and Dan Groussman gave an update on the workgroup about the arts award’s information and the maintenance plan. The Commissioners spoke about nominations and the poems of Mary Lou Sanelli.Discussion ensued about temporary location of street art, the jurisdiction of the HPC murals, grants and Commissioners applying for grants. City of Port Townsend Arts Commission (PTAC) 2026 Meeting Schedule - Proposed City of Port Townsend Arts Commission Mission Statement The Arts Commission's mission as an appointed City Commission is to facilitate public arts programs that enhance the cultural life of community residents. Overview This document is a flexible summary of the annual approach to PTAC meetings in 2026 and the st development of the PTAC budget. PTAC meets on 1 Thursdays, from 3:00-5:00PM. The development of the PTAC budget is part of the development of the City of Port Townsend budget, and resides in the General Fund, with contributions as approved by City Council each year. This process begins nearly six months before the start of the subsequent year and includes state-mandated statutory milestones and deadlines. 1. January – Program Planning Part 1: 2026 Grant Criteria & Art Awards Discussion of grant program specifics, including application, criteria, and any marketing or public education opportunities. 2. February – Program Planning Part 2: Annual Arts Awards and Public Art Confirm Art Award winners and plans for ceremony. Discuss revisions/updates to Public Art Plan Policies and Procedures. 3. March – Quarterly Grant Funding; Launch 2027 Art Award Nominations 4. April – Poet Laureate Visit and Mural Policy Visit and update with Poet Laureate. Mural policy updates and review. 5. May – Workplan Strategic Session PTAC receives request from Mayor/City Manager to PTAC (and all City advisory boards) for workplan items and preliminary budget request. PTAC reviews progress on the 2025 workplan, strategizes on multi-year initiatives and the 2026 workplan, and considers priorities for next fiscal year in order to suggest a preliminary PTAC workplan. 6. June – Quarterly Grant Funding 7. July – Mid Year Review and Budget Strategic Session PTAC discusses all 2026 programs and makes mid-year assessments. Discussion on budget to pair with workplan and submits a recommendation to staff and City Council in advance of a decision on the preliminary City budget. From Friday, February 27 through Sunday, March 1, arts-centered workshops, projects, and performances will happen across Port Townsend. On Saturday, February 28, events will take place in Downtown Port Townsend, including performances in the historic City Council Chambers, an artist salon and café, and hands-on ƒğƉźƓŭ źƓ ƷŷĻ ͻ/ƩĻğƷźƚƓ {ƷğƷźƚƓ͵ͼ {ğƷǒƩķğǤ Ɠźght will host a lineup of local bands at the American Legion Hall. Soundcheck was launched in 2019 as a showcase for local musicians in conjunction with the inaugural THING festival in Port Townsend. After being shepherded by many community volunteers and the Port Townsend Main Street program, its management moved under the City in spring of 2025. With THING no longer taking place in Port Townsend, a small steering committee of local artists have helped reimagine the event as a distinct celebration of the arts ƷŷğƷ ĬǒźƌƷ ƚƓ {ƚǒƓķĭŷĻĭƉ͸ƭ ƦğƭƷ ƭǒĭĭĻƭƭ ǞŷźƌĻ ƷŷźƓƉźƓŭ ğĬƚǒƷ ǞŷğƷ ğ ǞźƓƷĻƩƷźƒĻ ŅĻƭƷźǝğƌ ĭƚǒƌķ look and feel like. Garay with her piece for the Outsiders Street Art Project on the Memorial Field Fence Rufina C. Garay is Port TownsendÒs second Poet Laureate, 2026-2027. Garay is an interdisciplinary poet, artist, and practitioner of Taoist meditative arts in which poetry is a healing practice. She is the founder of ÏShattering Glass,Ð an ever-evolving curation of established and emerging poets from the Olympic Peninsula who amplify social and environmental justice issues. A civic poet for the community The Poet Laureate program was launched in 2023 as a collaboration between the Council Culture and Society Committee and the Port Townsend Arts Commission, in partnership with the Port Townsend Public Library. The Poet Laureate serves the community in ceremonial, educational, and inspirational ways, infusing literary arts into civic dialogue. The Poet Laureate honors the cityÒs active, creative community, promotes the cityÒs robust literary arts, and celebrates the written word. Each term, an open application process will utilize a panel of independent jurors alongside representatives from City Council and the Arts Commission. PT POETRY NOOK Some Notes on the Inaugural Poem from the Poet Laureate The inaugural 2026 poet laureate poem is a love poem to and for Port Townsend and is also a poem that playfully describes the creative process of poem writing that I experience. This poem has a touchpoint in an old Garay family story from a time when my Uncle Tony and my father sailed the Philippine islands on lumber routes. During one particularly bad monsoon season, the wild sea thrashed in non-stop storms, and the ship ran out of food supplies. The crew began to fear for their lives and organized a mutiny. Uncle Tony lashed his younger brotherÎmy fatherÎto the mast. He then took out the one emergency handgun on the catamaran and shot into the sky when a torrent of flying fish were taken up by swell and landed in the boat. The majority of sailors on the ship were people of faith, and the flood of fish was miracle enough to feed the crew and save the lives of my uncle and my dadÎso that they could all reach port. Padab‡ is a word in Bicol, the native dialect of my parents. It means Ïmy beloved.Ð Ars Poetica: Padabà, my beloved, my favorite This is to say I have been fishing in the sky for words to land a pocket poemÎ yours to keep, beloved, to carry you through hard things, lost at sea, a grieving swell of unease, memory that may never turn. StillÇ Hope. When ways fog like deadly potion, donÒt drink it in, swallowing the briny sea is uncomfortable. You still have other ways to navigateÇ Stargaze. Wait out the wind in wonder at the seaÒs constancy. wave and ripple, black and light, shimmer, swell, cold, and quiet. Seas always return to shore, finding peace in the space between. Rest now in the bottom of the boat. It is not so different than the catamaran of ancestors. They shine on you, storm or sun, begotten one. Even if taken by typhoon or tsunami, you are the bridge of light. The earth sits in your belly, so eat the falling stars. When your heart aches for sea change, lash yourself to the mast. If you are drowning in rain, know that sometimes fish fly. Your mutinous minds will be fed. I will still scale these flying fish for you. Remove the grayish-slime that protects against illness in water. They will be clean, and you will have life though I will mourn themÎtheir sacrifice, even if poems fall like stars to palms, or rush like frenzied comets, even if poems cannot be planted in place of potholes. This is to say, I love you, Port TownsendÎ potholes, politics, and all. This is to say padabà, the poem becomes a gift when you receive nourishmentÎ until then, itÒs just a fish. Kindness by Naomi Shihab Nye is one of my favorite poems that came to me as a gift from a friend in a year when my younger sister and my father died. In honor of that great poem, IÒm acknowledging community kindness by leaving pocket poems in places around Port Townsend. These poems are brief, sometimes spontaneous, sometimes silly, and are part of a ÏHaiku for YouÐ series that I started during the pandemic. You are welcome to play along by finding some origami paper, copying the folding pattern and writing your own haiku inside. The form of the folds is an adaptation of an origami folding technique that I learned in my fifth grade English language class from a pen pal in Japan. Snap a photo of your "Haiku for You" poem and tag @mysaucylife on Instagram. Note: The first pocket poem of my poet laureate term has been dropped off at June Bug, a hair salon downtown by the water. A kindness connection prompted the drop-off. Submit City of Port Townsend Arts Commission Funding Guidelines & Application Review Schedule The Commission decides whether to fund a project based on the following guidelines: The applicant demonstrates the public benefit or value to the community and shows that the event will be broadly advertised to the community (or, if intended to bring in out-of- town visitors, that advertising is designed for that purpose). If the project can still be without PTAC fnding, the application shows how the requested funds wouldimprove the project. The target audience is the Port Townsend/East Jefferson community or the project is intended to bring in visitors from outside the area. The event is accessible so that members of the public are not excluded basedon ability to pay admission (e.g., Will admission be charged? Will there be an opportunityto Ðpay what you wish?Ñ) The Commission funds (i.e., performances, exhibits, or workshops) not specific expenses. However, the intent is to fund direct costs of the . The Port Townsend Arts Commission (PTAC) can fund organizations or individuals who are bringing public art experiences to the Port Townsend area.First-time applicants are strongly encouraged. What is eligible for funding? We fund projects that bring the arts to the public, meaning projects with artistic merit that culminate in some sort of opportunity for apublicexperience. This includes,but is not limited to,a performance,exhibition, artisttalk, screening, or any arts related public project. Each PTAC funded project or event shouldbe held in an ADA-accessible venue or space andhave either free entry or at least one pay-what-you-wishperformance. When should I submit my application? We acceptapplications year-round with threeopportunities for commissionreview. We provide three deadlines for each grant review posted to our website. Applications received after the posted deadline will be referred to the next grant round.We review applications directly within the open public meetings of the Arts Commission and make decisions at the meeting. Applications are reviewed in the order in which they are received. In general, we recommend that you apply well in advance of your event. PTAC meetings are the first Thursdayof each month, at 3:00 p.m. in City Council Chambers. Applicants are invited to attend the meeting in which their grant application will be reviewed with the opportunity toprovide a brief overview of the project or event and answer any questions the committee may have.
